CITY COUNCIL STAFF REPORT
Meeting: August 16, 2022
Subject
Consider authorizing an increase in the total contract amount with Granite Rock Company for the Memorial Park Ponds Repurposing Project (Project 2022-03) for removal of concrete ponds at Memorial Park.

Recommended Action
Authorize the Director of Public Works to execute any necessary change orders for an additional construction contingency amount of $250,000 and increase the authorized contract amount to a not to exceed total of $1,706,627.70 to Granite Rock Company.

Background
The original project scope includes removing approximately 71,000 square feet of existing concrete pond lining, backfilling and grading the area, modifying the park irrigation system, and installing landscaping, turf, and minor paving. The project was designed to minimize the need to rework and remove the improvements constructed, preparing the site for any future initiatives, while enabling the community to utilize the area more immediately.

On June 7, the City Council awarded a construction contract with Granite Rock Company in the amount of $1,324,207.00 and authorized the Director of Public Works to execute any necessary change orders, up to the construction contingency amount of $132,420.70, for a total authorized contract amount of $1,456,627.70.

Discussion
Upon removing the concrete pond liner, the Contractor discovered an intact second layer of concrete approximately two feet below the top liner layer. While preliminary investigations showed portions of the pond having a second layer, these investigations did not reveal the full extent of this layer. The removal of both layers of concrete is needed to address drainage and provide a clean foundation for future changes. The estimate for the additional work, including removal and restoration of the surface due to the additional depth of the excavation, is approximately $250,000, to be paid by unit costs as established by the contract documents. The current project budget has the necessary funds to cover this additional work, and approval of the recommendation would increase the contract amount with Granite Rock Company to facilitate the unforeseen additional work.

Sustainability Impact
No sustainability impacts. This project is exempt from the California Environmental Quality Act (CEQA) under 14 C.C.R. Sections 15301 (l)(4), 15304(a).

Fiscal Impact
No fiscal impact. This action does not require additional funds. The Fiscal Year 2022-2023 Capital Improvements Program Budget includes the Memorial Park Repurposing Project (budget 280-99-254,) which has adequate funding to cover the change order. The existing project contingency utilized to date includes removal and disposal of asbestos pipe materials uncovered during demolition. No budget adjustment is necessary. _____________________________________
