Dear Town Council Members,
I live on Old Town Lane. Old Town Lane has only one access point—West El Pintado— which sits directly across from the proposed CPC Legacy Project.
I respectfully oppose the project as currently proposed because West El Pintado already operates beyond its capacity and is unsafe for residents, pedestrians, cyclists, and children.
Current Concerns
Traffic frequently backs up to both El Cerro Boulevard and Diablo Road, often requiring multiple light cycles to get through.
West El Pintado already serves CPC, St. Isidore, nearby care facilities, neighborhood traffic, and drivers avoiding I-680 and Hartz Avenue.
Speeding is common due to the lack of traffic controls, creating dangerous conditions on a road with blind curves and elevation changes.
Children, seniors, pedestrians, and bicyclists regularly share the roadway because sidewalks are incomplete and safe crossings are lacking.
Adding approximately 60 more housing units and expanding the youth facility will significantly increase traffic on a roadway that is already overburdened.
Conditions That Should Be Required
Reduce the project's density to no more than 36 net new housing units.
Reduce or redesign the youth facility to minimize additional traffic.
Add dedicated right-turn lanes at El Cerro Boulevard and Diablo Road.
Direct all exiting CPC traffic south toward Diablo Road.
Complete sidewalks on both sides of West El Pintado.
Install signalized crosswalks and electronic speed signs.
Restrict through traffic on the northern residential portion of West El Pintado.
I support additional housing and community-serving facilities. However, growth should not come at the expense of public safety or the quality of life for existing residents. Until these traffic and safety concerns are adequately addressed, I urge the Council to deny the project as proposed or require these conditions before approval.
Thank you for your consideration and your service to our community.
Thanks,
Winnie Bai
