COMMUNICATIONS:
Consideration of Proposed Community Workforce Agreement (CWA) (Manalo & Daus-Magbual) Councilmember Manalo provided background on the proposed CWA and thanked Mayor Daus- Magbual for co-sponsoring the proposal. Manalo emphasized the CWA's significance for the community and taxpayers, highlighting its potential to maximize the public good. Manalo discussed the proposal's aims to provide high-quality infrastructure, create good jobs, promote project efficiency, advance equity goals, and reinforce the workforce pipeline - all of which serve to strengthen the local economy.
The Council discussed the proposal, taking into account its potential impacts on the community and labor unions. They highlighted the benefits of the WA, including the creation of opportunities for residents, its advancement of apprenticeships and skilled tradespeople, its message of solidarity with unions, and its advocacy for fair wages. However, concerns were raised, such as the short notice given for the proposal, the need to ensure equity across all trades, and whether the language requested by the Nor Cal Carpenters Union (Nor Cal) is included in the CWA. Throughout the discussion, the Council reaffirmed its support for union labor and workers.
The following speakers, members of the Building and Construction Trades, expressed support for the proposed CW A and urged the Council to approve the agreement as presented. They outlined the benefits of CWAs, including ensuring efficiency of infrastructure projects, cost stabilization, and timely project completion without increasing construction costs or reducing competition. Proponents identified socio- economic impacts to individuals and their families, including: promotion of job quality, competitive wages, and safe working conditions that attract skilled workers; advancement of apprenticeship training and management programs, which strengthen career pathways, address labor shortage, and foster workforce development; preferences for local hiring and promotion of diversity in the workforce; access to debt-free training and other opportunities for all walks of life including disadvantaged communities; and mechanisms such as no-strike, no lockout to ensure continuity of work. Speakers noted that a CWA symbolizes the City's solidarity with labor workers and acts as an insurance policy for workers, employers, and taxpayers.
It was also pointed out that the CWA remains open for signature by all labor groups, and individuals covered by these agreements are more likely to receive health care coverage. Speakers expressed their gratitude to Mayor Daus-Magbual and Councilmember Manalo for their sponsorship, thanked the Council for its consideration of the agreement, and acknowledged the staff for their efforts.

Bart Pantoja, Building Trades Richard Campbell, IBEW Local 617 Anthony Nuanes, SMBCTC Tom Trager, SMART Local 104
Eric Tassio, Plumbers Union 467 Max Schaumkel, IBEW Local 617 Chris Bufka, IBEW Local 617 Julie Lind, San Mateo Labor Council Peter Lang, Building Trades of San Mateo County
Juan Espinoza, Nor Cal Carpenters Union Local 217, voiced concerns about the proposal, stating that Nor Cal will not endorse the agreement since it was negotiated without their participation. Juan noted that the proposal does not cover various types of construction work and fails to represent many workers across different trades. Juan requested tabling the item and relayed Nor Cal's willingness to discuss the establishment of inclusive labor standards.
The Council deliberated the proposal, discussing funding sources, the inclusivity and fairness of the CWA, and allowing time for the trades and unions to discuss the proposal. Councilmember Manalo addressed questions, including which cities have adopted a CWA, whether the CWA applies to private or public projects, communications between the City and Nor Cal, the status of Nor Cal's policy request, and made a distinction between the current proposal and Nor Cal's original request. City Manager Piccolotti expressed hope that staff can continue the dialogue and exchange of information with Nor Cal, with the goal of presenting an item to the Council in the future.
Bart Pantoja addressed questions concerning pile driving work, the $1,000,000 project threshold, the difference(s) between a CWA and a PLA, which projects fall under the CWA, how the policy supports veterans, the inclusivity of the CWA, and whether the Building Trades and Nor Cal are open to meet for further discussions.
Mayor Daus-Magbual provided Nels Delander time to give public comment.
Nels Delander, Nor Cal Carpenters Union, raised concerns about the lack of labor harmony in the current proposal, primarily because Nor Cal has not been included in the negotiations. Nels requested that the item be tabled, allowing for the possibility of reaching a tri-party agreement among the Building Trades, the City, and Nor Cal.
Mayor Daus-Magbual thanked everyone who attended the meeting and expressed appreciation for the fruitful conversation.
It was moved by Councilmember Manalo, seconded by Mayor Daus-Magbual and carried by the following roll call vote to adopt the resolution:
