At the December 16, 2025, regular meeting of the Advisory Committee on Housing and Homelessness, the Advisory Committee on Housing and Homelessness discussed and approved a staff report of activity and authorized staff to transmit the final report to City Council for approval. The list below summarizes the CBC’s accomplishments during the period of July through December 2025 and provides a list of anticipated activities/upcoming agenda items for the second half of the 2025 calendar year. The Advisory Committee on Housing and Homelessness regularly meets on the third Tuesday of every month and met five times from August 19, 2025, to December 16, 2025.
List of Accomplishments

• Homeless Plan Update
o Selected Jennifer Cree Swan and Associates (JCSA) to update the City’s 2018 Homeless Plan. At the regular AOCHH meeting on November 18, 2025, JCSA to outline d the homeless plan update implementation schedule.
• Presentations
o Upward Bound House, Urban Alchemy and Exodus provided annual report presentations at the ACOHH regular meeting on September 16, 2025.
o Culver City’s Planning and Department presented on the Housing Trust Fund, Pro Housing Designation, and Upzoning at the ACOHH regular meeting on October 21, 2025
o Santa Monica Corp presented on Jubilo Village Project at the ACOHH regular meeting on October 21, 2025
o LCI presented on Single Stair Reform policy at the ACOHH regular meeting on September 16, 2025
• City Council Advising
o ACOHH advised Council during the September 29, 2025, City Council meeting to approve the Single Stair Reform policy
Scheduled Activities Plan:
• 2026 Homeless Count on Thursday, January 22, 2026
• Homeless Plan Update
o Complete citywide and community input sessions and finalize the implementation schedule for the Homeless Plan Update. Continue working with the selected consultant to incorporate feedback related to affordable housing and input from the Advisory Committee on Housing and Homelessness into the updated plan.
• City Council Advising on Grant Funding Opportunities and Policies:
o Pro-Housing Designation
o Funding recommendations for the Pro-Housing Incentive Program (PIP) grant application, due March 31, 2026
o Measure A – Rental Protection and Homeless Prevention (RPHP) grant funds
• City Council Advising on Projects and Programs Related to the Following Service Providers:
o Motel Master Lease Program – Paradise Inn and Rodeway Inn o Project Homekey – Exodus Recover
o Wellness Village – Urban Alchemy

o Bet Tzedek presentation to ACOHH on the Eviction Protection Program at the January 13, 2026, Special Meeting
