Adopt Proposed Water Rate Adjustments
Director of Water and Wastewater Resources Joshua Cosgrove provided information on the five- year Water Rate Structure developed by consultant group HF&H and how the proposed rate adjustments will help fund the Capital Program and the ongoing operations and maintenance of the water system.
John Farnkopf, HF&H Consultants, gave a presentation of the proposed water rates for fiscal years 2023-24 to 2027-28. Farnkopf reviewed the revenue requirements of the City, proposed revenue increases, proposed future debt service, bill comparison with neighboring agencies, and a summary of proposed water rate adjustments.
Farnkopf and Cosgrove addressed questions on the following: whether water rates are affected by conservation efforts, situations that can cause brown water, protocols for flushing pipes throughout the City, who pays for flushing pipes, the cost of water from Hetch Hetchy, the expected operation of the new pump station, the water sources for neighboring cities, why some neighboring cities may pay lower rates compared to Daly City, whether there are assistance programs and resources for seniors and other people in need who cannot afford the increase, the process to avail of assistance programs, what the rate structure was historically, and the anticipated start date of the increase.
Mayor Buenaventura opened the public hearing.
The following speakers expressed concerns and voiced their protest against the water rate increase. Concerns included people who live on a fixed income such as retired seniors, people on disability, and other low-income households who will not be able to afford increases; the high and rising costs of other essentials such as food and rent in the area; and the stress and burden faced by families and individuals who are most vulnerable to the increase. Some speakers asked the Council to provide assistance or resources to those who are most affected by the rate increase, while others urged the Council to oppose the increase.
