TO: Mayor and Town Council August 11, 2026
SUBJECT: Resolution No. 73-2026, designating the Elliott House located at 146 Diablo Road as a Danville Heritage Resource and approving a historic incentive package

BACKGROUND
The Town received a letter dated April 8, 2026, from Ryan Roskovensky representing the owner Four Root Capital LLC requesting that the Elliott House located at 146 Diablo Road be designated as a Danville Heritage Resource.

On May 11, 2026, the Town’ s Heritage Resource Commission adopted Heritage Resource Commission Resolution No. 2026- 01 recommending that the Town Council approve the heritage designation and historic incentive package.

Hiram & Matilda ( Tillie) Elliott
Heritage Designation 2 August 11, 2026
146 Diablo Road

DISCUSSION
Historic Significance
The existing structure on the site is currently included in the Town’ s Survey of Historic Resources. Properties previously placed on the survey have been formerly researched and found to be eligible for designation as a Danville Heritage Resource.

The Town’ s Historic Preservation Ordinance includes a list of criteria to consider in determining whether a resource is suitable for heritage designation. The Town and Heritage Resource Commission believes that the following historical facts related to the Elliott House make it eligible for designation:

1. The Elloitt House was constructed in 1909 by Jack Harrison, son in-law of John Hartz. The architecture features a traditional blend of styles including Fold Victorian, Craftsman, pyramidal roof, one story home, front dormer, half porch, and support column on the front elevation.

2. The house was constructed for Hiram Elliott, his wife Matilda, and son Duane who moved into the house on Thanksgiving Day, 1909. Matilda (Tillie Hartz) was the daughter of John Hartz. Hiram lived in the house for 34 years ( 1943) and Matilda lived in the home for 59 years (1968).

3. Hiram was the owner of Elliott’ s Bar, established in 1907.

4. The building is representative of a particular architectural style and reflects special elements of a distinct historical period, type, style or way of life important to the Town.

5. Minor alterations to the structure have been built over the years, including enclosure of half of the porch, a new larger picture window on the right side of the front elevation, and additional columns on the front porch area, but the overall structure retails its historic integrity.

Incentive Package
The Town’ s Historic Preservation Ordinance also establishes the basis for granting Danville Heritage Resources an incentive package related to historic designation. The recommended incentive package for the Elliott House includes:

1. Commitment by the Town to assist the developer in any efforts they undertake to obtain Federal and/ or State historic preservation grants and/ or aid; Heritage Designation 3 August 11, 2026

2. Authorize the Town Manager, on behalf of the Town, to enter into and execute a Mills Act Contract with the property owner, potentially providing for a reduction in property taxes associated with the historic building;

3. Authorizes application of the provisions of the Historic Building Code to work involving the historic building;

4. Provision of a Heritage Resource identification plaque for the building;

5. Waives all other Town-controlled fees ( except plan check fees where outside plan check consultant review services are utilized) associated with the issuance of building permits for the historic building; and
