ADMINISTRATIVE STAFF REPORT 8.4
TO: Mayor and Town Council July 21, 2026
SUBJECT: Resolution No. 62-2026, awarding a professional services agreement for engineering design services for Bridge Preventive Maintenance Program Repairs, CIP Project C-392
BACKGROUND
The Town’ s Capital Improvement Program includes Bridge Maintenance, CIP No. C-392, which provides for the maintenance of Town-maintained bridges. The project includes Bridge Preventive Maintenance Program ( BPMP) repairs intended to address minor maintenance needs for eligible Town bridges.
The California Department of Transportation ( Caltrans) has developed BPMP requirements to help local agencies extend the service life of bridges by performing preventive maintenance activities that have been preapproved by the Federal Highway Administration. The program provides federal funding for preventive maintenance activities for bridges that are in good condition. Eligible project costs are 80% reimbursable through the Caltrans BPMP grant program.
The bridges included in this phase of work are:
Bridge No. 28C0394, Greenbrook Drive over San Ramon Creek Bridge No. 28C0090, Camino Ramon over San Ramon Creek
Bridge No. 28C0392, Greenbrook Drive over Cow Creek
Bridge No. 28C0446, El Cerro Boulevard over San Ramon Creek Bridge No. 28C0092, El Portal Avenue over San Ramon Creek Bridge No. 28C0395, El Capitan Drive over San Ramon Creek
DISCUSSION
Having a BPMP is an important and cost- effective tool in maintaining and prolonging the service life of eligible Town bridges by addressing minor maintenance needs before they require more costly rehabilitation, reconstruction, or replacement.

CIP No. C-392
The proposed engineering design services will include preparation of plans, specifications, and estimates for minor maintenance repairs for eligible Town bridges, along with Caltrans Local Assistance coordination and federal funding compliance documentation required for the project.
In May 2026, the Town issued a Request for Proposals for engineering design services for the project. Two proposals were received from consulting firms. The proposals were reviewed and ranked in accordance with the procedures in Chapter 10 of the Caltrans Local Assistance Procedures Manual. Biggs Cardosa Associates, Inc. of Oakland, CA was found to be the most qualified consultant.
It is recommended that the Town authorize a Professional Services Agreement with Biggs Cardosa Associates, Inc. with a not-to-exceed budget of $180,000 and authorize use of a 10% design contingency in the amount of $18,000 to be used at the Town Manager’ s discretion to address unforeseen issues that may arise. The total design budget will therefore be $198,000.
PUBLIC CONTACT
Posting of the meeting agenda serves as notice to the general public.
FISCAL IMPACT
The amount for the professional services agreement for engineering design services is 180,000. An additional 10% contingency in the amount of $18,000 will be reserved for a total engineering design services budget of $198,000.
Eligible project costs are 80% reimbursable through the Caltrans BPMP grant program.
Sufficient funds to cover the engineering design services contract and contingency are contained in Bridge Maintenance, CIP No. C-392.
