Mayor Daus-Magbual called to order the last meeting of the 58th City Council at 5:35 PM. and acknowledged dignitaries and other esteemed guests in the audience.
ROLL CALL: Councilmembers Present:

GENERAL MUNICIPAL ELECTION:
City Clerk Annette Hipona provided the Certification of Official Canvas of Votes Cast for the general municipal election of November 8, 2022 which resulted in the election of Ray Buenaventura, Pamela DiGiovanni and Dr. Roderick Daus-Magbual as Councilmembers for a term of four years.
It was moved by Councilmember DiGiovanni, seconded by Councilmember Sylvester and carried to adopt the following resolution by unanimous roll call vote:
Resolution 22-226, Declaring The Results Of The General Municipal Election Held In The City Of Daly City On November 8, 2022
PRESENTATIONS:
Mayor’s Business of the Year 2022
Mayor Daus-Magbual presented Business of the Year to 13 Gallons in recognition of their ongoing contributions to the community and for using the entrepreneurial spirit of community creators to build upon their brand to improve and serve its communities to be self-reliant.
Mayor’s Citizen of the Year 2022
Mayor Daus-Magbual presented the award to Victoria Magbilang in recognition of her dedication and commitment to the Daly City community through various accomplishments and roles, particularly within the Daly City Public Library Associates.
Mayor’s Commissioner of the Year 2022
Mayor Daus-Magbual presented the award to Joanne Boston in recognition of her dedication and service for the betterment of the Daly City community, particularly her achievements and work as an Arts & Culture Commissioner.

2 Mayor’s Youths of the Year 2022
Mayor Daus-Magbual presented the award to Chloe Chou in recognition of being an outstanding role model in their work of creating culture, particularly their achievements as Daly City’s Youth Poet Laureate and their work with Cloudy Magazine.
Mayor Daus-Magbual also presented the award to Michael Sagum in recognition of Michael’s perseverance and engagement with the Daly City community and noted their achievements as a teacher for Pinoy Pinay Educational Partnerships.
Mayor’s Employee of the Year 2022
Mayor Daus-Magbual presented the award to Stephen Stolte in recognition of his performance, dedication, and innovative contributions to the City of Daly City, particularly his work with the City’s Project Green Space and years of service as the City’s former Assistant City Manager.
FINAL ADJOURNMENT OF THE 58th CITY COUNCIL:
Mayor Daus-Magbual thanked the Daly residents, staff, and the rest of the Councilmembers.
It was moved by Councilmember DiGiovanni, seconded by Councilmember Manalo and carried by voice vote to adjourn the 58th City Council for the City of Daly City.
CALL TO ORDER OF THE 59th CITY COUNCIL:
Councilmember Manalo called to order the 59th City Council for the City of Daly City.
INSTALLATION AND ADMINISTRATION OF THE OATH OF OFFICE:
San Mateo Supervisor David Canepa administered the oath of office to Councilmember Raymond Buenaventura.
Arts & Culture Commissioner Arlene Daus-Magbual administered the oath of office to Councilmember Dr. Roderick Daus-Magbual
Library Board Trustee Theresa Faapuaa administered the oath of office to Councilmember Pamela DiGiovanni.
REORGANIZATION OF THE CITY COUNCIL:
Ms. Hipona conducted a roll call; all Councilmembers were recorded as present.
Office of Mayor
Mayor Daus-Magbual opened the nominations for the Office of Mayor. Councilmember Sylvester nominated Councilmember DiGiovanni for the Office of Mayor. Mayor Daus-Magbual called for any other nominations. Mayor Daus-Magbual nominated Vice Mayor Buenaventura for the Office of Mayor.

3 Hearing no other nominations, it was moved by Councilmember Sylvester, seconded by Councilmember Manalo and carried to close the nominations.
The nomination of Councilmember DiGiovanni for the Office of Mayor failed with the following roll call vote:
Ayes: DiGiovanni, Sylvester,
Noes: Buenaventura, Manalo, Daus-Magbual
The nomination of Councilmember Buenaventura for the Office of Mayor carried with the following roll call vote:
Ayes: Buenaventura, Manalo, Daus-Magbual
Noes: DiGiovanni, Sylvester
Mayor Buenaventura presented outgoing Mayor Daus-Magbual with a token of appreciation from the City for his service as Mayor and the Council thanked outgoing Mayor Daus-Magbual for his outstanding leadership during the past year.
Office of Vice Mayor
Mayor Buenaventura called for nominations for the Office of Vice Mayor. Mayor Buenaventura nominated Councilmember Manalo for the Office of Vice Mayor and called for any other nominations.
Councilmember Sylvester nominated Councilmember DiGiovanni for the Office of the Vice Mayor.
Mayor Buenaventura called for any other nominations for the Office of Vice Mayor. Hearing none, Mayor Buenaventura closed the nominations.
The nomination of Councilmember Manalo for the Office of Vice Mayor carried by the following roll call vote:
Ayes: Daus-Magbual, Manalo, Buenaventura
Noes: DiGiovanni, Sylvester
Planning Commissioner Ray Satorre administered the oath of office to Vice Mayor Manalo.
San Mateo County Supervisor Canepa presented commendations to Mayor Buenaventura and outgoing Mayor Daus-Magbual for their work on the Council.
It was moved by Councilmember Daus-Magbual, seconded by Vice Mayor Manalo and carried to adjourn the reorganization meeting at 7:30 PM.
