The City Council finds:
A. Since 1996, Cannabis for personal medicinal purposes, when recommended by a physician, has been legal in the State of California; and B. In 2016, California voters enacted Proposition 64, intended to create a comprehensive system to legalize, control, and regulate the Cultivation, Processing, Manufacturing, Distribution, testing, and sale of non-medical cannabis, including Cannabis products, for use by adults twenty- one (21) years and older, and to tax the Cultivation and Retail sale of cannabis for non-medical use; and
C. In 2017, the Governor signed a bill to combine the regulation of both medical and non- medical cannabis under one (1) umbrella licensing and regulatory system, entitled the
2 "Medical and Adult-Use Cannabis Regulation and Safety Act" (MAUCRSA or Act); and
D. The Act does not limit the authority of a local governing body to adopt and enforce local ordinances regulating businesses licensed under the Act or to completely prohibit such businesses within the local jurisdiction to the full extent authorized to a local agency by the Act; and
E. The use, Cultivation, Distribution, production, possession and transportation of Cannabis or Cannabis products remains illegal under Federal law, and Cannabis remains classified as a "controlled substance" by both California and Federal law; and F. The City Council intends to regulate the use, acquisition, Cultivation, production, Distribution, and Retail sale of commercial cannabis in a manner that is consistent with the California Constitution and the Act. The regulations are intended to apply to a ll commercial cannabis operations in the city by any cannabis business licensed under the state law. Commercial Cannabis Activity can have an impact on health, safety, and community resources, and this chapter is intended to license commercial cannabis businesses where it will have a minimal impact; and
G. To the extent that commercial cannabis businesses are registered and authorized by the State of California to operate in the corporate limits of the city, the City Council desires to provide for their licensing and regulation to protect the public health, safety and general welfare of the citizens of the city; and
H. This chapter is to be construed to protect the public over commercial cannabis business interests. Operation of a commercial cannabis business is a revocable privilege and not a right in the city. There is no property right for an individual or business to have a commercial cannabis business in the city; and
I. Commercial cannabis is a heavily regulated industry in the city, and the city has a zero- tolerance policy for violations of this chapter.
5.104.10 Purpose and Intent.
A. It is the purpose and intent of this chapter to provide for the orderly regulation of the commercial cannabis industry within the City of Daly City with the intent of encouraging economic growth and job creation while protecting the public health, safety and welfare of the residents and patients of the city. The City Council may adopt by resolution any regulations or policies that will further the purpose of this chapter, and that do not conflict with the provisions herein.
B. All definitions, authority, scope, responsibilities, requirements, standards, conditions, exemptions, procedures and penalties described within state law are adopted and incorporated. The City Manager or her/his designee shall administer and enforce the provisions of this Chapter, applicable state law, and the rules and regulations promulgated by the City Council and any applicable state departments. This Chapter and the regulations contained herein apply to the entire city.

Subject: Zone Change ZC 04-24-16507 - Rezoning Parcels to CC Commercial Cannabis Combining District
Recommended Action
Approve Zone Change ZC 04-24-16507, rezoning certain parcels to CC Commercial Cannabis Combining District.
Planning Commission Discussion
On June 3, 2025, the Planning Commission voted 2-1 (two commissioners absent) to recommend the City Council approve the proposed rezonings. Planning Commission discussion topics are identified in bold italics.
Background
In 2016, California voters enacted Proposition 64, intended to create a comprehensive system to legalize, control, and regulate the cultivation, processing, manufacture, distribution, testing, and sale of non-medical cannabis, and to tax the cultivation and retail sale of cannabis for non-medical use. In November 2018, Daly City voters approved a business license tax on all cannabis businesses of up to ten percent of gross receipts in anticipation of the future allowance of cannabis sales. In October 2019, the City Council adopted an ordinance that authorized commercial cannabis activities and established the process for permitting and regulating commercial cannabis activities in Daly City. The ordinance requires that, in addition to a State license, operators of commercial cannabis businesses in Daly City obtain a Commercial Cannabis Business License from the City of Daly City.
The ordinance also required staff to present for adoption to the Planning Commission and City Council an overlay district in which commercial cannabis operations would be allowed to operate.
In November 2020, the Council Committee accepted for recommendation to the Planning Commission and City Council a series of maps intended to implement an approximate 600-foot buffer zone around schools and youth centers throughout Daly City. These overlay district maps are based generally on whether the frontage of a property (where the property abuts the public right-of-way) is greater than 600 feet from a public/private school and/or youth center.
In March 2021, the City Council approved Zone Change ZC 01-21-14846, which enacted amendments to the Zoning Ordinance and Zoning Map Establishing -CC Commercial Cannabis Combining District. These amendments to the Zoning Ordinance, which currently exist in the Daly City Municipal Code as Chapter 17.56 - CC-Commercial Cannabis Combining District, allowed cannabis retailers and cannabis delivery businesses in six “eligibility zones,” with one retailer or delivery business in each zone. In July 2023, the City Council approved a seventh eligibility zone that solely included the property at 1618 Sullivan Avenue (see Attachment A – Current Retail Cannabis Eligibility Zones Map).
City Council Staff Report
Rezoning Parcels to CC Commercial Cannabis Combining DistrictPage 2 Zone Change ZC 04-24-16507 June 23, 2025
At the time of the 1618 Sullivan Avenue rezoning approval, Councilmember Daus-Magbual expressed concern that the Council would not need to have to consider additional eligibility zones if there were additional opportunities for cannabis retail sales in Daly City. In September 2023 a Council Committee directed staff to prepare a proposal for rezoning additional sites into the -CC overlay zone for Planning Commission and City Council consideration. Another Council Committee and the Small Business Commission recently reviewed the same proposal.
Discussion
As initially proposed to the Planning Commission and City Council, the -CC combining district was proposed to apply to approximately 230 properties in 12 distinct eligibility zones (see Attachment B – Initially Proposed Retail Cannabis Eligibility Zones Map). This quantity of eligibility zones and their geographic distribution was agreed to and recommended by a Council Committee, using in most part an approximate 600-foot buffer zone around schools and youth centers throughout Daly City.
At the time of the Planning Commission public hearing to consider the -CC combining district in February 2021, residents expressed concerns about the number of eligibility zones that were proposed and called for a greater buffer around schools. Consequently, the Planning Commission concurred with these concerns and unanimously agreed to recommend that the City Council exclude several geographic areas from the new combining district that would have allowed retail sales along School Street, the East Market/Mission/San Pedro, and Hillside Boulevard, respectively.
At the City Council meeting to consider the -CC combining district in March 2021, additional residents and several community organizations expressed concerns about the number of eligibility zones, especially regarding expanding the -CC combining district to School Street, Mission Street, and Skyline Plaza. After a robust discussion, the Council agreed with the Planning Commission’s above recommendations for exclusions, and that the -CC combining district should not be extended to the Bayshore neighborhood or the Crocker neighborhood along Mission Street.
Since the time of initial adoption however, the City has had the opportunity to evaluate the community impact of retail cannabis with the operation of the Megabud dispensary (temporarily closed) at 190 Skyline Plaza, the Catalyst Dispensary at 1000 King Drive, and Nectar Dispensary at 2468 Junipero Serra Boulevard, and has found such impacts to be negligible. For this reason, staff is recommending that the Planning Commission forward a recommendation to the City Council that it add into the -CC combining district parcels fronting Mission Street between Crocker Avenue and Templeton Avenue, fronting Geneva Avenue between Talbert Street and Bayshore Boulevard, and fronting Geneva Avenue between Castillo Street and Calgary Street (see Attachment C – Proposed Additional Parcels Mission Street and Geneva Avenue).
Staff feels that including these areas would not only provide additional cannabis retail opportunities in Daly City but would also provide a greater geographical distribution of such retailers as well.
The Planning Commission should be aware that the Mission Street parcels and all Geneva Avenue parcels would each provide one additional opportunity zone, so the total additional number of potential retailers would increase by two (only one in the Bayshore neighborhood).
City Council Staff Report
Rezoning Parcels to CC Commercial Cannabis Combining DistrictPage 3 Zone Change ZC 04-24-16507 June 23, 2025
•Commissioner Faapuaa clarified the distancing requirements for cannabis retail businesses with staff and expressed her opinion that Bayshore residents needed businesses other than a cannabis dispensary such as grocery store or a clinic.
•Commissioner Catuar clarified that one cannabis dispensary is allowed per zone and expressed surprise that the subject properties were being re-considered for cannabis zoning because she stated that there are several already operating, as evidenced by the signage on several businesses on Mission Street. She added that these areas are highly residential and the city was trying to redevelop and improve the area with festivals, and that the signage is not okay. She asked why the city was contemplating new zones if there are already a lot. •Commissioner Nurris asked if this has been brought to the attention of city officials and why hadn’t anything been done about it. Commissioner Faapuaa stated that she had not actually seen cannabis being sold from these businesses. Commissioner Nurris asked how this issue impacts the Planning Commission’s decision to rezone additional areas for cannabis dispensaries. He suggested that vacancies along Mission Street and Geneva Avenue are not the result of the existing dispensaries.
•Commissioner Catuar stated that she understood that the cannabis businesses added to the city revenues but that there were other ways to generate this revenue. •Sara Turner, a resident of the Mission Street area, pointed out that there are several dispensaries and vape shops already in Daly City and San Francisco. She added that State law requires a 600-foot separation between a daycare and a dispensary, that there was an existing daycare at 6133 Mission Street, and that also Lincoln Park and George Washington School were in close proximity.
•Alfredo Delarosa, a dentist at 6063 Mission Street, stated that there were inaccuracies in the staff report, that most residents in the area were renters, and that the city did not invite renters to have a say in the public hearing. He also cited the safety associated with the dispensaries and that there is double parking in front of Mission Street dispensaries in San Francisco. He also cited a recent study that showed that cannabis consumption led to heart disease and that recent newspaper articles had reported that cannabis dispensaries were closing and not paying their taxes.
•Commissioner Nurris stated the people were not complaining about dispensaries and that maybe it was because the dispensaries were not that big of a concern. He stated that liquor stores were also detrimental to the public health and contribute to drunk driving, but a liquor store would be legal and could be opened very easily. He stated that he was not an advocate of cannabis himself but saw this as an opportunity to allow a legal business.

Environmental Assessment
The proposed rezoning are exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section of 15061 - Review for Exemption. The proposed rezoning do not have the potential to cause significant effects on the environment and it can be seen with certainty that there is no possibility that the regulations would have a significant effect on the environment.
Recommendations
The Planning Commission recommends that the City Council:
1. Adopt the Findings as outlined herein;
2. Find that the proposed rezonings are exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section of 15061 - Review for Exemption; and
3. Approve Zone Change ZC 04-24-16507, adding into the -CC combining district parcels fronting Mission Street between Crocker Avenue and Templeton Avenue, fronting Geneva Avenue between Talbert Street and Bayshore Boulevard, and fronting Geneva Avenue between Castillo Street and Calgary Street.
Staff is available to provide any additional information desired by the Council members.

Subject: Coastal Development Permit CDP-10-24-16669 - Replace Existing Sunroom with Bedroom at Rear of Home at 60 Roslyn Court
Recommended Action
Approve Coastal Development Permit CDP-10-24-16669, allowing the replacement of an existing sunroom with bedroom at rear of home at 60 Roslyn Court.
Planning Commission Discussion
On December 3, 2024, the Planning Commission voted 4-0 (Commissioner Faapuaa absent) to recommend approval of the Coastal Development Permit to the City Council. Commissioner Satorre asked about the time assumptions made for the subject structure during its geotechnical review. Staff answered that a structure such as this is evaluated for a 50-year time frame.
Background
The applicant, Erik Zang proposes to demolish an existing 246 square foot sunroom and construct a 216 square foot bedroom addition in approximately the same location 60 Roslyn Court. The project is in the -Resource Protection (-RP) overlay zone and therefore requires a Coastal Development Permit. The Resource Protection overlay zone was established as outgrowth of the City’s adoption of the Coastal Element in 1984, which essentially requires public hearings for most new construction and allows for appeals to the California Coastal Commission. The Commission staff has been notified of this pending application.
Project Description
The project site is in the Westlake Palisades Neighborhood on Roslyn Court (see Attachment A – Site Location). As indicated in the project plans, the applicant proposes to demolish an approximately 246 square foot single-story sunroom and construct a new 218 square foot one-story addition in approximately the same location (see Attachment B – Project Plans). The addition is situated at the rear of the existing home approximately 30 feet from the rear property line and five feet from the side yard property line (see Attachment C – Photos of Existing Sunroom). Although the addition is single- story, the applicant has proposed a roof deck on top of the bedroom, which is permissible under current zoning regulations.
Coastal Development Permit
The project site is zoned R-1 Single-Family Residential District with a General Plan Land Use Designation of Low-density Residential. The site is also located in the Resource Protection (-RP) Combining District and Coastal Zone. Per the zoning ordinance, any new structures or additions in the -RP Combining District and Daly City Coastal Zone are subject to review for compliance with the Daly City Local Coastal Plan (Coastal Element) and Zoning Ordinance as a Coastal Development Permit. Proper noticing procedures in accordance with the Local Coastal Plan must be followed in review of the Coastal Development Permit.
City Council Staff Report
Coastal Development Permit CDP-10-24-16669 – Page 2 of 7 Replace Existing Sunroom with Bedroom at Rear of Home at 60 Roslyn Court June 23, 2025 The Coastal Element incorporates verbatim applicable Coastal Act policies for new development and hazard areas. Because the proposed development is located within 300 feet of the seaward face of a coastal bluff, the project may be appealed to the Coastal Commission under Coastal Act Section 30603(a)(2).
The Coastal Element recognizes that “the entire 2+ mile stretch of sea cliffs in the coastal zone presents physical hazards” as a result of erosion and geologic stability. The Coastal Element incorporates verbatim Coastal Act Section 30253, which provides in relevant part:
New development shall:
•Minimize risks to life and property in areas of high geologic, flood, and fire hazard. •Assure stability and structural integrity, and neither create nor contribute significantly to erosion, geologic instability, or destruction of the site or surrounding area or in any way require the construction of protective devices that would substantially alter natural landforms along bluffs and cliffs.
Site Design
Findings must be made to ensure the subject project is consistent with the General Plan, Local Coastal Plan and the R-1 Single-family Residential district standards and, together with the provisions for its design and improvements, would not be detrimental to the health, safety, morals, comfort and general welfare of the neighborhood.
Per the Zoning Ordinance, minimum standards including setbacks, height, and lot coverage must be in compliance. As proposed, the proposed addition is within Zoning Ordinance standards in relation to setbacks, lot coverage, and height. As discussed previously, the roof deck proposed on top of the addition is permission under current zoning regulations.
Geotechnical Report
The applicant submitted a geotechnical report to the City for review and is subject to review by staff in compliance with the Resource Protection Combining District and Local Coastal Plan (see Attachment D – Geotechnical Report). Staff has reviewed the report and concurs with its findings and recommendations. According to the report, the site is geotechnically suitable for the proposed improvements subject to recommendations contained in the report. Staff has incorporated the report’s recommendations by reference as Conditions of Approval.
Environmental Review
The Planning Commission has reviewed the proposal under the requirements of the California Environmental Quality Act (CEQA) and has determined that the project, as conditioned, will not result in significant adverse environmental impacts and is exempt from environmental review pursuant to CEQA Guidelines Section 15303: Small Construction.
City Council Staff Report
Coastal Development Permit CDP-10-24-16669 – Page 3 of 7 Replace Existing Sunroom with Bedroom at Rear of Home at 60 Roslyn Court June 23, 2025 Findings
The Planning Commission has found that, as conditioned, the proposed Coastal Development Permit CDP-10-24-16669 complies with Title 17 (Zoning) of the Daly City Municipal Code. Approval of the proposed project would not be detrimental to the health, safety, morals, comfort and general welfare of persons residing in or working in the neighborhood, or be injurious or detrimental to the property and improvements in the neighborhood or the general welfare of the city. The Planning Commission recommends the City Council make the following findings:
1. In accordance with Title 17 of the Daly City Municipal Code, as well as applicable State zoning enabling legislation, the City Council conducted a public hearing on June 23, 2025; notice of said hearing was by newspaper publication on June 23, 2025, posting and first class mailing to property owners within 300 feet and occupants within 100 feet of the site.
2. The City Council has reviewed the proposal under the requirements of the California Environmental Quality Act (CEQA) and has determined the project is Categorically Exempt per Section 15303: Small Construction.
3. The subject property is zoned R-1 (Single-family Residential Zoning District), which requires a Coastal Development Permit for the bedroom addition construction.
4. The subject project is consistent with the General Plan, Local Coastal Plan and the R-1 Single- Family Residential district standards and, together with the provisions for its design and improvements, would not be detrimental to the health, safety, morals, comfort and general welfare of the neighborhood.
5. The proposed development is located within 300 feet of the seaward face of a coastal bluff.
Thus, the project may be appealed to the Coastal Commission under Coastal Act Section 30603(a)(2).
6. The proposed development is located within the Daly City Coastal Zone. The Coastal Element incorporates verbatim applicable Coastal Act policies for new development and hazard areas.
7. The City has received a report from a California Licensed Civil Engineer concluding that the placement of the addition is feasible from a geotechnical engineering perspective, subject to certain requirements which have been required as a Condition of Approval for the project (Yufang Wang, August 23, 2024). There is no evidence in the public record contrary to this conclusion.
Conditions of Approval
The Planning Commission recommends approval of Coastal Development Permit CDP-10-24-16669 based on the following conditions as specified by each Department and Division.
City Council Staff Report
Coastal Development Permit CDP-10-24-16669 – Page 4 of 7 Replace Existing Sunroom with Bedroom at Rear of Home at 60 Roslyn Court June 23, 2025 A. DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT

1. Within thirty (30) days of Council approval, the applicant shall file with the City Clerk a Declaration of Acceptance of all conditions. Until said declaration is filed, the project shall not be granted for any permits sought from the City.
2. If building permits are not issued and construction diligently pursued within one year of approval of the use permit, the use permit shall become invalid.
3. Recommendations contained in the subject geotechnical report (dated June 13, 2019) performed by Sigma Prime Associates, Inc. and a licensed geologist shall certify the associated building plans for conformity.
Geotechnical Report
4. The applicant shall attach the Geotechnical Report prepared by Frank Lee and Associates dated August 28, 2024, to the building permit and comply with the recommendations contained therein.
Time Limit
5. The Coastal Development Permit shall be valid for a period of one year from the date of City Council approval. The approval shall terminate if a building permit has not been obtained and construction commenced within one-year of City Council approval of the project.
Local Coastal Plan
6. Coastal Hazards. By acceptance of this CDP, the Permittees acknowledge and agree, on behalf of themselves and all successors and assigns, that:
c. Coastal Hazards. This site is subject to coastal hazards including but not limited to episodic and long-term shoreline/bluff retreat and coastal erosion, storms, tsunami, tidal scour, landslides, and their interaction, all of which may be exacerbated by sea level rise.
b. CDP Intent. The intent of this CDP is to allow for the approved project to be constructed and used consistent with the terms and conditions of this CDP for only as long as the development remains safe for occupancy, use, and access, without additional substantive measures beyond ordinary repair or maintenance to protect the development from coastal hazards.
c. No Future Armoring. No new shoreline armoring (including but not limited to seawalls, revetments, retaining walls, gabion baskets, tie backs, piers, groins, caissons/grade beam systems, etc.) shall be constructed to protect the development approved pursuant to this CDP in the event that the approved development is threatened with damage or destruction from coastal hazards in the future. Any rights to construct such armoring that may exist under Coastal Act Section 30235, the City of Daly City LCP, or any other applicable law,
City Council Staff Report
Coastal Development Permit CDP-10-24-16669 – Page 5 of 7 Replace Existing Sunroom with Bedroom at Rear of Home at 60 Roslyn Court June 23, 2025 shall be waived, and no portion of the approved development is an “existing structure” for purposes of Section 30235.
D. Public Trust. This CDP does not allow encroachment onto public trust lands, and any future encroachment must be removed unless the Coastal Commission determines that the encroachment is legally permissible pursuant to the Coastal Act and authorizes it to remain. Any future encroachment would also be subject to the State Lands Commission’s (or other designated trustee agency’s) leasing approval. e. Assume Risks. (1) All risks to the Permittees and to the property that is the subject of this CDP are assumed by the Permittees, including any injury and/or damage from coastal hazards in connection with this permitted development; (2) any claim of damage or liability against City of Daly City, its officers, agents, and employees for injury or damage from coastal hazards are unconditionally waived; (3) City of Daly City, its officers, agents, and employees are indemnified and held harmless by the Permittees with respect to City of Daly City’s approval of the CDP against any and all liability, claims, demands, damages, costs (including costs and fees incurred in defense of such claims), expenses, and amounts paid in settlement arising from any injury or damage due to coastal hazards; and (4) all responsibility for any adverse effects to property caused by the permitted project is assumed by the Permittees.
7. Coastal Hazard Response. The Permittees are required to remove and/or relocate all or a portion of the development authorized by this CDP, and to restore the affected portion of the site, if any of the following occur:
c. Unsafe Conditions. The City of Daly City or any other government agency with legal jurisdiction has issued a final order, not overturned through any appeal or writ proceedings, determining that some or all of the approved development is currently and permanently unsafe for occupancy or use due to damage or destruction from coastal hazards, and that there are no feasible measures that could make such development suitable for occupancy or use without the use of shoreline armoring.
b. Lack of Services. Essential services to the site (e.g., utilities, roads) can no longer feasibly be maintained due to coastal hazards, including due to the degradation and/or failure of nearby roadways, and/or degradation and/or failure of utilities serving the site. City of Daly City and any other providers shall not be required to maintain access and/or utility infrastructure to serve the approved development in such circumstances. c. Adaptation Planning. Removal and/or relocation is required pursuant to LCP policies for sea level rise adaptation planning. Required removal and/or relocation shall require the City of Daly City approval of a plan to accommodate same prior to any such activities. In the event that portions of the approved development fall into the bay or to the ground before they are removed and/or relocated pursuant to the above criteria, the Permittees shall remove all recoverable debris associated with the development from such areas, and lawfully dispose of the material in an approved disposal site, all subject to City of Daly City approval.
City Council Staff Report
Coastal Development Permit CDP-10-24-16669 – Page 6 of 7 Replace Existing Sunroom with Bedroom at Rear of Home at 60 Roslyn Court June 23, 2025
8. Future Permitting. All future proposed development related to this CDP shall require a new CDP or a CDP amendment.
9. Real Estate Disclosure. Disclosure documents related to any future marketing and/or sale of the site/residence, including but not limited to marketing materials, sales contracts and similar documents, shall notify potential buyers of the terms and conditions of this CDP, including explicitly the coastal hazard requirements of Special Condition 2. A copy of this CDP shall be provided in all real estate disclosures.
10. Deed Restriction. WITHIN ONE-YEAR OF ISSUANCE OF THE CDP, which deadline the City of Daly City may extend for good cause, the Permittees shall submit for review and approval documentation demonstrating that the landowners have executed and recorded against the parcels governed by this CDP a deed restriction : (1) indicating that, pursuant to this CDP, City of Daly City has authorized development on the subject property, subject to terms and conditions that restrict the use and enjoyment of that property; (2) imposing the terms and conditions of this CDP as covenants, conditions and restrictions on the use and enjoyment of the property. The deed restriction shall include a legal description of all of the parcels governed by this CDP. The deed restriction shall also indicate that, in the event of an extinguishment or termination of the deed restriction for any reason, the terms and conditions of this CDP shall continue to restrict the use and enjoyment of the subject property so long as either this CDP or the development it authorizes – or any part, modification, or amendment thereof – remains in existence on or with respect to the subject property.
B. PUBLIC WORKS DEPARTMENT (ENGINEERING DIVISION)
11. The foundation design for the proposed addition shall meet the requirements of the amended and approved geotechnical report prepared by Yufang Wang, August 23, 2024. The report shall be attached to any building permit submitted to the Building Division for the addition.

City Council Meeting Agenda ReportItem # _____
Oc
Meeting Date: June 23, 2025
Subject: Sign Program SP-03-25-016768 – Sign Program for 2945 Junipero Serra Boulevard (Planet Fitness)
Recommended Action
Approve the Sign Program SP-03-25-016768 for 2945 Junipero Serra Boulevard.
Planning Commission Discussion
On June 3, 2025, the Planning Commission voted 3-0 (two commissioners absent) to recommend the City Council approve the sign program for 2945 Junipero Serra Boulevard (Planet Fitness).
The Planning Commissioners appreciated the applicant’s willingness to work with staff to improve the signage for the Planet Fitness business and they support efforts of businesses to improve signs that will benefit the community and businesses in the city.
Background
The applicant, Bob McLennan, representing Planet Fitness Daly City, on behalf of the property owner, Joseph W. Welch Jr & Affiliates, is requesting approval of sign program to allow the addition of a digital message board on an existing pole sign located at 2945 Junipero Serra Boulevard (see Attachment A – Location Map). The message board would be placed in the lower portion of the two-section sign (See Attachment B – Project Plans). As part of the Sign Program, the Planning Division is requiring improvements to the second tenant pylon sign location along Junipero Serra Boulevard and other sign improvements on the property.
Discussion
Staff conducted a site visit on May 2, 2025, to the Planet Fitness tenant sign frontage and noted that maintenance upgrades on Junipero Serra Boulevard and Washington Street frontage are needed. As is the case of all sign programs, the objective of the Sign Program for the subject shopping center is to ensure that all signs for the tenant provide visual consistency, design uniformity, and contribute to a positive aesthetic for the business.
The proposed sign program would upgrade the exterior signage for Planet Fitness frontages on Washington Street and Junipero Serra Boulevard, including the two pylon signs that currently exist at the Junipero Serra Boulevard. The Planet Fitness pylon sign will be modified to add a digital sign board Light Emitting Diode (LED) message center that would advertise for Planet Fitness only.
The Sign Program recommended for City Council consideration includes the following proposed sign requirements and improvements (see Attached C – Planet Fitness Sign Program).

This sign shall be capable of dimming and the property owner shall dim the sign should the Public Works Department determine that the sign is impacting traffic operations.
2. Second Tenant Pylon Sign: sign will be scraped, primed, and painted, and the faded tenant signs shall be replaced with new tenant signs within six months of the installation of the Planet Fitness reader board. Height and area to remain the same.
3. Window signs no larger than 50 percent of window area.
4. Wall frontage signage: The sign is to be individual channel letters, internally illuminated sign. Text height 34” by 240” length. The text color will be purple and the channel letters sign will be centered on the fascia. The existing signs comply with this requirement.

City Council Staff Report
2945 Junipero Serra Boulevard Sign Program Page 3
Sign Program SP-03-25-016768 June 23, 2025
Staff has evaluated and reviewed the proposed request for a pylon sign with digital reader for Planet Fitness and supports this change along with the required maintenance and improvements to the other tenant pylon sign and removal of the existing box reader sign facing Washington Street.
The proposed new Planet Fitness and tenant signage on the second pylon sign will enhance the commercial business area and benefit the community. The change to the Planet Fitness sign from box signage to digital pylon sign will modernize the signage, enhance the visibility of the business, and will meet the purpose and intent of the sign program requirements for commercial districts.
Environmental Assessment
The Planning Commission has reviewed the proposal under the requirement of the California Environmental Quality Act (CEQA) and has determined that the project is exempt pursuant to CEQA Guidelines Section 15301 – Minor alteration of existing private structures and new copy on existing signs.
Findings
The Planning Commission found that the approval of Sign Program, SP-03-25-016768 as conditioned, is in accordance with Daly City Municipal Code Chapter 17.32 – Signs. Approval of the Sign Program permit application, as conditioned herein, is in the best interest of the public health, safety, and general welfare of the community, and that the general site, architecture, and landscape considerations have been incorporated to ensure compatibility with adjacent buildings and to provide an attractive environment. Staff recommends that the City Council adopt the following findings:
1. In accordance with Title 17 of the Daly City Municipal Code, as well as applicable State zoning enabling legislation, the City Council conducted a public hearing on June 23, 2025; notice of said hearing was by newspaper publication on June 13, 2025, posting and first class mailing to property owners within 300 feet;
2. The sign modification complies with the Daly City Sign Code, DCMC Chapter 17.32.
3. General architectural considerations have been incorporated to ensure the compatibility of the tenant sign panels with the design concept and the character of overall pylon and monument signs.
4. The proposal for the upgraded text tenant signage is compatible with the existing and adjacent buildings.
5. The allowance for the proposed LED digital pylon for Planet Fitness offers an opportunity for the tenant to advertise their business.
6. The City Council has reviewed the proposal under the requirement of the California Environmental Quality Act (CEQA) and has determined that the project is exempt pursuant to CEQA Guidelines Section 15301(g) – Minor alteration of existing private structures and new copy on existing signs;
