Background
● Dec. 19 – Santa Clara County Civil Grand Jury Report
released
● Feb. 21 – City Council approves response to Grand
Jury Report and directs CAO to conduct investigation
● May 2 – City Council votes to waive privilege over
independent investigation report
● May 9 – Public discussion of investigation report
Recommendations
1. Avoid “governance by email.”
2. Attempt to improve Council-staff relations and
communicate any concerns about staff to the City
Manager.
3. Rely on the advice of executive management staff
and other professionals in making decisions.
4. Continue to use the City Work Program to identify
goals and staffing needs.
Recommendations
5. Develop a new ethics policy based on the 2018 Ethics Code.
6. Consider providing Councilmember training on
Rosenberg’s Rules of Order.
7. Explore ways to resolve Councilmember needs for
information, given limited staff resources (e.g., 1:1
meetings).
