Background
The City has been offering gymnastics classes and programs for children ages one to twelve at the Monta Vista Recreation Center for more than 40 years. The program has a long history of providing gymnastics opportunities in a safe, supportive, and recreational environment.

Programming focuses on early childhood movement education and introductory gymnastics instruction, emphasizing safe skill progression, physical activity, confidence building, coordination, and enjoyment for participants of all ability levels.

The City Manager awarded a one-and-a-half-year contract to Red Line Gymnastics LLC, DBA:

Bay Aerials Gymnastics in January 2022. The City Council approved an amendment on July 18, 2023, which extended the contract expiration date to December 31, 2026.

Request for Proposal
On August 14, 2026, the City issued a Request for Proposal (RFP) seeking a qualified vendor to provide Gymnastics class programs and camps. The RFP sought proposals for a three-year contract commencing on January 1, 2027. The RFP included the option to extend the term for up to two additional years, not exceeding a total of five years.

The RFP process was conducted in accordance with applicable City policy and the Municipal Code while following standard best practices for this process. The RFP was posted on the City’s website (https://apps.cupertino.org/details/850), which included notifications to registered vendors, local plan rooms and builders exchanges. Additionally, it was advertised on Euna OpenBids, a publicly available procurement site for government contracts with thousands of registered vendors.

On September 18, 2026, the City received one proposal from Red Line Gymnastics LLC, DBA:

Bay Aerials Gymnastics.

Reasons for Recommendation
Staff evaluated Red Line Gymnastics LLC, DBA: Bay Aerials Gymnastics’ (Bay Aerials Gymnastics) proposal based on the submitted instructor qualifications and experience, demonstration of successful instruction experience with similar contracts, work plan and approach, the proposed number of program activities and the cost to participants. As is typical with an RFP, the compensation/proposal amount is not the determining factor.

Bay Aerials Gymnastics’ proposal demonstrated a thorough understanding of the City’s work request and included a clear explanation of the methodologies used regarding program offerings, procedures, and the on-site staff organization and duties. The proposal outlined a clear instructional model that emphasized continuous learning and skill advancement supported by a consistent program structure and curriculum. Founded in 2004, Bay Aerials Gymnastics has been a trusted provider of gymnastics instruction in the Bay Area for over two decades, delivering safe, high-quality programs that support youth development and athletic achievement.

Since 2019, Bay Aerials Gymnastics has successfully delivered and expanded gymnastics programming within the Cupertino community, serving children and families through a diverse range of classes, camps, and special events. Offerings have included Sweet Peas parenttot and preschool gymnastics, beginner and intermediate gymnastics classes for school-age youth, Lil’ Ninjas and Cupertino Ninjas programs, seasonal camps, and Kids Night Out events.

Classes are taught by USA Gymnastics and National Gymnastics Association-certified instructors who utilize age-appropriate skill progressions and maintain consistent safety standards, including spotting procedures, pre-class equipment inspections, and supervision by SafeSport-trained staff across all programs.

The proposal includes an estimated annual total revenue of $250,501.20 based on the current program’s average numbers, which projects a contractor payment of $150,300.72 and $100,200.48 in City net revenue. This breakdown reflects contractor compensation at 60% revenue of the resident fee based on final class/camp rosters with the City receiving 40% of the revenue. The City is estimated to receive a total of approximately $300,600 in net revenue over the 3-year contract based on the proposed programming.

Bay Aerials Gymnastics $250,501.20 $150,300.72 $100,200.48 Bay Aerials Gymnastics will administer the program including hiring and training instructors and providing all class and camp materials. The City provides the facility, registration, and a listing in the recreation class schedule. Offering specialty recreation classes and programs through contracts such as these are an industry standard and occur commonly in surrounding cities such as Sunnyvale, Santa Clara, and San Jose. Based on the findings outlined above, staff recommend awarding a three-year contract to Bay Aerials Gymnastics for a total not-to-exceed amount of $480,000, with the option to execute annual extensions to the contract for two additional years for a total of five years, provided the services and pricing remain acceptable (Attachment A).
