CITY COUNCIL REPORT
City Council Regular 7.

FROM: Alisha Farnell, City Clerk
DATE: 12/12/2022
SUBJECT: Approve the 2023 City Council Meeting Schedule

RECOMMENDATION
Approve the 2023 City Council meeting schedule.

DISCUSSION
Municipal Code Section 2-1 establishes that City Council shall hold regular meetings on the second and fourth Monday of each month.

The recommended 2023 City Council meeting schedule includes four cancelations: the second meeting in July and first meeting in August to provide the City Council and staff the opportunity to take summer vacation; and the second meeting in November (when it is the Monday after Thanksgiving) and December due to their proximity to major holidays. As is always the case, should an urgent business matter confront the City, a special City Council meeting can be called to address it. Preparing for and staffing a City Council meeting is a major undertaking with significant financial and opportunity costs. Consolidating meetings during the summer and end of year holidays, historically slow times of year for City Council business, improves organizational efficiency.

The Municipal Code sets the start time for City Council meetings at 5:30 P.M., but it has been the City Council's practice to convene open session meetings at approximately 7:00 P.M.

Historically, meetings were scheduled at 7:00 P.M. to provide interested residents sufficient time to return home from work, have dinner, and travel to the Council Chambers. However, the advent of pandemic-era virtual participation in City Council meetings has eliminated the need for a later meeting start time. In 2023, City Council meeting open sessions will generally be scheduled to start at approximately 6:00 P.M. It is expected an earlier start time will make it easier for community members to participate in presentations, the Pledge of Allegiance and invocation, and moderate the impact of long meetings on attendees, city staff and Council Members during the remainder of the week.
