29 WHEREAS, on September 14, 2026, after conducting a duly noticed public hearing on a City-initiated Zoning Code Amendment (P202 6-0197-ZCA) to amend various portions of the Culver City Municipal Code (CCMC), Title 17 – Zoning (Zoning Code) to establish specific land use and development standards for effective implementation, internal consistency, and compliance with State Law, including, but not limited to introducing 17.400.130 – Autonomous Vehicle (AV) Fleet Services, amending 17.220.015 – Residential and Mixed Use District Land Uses and Permit Requirements, and amending 17.700.010 – Definitions of Specialized Terms and Phrases, , and after fully considering all reports, studies, environmental information, and testimony presented, the City Council, by a vote of __ to __, introduced an ordinance approving Zoning Code Amendment, P2026-0197-ZCA, (the “Ordinance”), as set forth herein below, and adopted an exemption from CEQA pursuant to Section 15061(b)(3).

NOW, THEREFORE, the City Council of the City of Culver City , California, DOES HEREBY ORDAIN, as follows:

SECTION 1. Pursuant to the foregoing recitations and the provisions of the CCMC, the following required findings for a Zoning Code Amendment, as outlined in Section

17.620.030.A, are hereby made:

1. The proposed amendment ensures and maintains internal consistency with the goals, policies and strategies of all elements of the General Plan , and, in the case of a Zoning Code Amendment, will not create any inconsistencies with this Title.

The proposed Zoning Code Amendment to permit and regulate AV Fleet Services within specific zoning districts is consistent with and directly advances the goals, policies, and strategies of the General Plan 2045. Most directly, the amendment advances Goal M -7 (Technology) of the Mobility Element, which states that , "new transportation technology is proactively leveraged and managed to achieve equitable access, provide high- quality mobility services, achieve efficient operations, and yield sustainable transportation outcomes." The amendment is specifically supported by Policy M-7.1 (Emerging Mobility), which directs the City to, "seek and leverage new transportation technologies that support

29 new forms of transportation or business models while continuing to provide safe and effective mobility services," and Policy M -7.5 (Parking and Curb Management), which calls for performance monitoring systems to , "dynamically manage evolving curbside demands,” a direct operational need created by AV fleet pick-up and drop-off activity. The amendment is also consistent with Policy M -4.7 (Mobility Service Geographic Prioritization), which calls for expanding alternative mobility services to communities with limited transit access. T he General Plan explicitly states, “ The expansion of shared, autonomous, and electric mobility options can also help to improve systemwide efficiency, safety, and convenience, while offering environmental benefits.” Therefore, the proposed amendment will establish definitions, land use designation, development and performance standards for AV Fleet Services that are internally consistent with the General Plan's technology-forward mobility vision.

2. The proposed amendment would not be detrimental to the public interest, health, safety, convenience or welfare of the City.

The proposed Zoning Code Amendment would not be detrimental to the public interest, health, safety, convenience, or welfare of the City. The General Plan explicitly encourages leveraging emerging mobility technologies and this amendment affirmatively advances these interests by establishing the regulatory framework necessary to ensure that AV fleet service operations are properly located and regulated in a manner that protects neighborhood quality of life and aligns with the goals and policies of the General Plan. AV fleet services offer additional public benefits including improved traffic safety by removing human error, expanded zero-emission and accessible mobility options at all times of day, reduced parking demand, and economic development opportunities . Additionally, the General Plan 2045 provided for the transition of formerly commercial-only areas to mixed use areas throughout the City, putting non- residential uses in close proximity with residential uses. Therefore, the proposed amendment will establish definitions, land use designation, development and performance standards for AV Fleet Services that enable these uses to coexist with residential uses in a manner that provides appropriate protection against avoidable impacts.

3. The proposed amendment is in compliance with the provisions of the California Environmental Quality Act (CEQA).

The proposed Zoning Code Amendment is considered exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3), common sense exemption, because it can be seen with certainty there is no possibility the Amendment will have a significant effect on the env ironment as it does not result in changes to existing land use, density, or an intensification of development. Currently, the City of Culver City permits parking land uses and electric vehicle (EV) charging throughout the City in compliance with State law. The amendment would not materially alter existing development patterns in the City; rather, it would establish a new land use definition and performance standards to address emerging autonomous vehicle technology and related uses in order to mitigate potential health and safety impacts to nearby land uses.
