PUBLIC HEARINGS:

Zone Change ZC 04-24-16507 - Rezoning Parcels to -CC Commercial Cannabis Combining District (Continued Public Hearing)
Planning Manager Michael Van Lonkhuysen presented the staff report for the zone change, which areas, and the requirements for patrons to enter a cannabis retail store. They also answered questions about the proximity of the Mission Street and Bayshore parcels to medical and community centers, the locations of current cannabis businesses and the proposed parcels, the history of the cannabis overlay map, and the point-of-sale tax applicable to cannabis delivery services.

The Council engaged in a discussion regarding the item, examining a range of issues. They discussed the zoning's potential to create opportunities for people who want to start a business, safeguards placed for patrons entering a cannabis store, the regulations required to operate in the cannabis industry, education and misconceptions around cannabis, the potential for criminal activity in the proposed areas, the legalization of cannabis by the voters, and a suggestion to increase the buffer zone around the parcels. The discussion also touched on the types of cannabis businesses that would be allowed in the parcels, traffic and littering concerns, additional conditions needed for the parcels, the current state of the Bayshore neighborhood, and a consideration to table the item.

City Attorney Zimmerman and Director of Economic & Community Development Mothershead clarified the next steps for establishing additional conditions for the proposed areas and amending the ordinance. Mayor Daus-Magbual tabled the item to give staff more time to define these conditions.
