4 END OF CONSENT AGENDA

PUBLIC HEARINGS:

Proposed Increases in Service Charges, Fees and Fines for Various Services, Permits, Inspections, Charges, and Enforcement Costs

Deputy Director of Finance and Administrative Services Abby Veeser gave an overview of the fee study on development and public safety/enforcement fees , the cost recovery analysis, department recommendations, fiscal impact(s) and next steps related to the master fee schedule update. The Matrix Consulting Group worked to complete the fee study using a “bottoms up” approach to cost analysis.

According to Ms. Veeser, City fees were last updated in 2013 and 2008 ; the proposed fee changes would go into effect in Fiscal Year 2023. Next steps include holding a public hearing, providing education for the public, anticipating Recreation fees in the fall, and making the review an annual process to bring to Council.

Staff and Matrix Consultant Courtney Ramos addressed questions and took direction on the following concerns: reviewing service charges and fees on an annual basis, reviewing vehicle code violation fees; using discretion or programs to support individuals needing assistance with the new fees, ensuring that available discounts are advertised to the community, considering setting aside a percentage of adjusted fees into a reserve account for those in need, and taking increases to COLA into consideration.

It was moved by Councilmember Manalo, seconded by Councilmember DiGiovanni and carried to open the public hearing. There were no speakers on this matter.

It was moved by Councilmember Manalo, seconded by Vice Mayor Buenaventura and carried to close the public hearing.

It was moved by Councilmember Sylvester, seconded by Councilmember DiGiovanni and carried by unanimous roll call vote to adopt the following resolution:
