CITY COUNCILMEMBER REPORT
Meeting: April 3, 2024
Reporting Councilmember: Vice Mayor J.R. Fruen
Report Dates: 3/12/24 to 3/25/24
Event Date, Title, and Description:

Event 1. March 14, 2024 – VTA Policy Advisory Committee Meeting – I attended this meeting in my capacity as Cupertino’s representative to the Committee. The Committee received reports on Measure A (2000), the Valley Transportation Plan, and Programmed Project Monitoring. The Committee also examined four informational items for feedback: Equitable VMT Mitigation, 2016 Measure B Innovative Transit Service Model Competitive Grants, 2016 Measure B Bicycle and Pedestrian Education and Encouragement programs for Fiscal Year 2023, and the Countywide Ped-Bike Safety Campaign. Discussion of the Innovative Transit Service Model Competitive Grants focused significantly on what sort of additional funding could go to the Silicon Valley Hopper (formerly Cupertino Via) microtransit program. Staff clarified that funds could be used on further expansion of the program. Cupertino also featured heavily in the discussion of bicycle and pedestrian safety education (Item 12). The agenda and attached items for the meeting are available here.

Event 2. March 14, 2024 – Cities Association of Santa Clara County Legislative Action Committee Meeting – I attended this meeting in my capacity as Cupertino’ representative to the Legislative Action Committee. The Committee received legislative overviews from Assemblymembers Evan Low and Marc Berman. Asm. Low highlighted his bills to address theft and burglaries targeting victims on the basis of race through hate crime sentencing enhancements. Asm. Berman underscored his work on regulation to mitigate negative impacts of AI and particularly noted his work to close a loophole in the State’s penal code dealing with the dissemination and creation of child sexual abuse material created through the use of artificial intelligence. Asm. Berman’s VTA governance reform efforts also received attention and discussion.
