MINUTES - REGULAR MEETING - CITY COUNCIL
JULY 27, 2026
ORAL COMMENT:

The following speakers expressed concerns about Edgewood Park and the surrounding area, including illegal dumping, littering, a lack of enforcement against violators, broken and outdated playground equipment, and graffiti. Rich Cairo created a petition, signed by over 200 supporters, urging the Council to address issues like vehicles parking in red curb zones, dog owners not cleaning up after pets, and dumping of large furniture around the park. Ana expressed concerns about the neglect of the park, including a broken slide and the absence of a dog waste bag dispenser, emphasizing the need for assistance from the City. Rick Pacheco expressed worries about the garbage dumping in and around the park and the City as a whole. He thanked City Manager Piccolotti for helping remove the garbage and illegally parked cars from the area but pointed out that the problems persist. Sang Hee Cho requested improvements to the playground, including installing pull-up bars and repairing the broken slide, and noted the lack of notice regarding the slide. Gilbert Shub expressed dismay at the City becoming a dumping ground and people's lack of concern for cleanliness and asked about actions to improve the sanitary conditions in the City.

Speakers also made several recommendations to alleviate these concerns, including putting up signs displaying a fine schedule, the use of cameras to identify violators and enforce illegal dumping violations, education around Republic Services' pickup service for large items, providing short-term parking options around the park, repairing and improving playground equipment, and creating a dialogue between the community and the City regarding these issues.

The following speakers raised concerns about the Olympic Club's proposal regarding Westlake Park. Their concerns included: the limited amount of public recreation time offered in the proposal, the loss of public access to one of the few green spaces in the area -especially on evenings and Saturdays, the exclusive use and control of the park by Olympic Club, environmental and health impacts of using synthetic turf on the fields, concerns about the management of the senior center, and a lack of public notice regarding the project. Rich Swan took issue with the proposal limiting public recreational access to no less than 25 hours per week and raised questions about deficiencies in the MOU. Emily Stoops spoke about her children's enjoyment of playing in the park and how the proposed hours would affect her family's use of the park; she was also concerned about the synthetic turf's impacts on the soil and water. Tatum King acknowledged the City's actions regarding Thornton Beach, but expressed concerns about the Westlake Park proposal, which he believes does not promote public recreation. Tatum hoped for an unvarnished community engagement around Westlake Park, noting that the City should not subsidize the Olympic Club.
