CITY COUNCIL REPORT
City Council Special Joint Meeting 2.

FROM: Douglas Dancs, Director of Public Works
DATE: 07/10/2023
SUBJECT: Approve Plans and Specifications for Arnold Cypress Park Rehabilitation, Project 308

RECOMMENDATION
Approve plans and specifications for Arnold Cypress Park Rehabilitation, Project 308.

DISCUSSION
Built in 1949, Arnold Cypress Park is the oldest park in Cypress and long-time home to Cypress Girls Softball. The 14.55 acre park was originally seven acres and expanded to its current size in 1963. Last July, the City Council approved the preliminary design for the Arnold Cypress Park Rehabilitation Project to include:

Four softball fields
Eight lighted pickleball courts
Children's play area with fabric shade sails
Restroom and concession building
A second round of community engagement was undertaken in August to further refine the project.

Recreation and Community Services received more than 600 responses, bringing the total comments received to just under1,300 from both outreach campaigns. While many of the most requested amenities were already included in the reimagined park, Public Works and RCS revaluated them and, where possible, updated the design to enhance/incorporate them.

In addition to the four softball fields (three synthetic turf and one natural turf), playgrounds, and pickleball courts, the final park design features a 6-foot wide half-mile walking path, 294 parking spaces, 15 electric vehicle charging stations, two picnic shelters, 34 picnic tables, covered bleachers, exercise equipment, six bullpens and three batting cages, storage building, 225 trees, a lighted basketball and volleyball court, and office space. The final layout of the park is attached.

The estimated cost to construct the park is $27.5 million, including construction management, inspection, and contingencies. Construction is expected to begin in fall 2023 and be complete early 2025.

BUDGET IMPACT
There is no fiscal impact associated with approval of plans and specifications. The district's FY 2023-24 Budget includes $27.5 million for project construction funded by loans from the city.

CITY COUNCIL REPORT
City Council Special Joint Meeting 3.

FROM: Jeff Draper, Director of Recreation and Community Services DATE: 07/10/2023
SUBJECT: Provide Direction to Recreation and Services Commission Regarding Names for Arnold Cypress Park Softball Fields

RECOMMENDATION
Direct the Recreation and Community Services Commission to recommend names for Arnold Cypress Park Softball Fields for City Council Consideration.

DISCUSSION
The rehabilitation of Arnold Cypress Park includes four softball fields in addition to traditional park amenities. The softball fields are home to the Cypress Girls Softball League and the project provides an opportunity to name the fields. Currently, the fields have simple number designations (one through four).

The Recreation and Community Services Commission shall recommend names to identify the four softball fields to the City Council at its November 13 meeting. The Commission's recommendations should focus on recognizing individuals who have made a significant contribution to Arnold Cypress Park and/or Cypress Girls Softball League. The Commission shall solicit nominations from the community and hold at least one public meeting to discuss its recommendations.
