Housing Element (6th Cycle) Update – Overview of Daly City’s Regional Housing Needs Allocation (RHNA)
Planning Manager Michael Van Lonkhuysen presented an overview of the City’s RHNA; he summarized the process by which the number of housing units that need to be constructed by local jurisdictions is determined to meet the needs of its residents. From 2023 through 2031, Daly City’s total RHNA is 4,838 due to the higher total regional housing need to account for unmet existing need. Mr. Van Lonkhuysen provided a comparison of San Mateo County cities’ RHNA numbers and the requirements for different levels of affordability. Mr. Van Lonkhuysen presented the City’s draft site list and the associated number of units for each site. Next steps will include additional outreach, drafting of goals & policies, preparation of environmental documents and the Housing Element, and coordination with HCD (Department of Housing & Community Development).

5 Mr. Van Lonkhuysen addressed various concerns including: revisiting the City’s BMR ordinance and policies annually to align with RHNA goals, looking at different affordability levels, performing extensive outreach, what type of outreach will be done and where, whether Council can require a higher number of affordable units to a project, the status on Serramonte Views, whether the housing ordinance identifies levels of affordability, whether there are discriminatory laws in the ordinance, whether there will be an upcoming parking town hall/task force, whether vacant units can be used for RHNA, whether a vacancy tax can be implemented, and how the City’s high RHNA was determined.
The following speakers expressed opposition to the Serramonte Del Rey Project (SDR) proposed by the Jefferson Union High School District (JUHSD). Various reasons were cited including the destruction of a community garden, the site being located on Ramaytush Ohlone land, the low amount of affordable housing included in the project, its negative environmental impacts, and its lack of compliance with the City’s housing ordinance. Speakers voiced displeasure with JUHSD for prohibiting people from accessing the garden while installing security and surveillance cameras. Recommendations included removing the SDR project from the RHNA draft site list, increasing the amount of low -income housing in the SDR project, correcting the City’s unfair RHNA numbers, restoring the land to the Ramaytush Ohlone people, and meeting with community leaders.
