SUBJECT: Approve Plans and Specifications and Award Contract for City Street Light LED Conversion, Project 409

RECOMMENDATION

1. Approve Plans and Specifications for City Street Light LED Conversion, Project 409; and

2.Award a contract to Yunex LLC for $92,949, and authorize a contingency of $13,900; and

3. Approve a Task Order for Construction Inspection Services to FCG Consultants Inc., for $10,748.88, and authorize a contingency of $1,600.

DISCUSSION
There are approximately 3,175 street lights in the City, of which approximately 2,925 are owned and maintained by Southern California Edison (SCE). SCE completed a project in mid-2024 which converted existing SCE street lights from high pressure sodium vapor to light-emitting diode (LED) fixtures to reduce energy usage, electricity costs, and greenhouse gases associated with the generation of electricity.

This project will replace the 250 City-owned streetlights with brighter and more energy-efficient LED streetlight fixtures, similar to last year's SCE conversion project, and will complete the LED conversion of all streetlights citywide. In April 2023, SCE conducted a workshop with the City Council to discuss the LED conversion program. At the workshop, SCE provided recommendations for the different types of fixtures and color temperature options based on the trends in other cities. The proposed fixtures have the option of providing a “warm white” 3000 Kelvin degrees (3000K) or a “cool white” 4000 Kelvin degrees (4000K). The 3000K color temperature has more yellow and amber tones and is consistent with existing lighting, while the 4000K color temperature has a whiter appearance.

This project will utilize 3000K as the standard for residential areas and 4000K for commercial and industrial areas, consistent with the SCE project and the recommendations provided by SCE at the workshop. It is estimated that the City may realize cost savings of up to 20% due to reduced energy and maintenance costs. Actual savings may vary due to factors including rate changes and wattage conversion changes.

On November 6, 2024, the City received six bid proposals for the project with Yunex as the low bidder. FCG Consultants, one of the City’s on-call construction management firms, will inspect the project. A summary of project award information is attached.

BUDGET IMPACT
Estimated construction and construction inspection costs are $119,197.88 and sufficient amounts are budgeted in the Lighting District Fund for the LED conversion of City-owned streetlights.

FROM: Alisha Farnell, City Clerk
DATE: 01/13/2025
SUBJECT: Approve City Council Appointments to Organizations and Committees

RECOMMENDATION
Approve appointments to organizations and committees.

DISCUSSION
The City Council reviews its appointments to organizations and committees annually. This process is accomplished with the Mayor making recommendations to the City Council for consideration. The Mayor's recommended appointments are attached (committees that require the Mayor to be the delegate are highlighted). While appointees serve as the City's official representative on the organizations' boards and committees, any Council Member may attend conferences, seminars, or events held by the organizations (e.g. League of California Cities annual conference, Southern California Association of Governments regional conference).

The Orange County Public Library Advisory Board requires that the City's representative serve a two-year term. Mayor Burke has completed his two-year term and a new appointment is required.

Orange County Mosquito and Vector Control District requires that the City's representative serve a two-year term. Council Member Peat is completing the first year of her term and no appointment is required.

Orange County Fire Authority (OCFA) and Orange County Sanitation District (OC San) have formally requested that the City maintain the continuity of the current director serving on their boards, as part of ongoing efforts to foster effective governance and to minimize turnover (attached). Should the City Council change its OFCA representative, the OCFA joint powers agreement requires the City Council to adopt a Resolution (attached).

No appointment to the Santa Ana River Flood Protection Agency (SARFPA) is recommended. Membership in SARFPA is voluntary and consists of representatives from the County of Orange, Orange County Flood Control District, Orange County Water District, Orange County Sanitation District, Costa Mesa Sanitation District, and 16 Orange County cities. Most cities do not have a member on the SARFPA committee and no Council Member expressed interest in serving on it. Only elected officials may serve on the SARFPA committee.

The Fair Political Practices Commission (FPPC) allows officials who receive additional compensation to appoint themselves as long as the appointing agency posts FPPC Form 806 - Agency Report of Public Official Appointments (attached) on its website prior to any vote being taken. Service on OCFA ($100 per meeting), OC San ($315 per meeting), and Orange County Mosquito and Vector Control District ($100 per meeting) provide compensation.

Council Members are expected to attend and actively participate in all meetings of boards and committees to which they are appointed. If a Council Member cannot attend a meeting, they should immediately notify the alternate representative (if any), Mayor, and City Manager.

Council Members are also expected to report on meaningful actions by the boards and committees on which they serve during the Council Member Reports from City-Affiliated Boards and Committees and Remarks portion of City Council meetings. To encourage more structured reporting of attendance and relevant matters at these meetings, the Mayor has asked that the agenda for the second City Council meeting of each month include a list of the organizations' meetings.

Re: Continuity of Appointee to the OCFA Board of Directors Dear Mr. Grant:

As Chair of the Orange County Fire Authority (OCFA) Board of Directors, I am writing to request your assistance in the coming months when OCFA’s member agencies make annual appointments of representatives to the Authority’s Board.

Presently, each Director serves on the OCFA Board until the selection of a successor by the appointing body. As part of our ongoing efforts to foster effective governance of the OCFA, we would like to retain continuity of the current Director serving on the Board and minimize turnover to the extent possible. With an operating budget approaching half a billion dollars, over 1,500 employees, four labor associations, and the operation of 78 fire stations, the issues we face are myriad and complex.

The learning curve is steep to become familiar with the organizational structure, its operations and finances, and the types of policies and issues that come before the Board.

We recognize that turnover is unavoidable when Board appointees are termed-out or when they change as a result of election outcomes. However, as Chair, I’m seeking support from our member agencies to minimize voluntary changes made to our Board appointees such as those that can occur in January when our cities and the County reorganize the leadership of their governing bodies and make a variety of committee appointments.

We would appreciate your assistance in discussing and sharing this with the members of your City Council. If you have any questions, please contact me at (714) 450-2426 or Chief Fennessy at (714) 573-6010.

Sincerely,
John O’Neill

Re: Continuity of Appointee to the OC San Board of Directors Dear Mr. Grant:

As Chair of the Orange County Sanitation District (OC San) Board of Directors, I am writing to request your assistance in the near future when OC San’s member agencies make annual appointments of representatives to the OC San Board of Directors.

Presently, each Director/Alternate Director serves on the OC San Board until the selection of a successor by the appointing body. As part of our ongoing efforts to foster effective governance of OC San, we would like to retain continuity of the current Director serving on the Board and minimize turnover to the extent possible. With an operating budget approaching half a billion dollars, over 600 employees, three labor associations, the operation of two wastewater reclamation plants and service to over 2.6 million Orange County residents, the issues we face are complex. The learning curve is steep to become familiar with the organizational structure, its intricate operations and finances, and the types of policies and issues that come before the Board.

If you have any questions, please contact me at (714) 213-9758.

CITY OF CYPRESS
CITY COUNCIL REPORT
City Council Regular 7.

FROM: Alisha Farnell, City Clerk
DATE: 01/13/2025
SUBJECT: Establish a City Council Ad Hoc Subcommittee to Advise and Assist with the Development of Community Survey Questionnaire

RECOMMENDATION
Adopt a Resolution creating an ad hoc subcommittee to advise and assist with the development of the community survey questionnaire, appointing two members of the City Council to the ad hoc subcommittee, and establishing its duration and duties.

DISCUSSION
The City Council's Strategic Plan includes an objective to create a City Council ad hoc subcommittee to advise the development of questions for the 2025 community survey.

The City Council approved an agreement with True North Research, Inc. to conduct a community survey and up to two additional updates to the survey following a competitive process in 2022. A community survey provides the City Council with data to guide decision-making, strategic planning, and resource allocation. The community survey conducted in 2022 assessed resident satisfaction with city services and obtained feedback on public engagement enhancements. The 2025 update is a formal, statistically accurate community survey that will provide the City Council with new data that can serve as a community needs assessment and a performance measurement tool for future decision-making.

It is recommended the City Council create an ad hoc subcommittee consisting of two Council Members to assist with the development of the community survey questionnaire. Cypress' process for creating ad hoc subcommittees calls for Council Members to be appointed by the Mayor and confirmed by the City Council.

BUDGET IMPACT
None.
