Submit Date: Jun 23, 2025 Culver City Commissions, Boards, and Committees Application Form
Profile
Thank you for your interest in volunteering your time and expertise to the Culver City community. The information contained on this application is for use by the City in reviewing candidates to fill vacancies on City Commissions, Committees, and Boards.

During consideration of applicants, the City may consider the information contained in this application, any required supplemental questionnaire, and any other publicly available information. An appointment to any Commission, Board or Committee is at the discretion of the appointing authority.

Ethics and Avoidance of Conflicts of Interest
As a reflection of the residents of the community, Culver City prides itself on the high ethical standards adhered to by its municipal government. As a prospective applicant, we want you to be informed about potential limitations that state and local law impose on individuals who serve the community, especially where they may have a financial conflict of interest. Please consider this information before submitting an application and accepting an appointment. Further information and training regarding these limitations, as well as other legal and procedural requirements when serving on these bodies (i.e. Brown Act, ethics laws, etc.), will be provided in the event you are appointed to one of the City’s commissions, committees, or boards.

State law has established regulations intended to ensure that a public official does not use his or her position for personal, financial benefit. • The California Political Reform Act prohibits a public official (including any of the City’s commission, committee, or board members) from participating in any decision or deliberation that might affect the official’s own financial interests. In such a situation, the official must publicly disclose the potential conflict of interest, recuse himself or herself from the item being discussed, and leave the meeting room while the matter is considered.
• Government Code Section 1090 imposes an even stricter prohibition. It prohibits a local body from “making” a contract with one of its own members (even if the member has recused him or herself), which includes all aspects of contract formation, including such actions as influencing the contract’s scope or the selection of a contractor.

A community member volunteering to sit on a City commission, committee, or board should be aware of these restrictions and take them into consideration before applying for or accepting appointment to any of these bodies.

If you have questions about this information and how it may apply to your particular situation, please contact the City Attorney’s Office at (310) 253-5660.

Application Questions
For the body(ies) to which you seek appointment(s), what have youdetermined to be the primary role of the body? The primary role of the Planning Commission is to review land use, zoning, and developmentmatters and provide well-reasoned recommendations to the City Council that are consistentwith the General Plan, municipal code, and applicable state law, while considering long-termimpacts on the City. The primary role of the Landlord–Tenant Mediation Board is to applyadopted City regulations in a structured and impartial manner by reviewing rent increasedisputes and facilitating fair, consistent outcomes through an established mediation process.

Why do you seek appointment on the body(ies)? Please be specific to thebody(ies)'s role.

I am seeking appointment to the Planning Commission because I am interested incontributing to careful, objective review of development and land-use decisions that affectthe City’s long-term functionality and livability. I value the Commission’s role as an advisorybody that evaluates proposals based on adopted standards, documented impacts, andconsistency with long-range planning goals. With recent changes to state housing andtransit-oriented development law, I am particularly interested in helping ensure that localreview processes remain clear, consistent, and well-reasoned as the City adapts to evolvingrequirements. I believe the Commission plays an important role in supporting a smoothtransition by focusing on implementation, impacts, and alignment with adopted plans. I amalso interested in the Landlord–Tenant Mediation Board because it plays an important role inensuring that housing regulations are applied consistently and transparently. I believe thatpredictable, rules-based decision-making is essential to maintaining trust in regulatoryprocesses.

What is there specifically in your background, training, education or intereststhat qualifies you for appointment? What special qualities and/orqualifications can you bring to the body(ies) to which you seekappointment(s)? My professional background involves systems-level, rule-based work that requires carefulcompliance with established regulations, objective evaluation of constraints, and disciplineddecision-making. I routinely work within defined legal, technical, and safety frameworks, where outcomes must be defensible, documented, and consistent rather than discretionary. This type of work requires balancing competing requirements, understanding second-orderimpacts, and identifying solutions that fit within existing constraints rather than ignoringthem. I am accustomed to reviewing detailed materials, interpreting requirements, andasking clarifying questions to ensure that decisions align with governing standards and long-term objectives. These skills translate directly to commission service, where the role is not tocreate policy, but to apply adopted plans, codes, and regulations thoughtfully andconsistently. I would bring a methodical, objective approach focused on clarity, fairness, andlong-term system performance.

How do you envision fulfilling the objectives, and/or goals of the body(ies), asestablished by the City Council? I would envision fulfilling the objectives of the body by thoroughly reviewing staff reportsand supporting materials in advance of meetings, listening carefully to public input, andevaluating items based on the goals and policies established by the City Council. Myapproach would be to focus on clarity, consistency, and alignment with adopted plans, codes, and regulations, while asking questions that help surface tradeoffs, implementationconsiderations, and long-term impacts. I view the role of a commissioner as advisory andcollaborative, with an obligation to provide well-reasoned input that supports informeddecision-making by the City Council.

How many meetings of the commission(s), board(s), or committee(s), towhich you are interested in being appointed have you attended? Pleaseindicate how often and when.

I have not yet attended meetings of the commission to which I am applying, but I have beenreviewing agendas, staff reports, and publicly available materials to familiarize myself withthe scope of issues and procedures. I plan to attend upcoming meetings regularly tocontinue building familiarity with the Commission’s work.

How much time, on a monthly basis, can you commit to reviewing materialsin preparation for attendance at meetings of the body(ies) to which youdesire appointment? I can commit approximately 8–12 hours per month to reviewing materials and preparing formeetings, in addition to attending meetings as scheduled.

Is there anything else you would like to add that has not been covered byyour answers to the prior questions? (You may attach supplementalinformation below.) I approach commission service as a responsibility that requires preparation, consistency, andrespect for process. If appointed, I am committed to being a reliable and engaged memberwho takes the time to understand the issues before the Commission and contributesthoughtfully to its work.
