CITY COUNCIL INFORMATIONAL MEMORANDUM
Meeting: November 7, 2023
To: Cupertino City Council
From: Chad Mosley, Director of Public Works
Re: Stevens Creek Boulevard/Calabazas Creek Storm Drain Repair Emergency Work status report.

Background
On October 10, the City Council approved a Resolution declaring an emergency action to streamline the repairs for the Stevens Creek Boulevard/Calabazas Creek Storm Drain project.

This project was necessitated by a deteriorated storm drain pipe underneath the roadway on Stevens Creek Boulevard. The failed pipe led to undermining of the roadway surface to an emergency level. The emergency repairs avoided what would have been an imminent sinkhole that could have caused additional damage to the street and vehicles travelling along the roadway.

Through collaborative and innovative efforts by Public Works staff, the contractor, and engineers, this emergency work was completed two weeks ahead of the projected completion date. The duration of road closure was reduced from the initially anticipated 30 days to 16 days, minimizing impacts to the public and businesses.

The work was completed at a cost lower than the approved emergency budget of $880,000, resulting in reduced expenditures of approximately $100,000. The failed metal pipe was removed and replaced with a reinforced concrete pipe, which has an anticipated useful life of 100 years.

An emergency declaration requires the City Council to approve the continued emergency status at each meeting for the time that the emergency condition exists. The emergency was addressed, and no further emergency declarations are required by City Council. This informational report will serve as the final project report to Council.

Sustainability Impact
Maintaining the storm drain system allows for proper storm drain run-off management.

Fiscal Impact
The close-out of the project will result in approximately $100,000 being returned to the Capital Project fund. Those funds will remain unassigned until Council appropriates them for another use. _____________________________________
