Item A-2
PSS: Action Item: Discussion and Recommendations on Subcommittee's Work Plan.
Discussion ensued between staff and Subcommittee Members regarding potential items for inclusion in the work plan: Reimagining Public Safety Element of the General Plan, which was previously referred to the subcommittee by the City Council and identified as a priority item to set the stage for the subcommittee's work; review of public safety Key Performance Indicators (KPIs) and the establishment of a public dashboard to track and publicly share metrics across the public safety continuum; SB 720 red light camera reform, which had previously been presented at the Mobility Subcommittee and was awaiting full Council consideration; discussion of potentially moving animal control and parking enforcement out of the Police Department's purview and into Public Works or Transportation; exploration of an ambassador program modeled on successful programs used in the metro system; consideration of establishing a public safety commission as a publicly-driven body invested in public safety issues; review of prior studies and reports commissioned in 2020 and 2021, including a report by the Center for Public Safety Management and a study by a UCLA sociologist analyzing policing and social justice impacts in Culver City, with interest in identifying actionable items from that existing work; a report on union membership across city departments; linking 911 dispatch to the mobile crisis team to allow appropriate calls to be routed directly; establishing KPIs for the mobile crisis team; understanding call-for-service data and patterns including the nature and categorization of the approximately 48,000 annual calls received by the Police Department; frequency and objectives of Emergency Operations Center activations; the dynamic between the Police Department and Housing and Human Services in responding to mobile crisis calls; the annual AB 481 military equipment report; a potential separate special meeting given the scope of discussion; the annual RIPA report and strategies for addressing identified disparities; police deployment practices; the number of officers and vehicles responding to various call types; tracking traffic fatalities and the impact of infrastructure improvements on traffic safety incidents; and the suggestion to organize work plan items thematically around the buckets of prevention, early intervention, crisis response, recovery, and resilience.
Discussion also included staff workload and bandwidth, with clarification from Subcommittee Members that the work plan items were not intended to be completed within a single year and that some items were intended to reduce rather than add to departmental burden; and agreement that staff would compile the work plan items in writing, discuss prioritization and feasibility internally, and bring a proposed work plan back at the next meeting.
