ADMINISTRATIVE STAFF REPORT 8.7
TO: Mayor and Town Council August 11, 2026
SUBJECT: Resolution No. 72-2026, approving the display of the flags of County Wexford and the Town of New Ross, Ireland, from September 10-14, 2026

BACKGROUND
On June 16, 2020, the Danville Town Council adopted Resolution No. 46-2020, approving an Outdoor Flagpole Display Policy for the Town. The policy was amended in 2023 through Resolution No. 34-2023 to address use of the Town flag. The flag policy provides, in part, that the Town Council may approve the display of commemorative flags on the flagpole at the Town Library/ Community Center. The policy also provides that the Council shall only consider a request for display of a commemorative flag if the request is made by at least one member of the Town Council. Any approvals are valid for the year in which they are approved for a maximum of 31 days.

DISCUSSION
In 2017, the Town Council adopted Resolution No. 103-2017, approving a Friendship City partnership with New Ross, Ireland. The connection between the two cities is Eugene O’Neill. O’Neill’s father was born in Tinneranny, County Wexford, Ireland and emigrated to the United States from New Ross. O’Neill himself lived in the Tao House in Danville.

Every year the Eugene O’Neill Foundation in Danville and the Eugene O’Neill International Festival of Theatre in New Ross work cooperatively on their festivals and delegations attend each others events. This year, the delegation from New Ross will be in Danville during September. In order to acknowledge their attendance, a member of the Town Council has requested that the Town consider flying the flags from both New Ross and County Wexford, where New Ross is located.
