Subject: Homestead Roaf Bike Lane Project
Date: Monday, July 20, 2026 10:30:38 AM
CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Dear Mayor Moore and Members of the Cupertino City Council, I respectfully ask you to reconsider the proposed Homestead Road bike lane project.

I believe that every dollar should be spent carefully and only where it provides clear value. That same principle should guide every decision involving taxpayer funds.

With an estimated cost of approximately $17 million for a relatively short segment of roadway, I question whether this project represents the best use of limited public resources, particularly when the City of Cupertino and Santa Clara County continue to face budget constraints and many competing priorities.

I request Council to carefully examine who is expected to benefit from this investment. Given the location of the project, I would appreciate a transparent, data-driven analysis showing how many Cupertino residents, including students, are expected to regularly use this facility compared with users traveling through the corridor from neighboring communities such as Sunnyvale and Los Altos.

Before committing this level of spending, I hope you will consider whether these funds could instead be invested in priorities that more directly benefit Cupertino residents and address more pressing community needs.

Careful stewardship of taxpayer dollars requires weighing costs against measurable community benefit. I respectfully urge you to reevaluate this project and consider opting out if the expected public benefit does not justify its cost.

Thank you,
Mahesh Gurikar

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Mayor Moore and Members of the City Council,
We support reasonable and effective measures to protect residents living near Memorial Park from excessive noise. Our concern is not that the City is conducting a pilot. Our concern is that the City has not publicly disclosed a balanced framework showing how the evidence will be used to decide whether the current pickleball restrictions should continue, change, or end.

The June 16 Council direction calls for continuation of the pilot, an enforcement update, a professional noise study, and future review by the Parks and Recreation Commission.

However, it does not appear to define publicly:
what would constitute success or failure;
what baseline or comparison information will be used;
what findings would justify continuing, modifying, or ending the restrictions; or what conditions would lead to restoration of reasonable court access.

This is important because the pilot imposes substantial costs on public users. It eliminates pickleball access for the entire day on Monday, removes cooler early-morning and evening periods, and may concentrate players into fewer available hours. The evaluation should therefore examine not only noise and enforcement, but also court usage, crowding, heat exposure, accessibility for older adults and working residents, and whether narrower mitigation measures could protect neighbors with less loss of public access.

We respectfully request that the City:

1. Publish the pilot’s evaluation framework, including its objectives, baseline information, evidence being considered, responsible staff, and decision process.

2. Evaluate both benefits and burdens, including complaint patterns, objective noise measurements, enforcement results, mitigation effectiveness, court usage, accessibility effects, and the purpose and effectiveness of the complete Monday closure.

3. Establish a clear public decision process, including when the three-month update and noise-study results will be presented, when supporting materials will be released, and what findings could lead to modification or restoration of the current hours.

We are not asking Councilmembers to prejudge the outcome. We are asking that the eventual decision be based on transparent evidence, balanced evaluation, and clearly stated standards.

A temporary pilot should result in an explicit public decision. It should not become permanent simply because the criteria for changing or ending it were never publicly defined.

Respectfully,
John Li, Cupertino resident

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

We are writing as Cupertino residents to respectfully encourage the City Council to carefully evaluate the Memorial Park Pickleball Pilot Program before considering whether any of its current restrictions should remain in place.

We recognize the City's efforts to address the concerns of residents living near Memorial Park. Protecting the neighborhoods' quality of life is an important responsibility, and we support efforts to identify reasonable and effective measures to mitigate excessive noise.

At the same time, Memorial Park is a public facility funded by the community, and the City has an equally important responsibility to ensure that these recreational resources remain reasonably accessible to all residents.

We also support the Council's efforts to gather additional information through a three- month enforcement update, a professional noise study, exploration of additional options, and review by the Parks and Recreation Commission. As the City evaluates the pilot, we encourage the Council to do so in a manner consistent with the City's Strategic Vision and Council Goals. This issue directly relates to the City's commitments to Quality of Life, Public Engagement & Transparency, and Fiscal Strategy. We believe these goals call for balancing neighborhood concerns with equitable public access, responsible stewardship of public resources, and a transparent, evidence-based decision-making process.

The professional noise study will provide valuable technical information regarding sound levels and the effectiveness of potential mitigation measures, such as a sound wall.

However, the study alone cannot determine whether the current operating restrictions represent the most appropriate public policy. The Council's final decision should also consider the broader impacts on public access, recreation, court utilization, and the effective use of taxpayer-funded facilities.

The current pilot closes the pickleball courts every Monday and limits play to 9:00 a.m. through 7:00 p.m. These restrictions significantly reduce access for many residents, including working adults, seniors, families, and others who rely on these facilities for exercise, recreation, and community connection. Limiting available hours may also unintentionally concentrate players into fewer available time periods, increasing crowding during peak hours.

As the Council reviews the pilot, we respectfully encourage consideration of the following questions:

Have the current restrictions meaningfully reduced neighborhood impacts, and are the Monday closure and operating hours necessary to achieve those results? How have the restrictions affected public access, court utilization, and participation? Could alternative mitigation measures—such as quieter equipment, sound barriers, landscaping, or operational adjustments—better balance neighborhood concerns with community access?
We appreciate the Council's direction for staff to develop an array of options and encourage the City to fully evaluate alternatives that may effectively reduce noise while preserving reasonable access to this important public facility.

Because these courts were built and are maintained with public resources, any continued restrictions should be supported by objective evidence and should represent a reasonable balance between addressing neighborhood concerns and providing recreationalopportunities for the broader community.

We respectfully ask that, when the pilot concludes, the Council base its decision on a comprehensive evaluation that considers technical findings, public access, utilization, community benefits, the effectiveness of alternative mitigation measures, and responsible stewardship of public resources.

Thank you for your service to our community and for your thoughtful consideration of these comments. We recognize the difficult balance the City must strike and hope the final decision reflects a fair, transparent, and evidence-based approach that serves the best interests of all Cupertino residents.

Sincerely,
Joy Li, Cupertino resident

Hello Clerk Melissa,
I left a couple of messages and requested meetings last few weeks again. It looks like you forwarded everything to your legal team lead, Araceli, etc., whom we have been asking to resign because of her cruelty for years. However, we have not received any response.
//
Despite numerous requests over an extended period, we have received no response from the City Manager or the City Attorney(you said you passed on), even after these matters were brought to their attention and forwarded through appropriate channels. This continued failure to respond raises serious concerns regarding accountability and public service.

If they are unwilling or unable to perform their duties and address these issues in a timely manner, we respectfully request city manager and attorney resignation so that competent leadership may properly serve the community.

Please publish.

Mayor Moore Vice-Mayor Chao, Councilmembers Fruen, Mohan and Wang, Unfortunately, nothing has changed. Despite our repeated requests, including those made within the past month, no city manager or other senior official has contacted us. Meanwhile, the ongoing persecution and prosecution continue without interruption. The fundamental constitutional right to freedom of speech appears increasingly questionable, especially as these actions continue in plain sight and without meaningful response from those in positions of authority.

This situation reflects a broader concern about a society that too often avoids accountability and difficult truths, while institutions that are meant to protect rights and ensure justice appear to be used as instruments to reinforce these practices rather than correct them.

-- from residence
property, and personal belongings were taken without notice years ago, and we continue to face ongoing prosecution and harassment. This situation raises serious concerns regarding due process, property rights, and equal protection under the law.

Could someone please get back to me on this, or forward it to the City Manager’s Office for a response? I’ve raised this issue several times over the past few years, and we would appreciate an update.

We would like to express our concerns about the ongoing lack of direct communication between residents and the City, including the City Council, in recent years.

Before the COVID-19 pandemic, it was common to see the Mayor and City Manager walking around in front of City Hall, engaging openly with residents. The City Manager also maintained open office hours almost daily, and City Hall was accessible — doors were not locked, and transparency was part of the everyday culture.

While we understand that the pandemic required changes, those restrictions have long since ended. Yet, the level of public access and face-to-face communication has not returned to pre-COVID standards. We've even seen news reports raising concerns about public employees holding multiple remote jobs simultaneously, which further undermines public trust.

Most concerning is the fact that some long-term residents have not had an opportunity to meet with city leadership in person for years. This disconnect does not reflect the values or mission of the City to serve its community with transparency, accountability, and accessibility.

We respectfully ask that this issue be treated as high priority — and that steps be taken to restore regular, in-person engagement between the City’s leadership and its residents.

Thank you for your attention.

Sincerely,

Huang family

CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Dear Mayor Moore, Vice Mayor Chao, Council Members Mohan, Council Member Fruen, and Council Member Wang,
I am writing to request that Item # 3 be pulled from the agenda until such time as there is an iron clad agreement to preserve the soundwall between Vallco and the nearby neighborhood intact, without any breeches, as well as the preservation of mature trees abutt the soundwall be preserved.. The city made a commitment in writing to buffer this neighborhood when the original mall was built, and should continue to honor that commitment. The wall construction helped the city avoid a lawsuit.

While kumbaya drivel will come out of third rate marketing departments about how the future residents will feel cut off from the rest of the community and emergency vehicles will need cutouts in the walls to service the new community, the long and short of it is greed. The number of parking spaces is not adequate for the new community and current residents should not bear the burden. It is not the responsibility of residents or the city to help a special interest achieve its profit margins at the expense of residents' quality of life. The city's responsibility is to its residents, not to providing a business with a risk free environment.

Thank you for your time and consideration.

Best regards,
Brooke Ezzat.
