ORAL COMMENT:

Nels DeLander, Carpenters Local 217, requested the Council's support for a Public Works Prequalification Ordinance to ensure the City's public construction projects are done by responsible and qualified contractors. The ordinance sets rules on who can bid on larger projects, makes sure contractors use state-approved apprenticeship programs, encourages hiring locally to keep the job and money in the community, requires contractors to provide healthcare for workers, and prevents mistreatment of workers.

Fernando Montanes expressed concern with the escalations between law enforcement agents and communities in Los Angeles and San Francisco. Fernando referred to the City's history with ICE in 2019 and spoke about the fear and anxiety that many immigrant communities are feeling. Fernando urged the Council to reaffirm the City's status as a Sanctuary City to ensure that it upholds the California Values Act, to come up with additional ways to support the City's immigrant communities, and to promote public safety to all regardless of their status.
