CITY COUNCIL REPORT
City Council Regular 4.
FROM: Douglas Dancs, Director of Public Works
DATE: 10/09/2023
SUBJECT: Accept the Lexington Park, Project 225
RECOMMENDATION
1. Accept the Lexington Park, Project 225, in the amount of $10,881,046.71 and approve the final payment of $544,052.34 to Horizons Construction Company International, Inc.; and
2. Authorize the City Engineer to file a Notice of Completion with the County Recorder.
DISCUSSION
In October 2020, the City Council awarded a construction contract to Horizons Construction Company International, Inc. (Horizons) for the construction of Lexington Park. The project constructed a new nine-acre park at the southeast corner of Cerritos Avenue and Lexington Drive, which includes two multi-purpose athletic fields (one natural turf and one synthetic turf), a playground area with fabric shade sails, a multi-use sports court, a quarter-mile walking path, restrooms and office space. Park construction began in November 2020 and was completed in March 2022. Project acceptance was delayed due to outstanding claims from subcontractors and vendors with Horizons, all of which have been resolved.
Public Works will release the Labor and Materials Bond and the Faithful Performance Bond upon expiration of the required lien period.
BUDGET IMPACT
The original estimated cost of bid support, construction, construction management and inspection was $12,913,120.26, and final project costs total $12,499,210.93, as summarized in the attached table. The project was funded by a loan from the City to the District's General Fund which will be repaid as Park Development Fees become available to the District.

CITY COUNCIL REPORT
City Council Regular 6.
FROM: Jeff Draper, Director of Recreation and Community Services DATE: 10/09/2023
SUBJECT: Approve Converting a Permanent Part-Time Recreation Specialist to a Full-Time Recreation Coordinator
RECOMMENDATION
Approve converting the permanent part-time Recreation Specialist position to a full-time Recreation Coordinator position.
DISCUSSION
The Recreation and Park District Budget authorizes 12 full-time positions and one permanent part-time position that receives three-quarter benefits. The permanent part-time position, a Recreation Specialist assigned to the Senior Center, is vacant due to a retirement earlier this year. As with all vacant positions, the department reviewed the position and job duties and demand for services prior to deciding to fill the position. That review resulted in a recommendation to convert the part-time position to a full-time Recreation Coordinator assigned to the Senior Center.
The full-time Recreation Coordinator will oversee dining center operations, Meals on Wheels, Senior Grocery program, nutrition taxi and taxi voucher programs, Senior Center special events, the Medicare information and resource fairs, and a variety of community events. In an extraordinarily tight labor market, it will be easier to recruit for a full-time position, and the Recreation Coordinator will provide additional support to the Senior Center, help meet ever-increasing demand, create flexibility and cross-training opportunities, and advance the city's succession plan.
BUDGET IMPACT
Converting the part-time Recreation Specialist to a full-time Recreation Coordinator results in additional annual salary and benefit costs of approximately $21,000. In FY 2023-24, salary savings arising from the part-time Recreation Specialist vacancy are available to fund the additional costs. Future budgets will incorporate the costs associated with the full-time position.

FIRE PREVENTION WEEK
OCTOBER 8 – 14, 2023
WHEREAS, fire is a serious public safety concern both locally and nationally, and homes are where people are at greatest risk from fire; and WHEREAS, cooking is the leading cause of house fires and injuries in the nation causing nearly half of all home structure fires; and
WHEREAS, more than 3,000 Americans die in fires each year. Working smoke alarms in the home can reduce the risk of dying in a fire by more than half. An average of 358,500 homes experience a structural fire each year. These fires result in 7 deaths every day; and
WHEREAS, more than a third of home fire deaths occur in homes with no smoke alarms. The risk of dying in reported home structure fires is 55 percent lower in homes with working smoke alarms; and
WHEREAS, Orange County residents are responsive to public education and outreach measures and can take personal steps to increase their safety from fire, especially in their homes; and
WHEREAS, the 2023 Fire Prevention Week theme, “Cooking Safety Starts with YOU. Pay attention to fire prevention.” effectively serves to remind us to educate everyone about simple but important actions they can take to keep themselves and those around them safe from cooking fires.
NOW, THEREFORE, the City Council of the City of Cypress does hereby proclaim the week of October 8-14, 2023, as FIRE PREVENTION WEEK throughout the City of Cypress and urges residents to practice safe cooking habits. Stay in the kitchen while cooking, remove items from around the stove that can catch fire, and support the many public safety activities and efforts of the Orange County Fire Authority during Fire Prevention Week 2023.
