ADMINISTRATIVE STAFF REPORT 9.3
TO: Mayor and Town Council September 1, 2026
SUBJECT: Resolution No. 75-2026, awarding a construction contract for the San Ramon Valley Boulevard & Hill Meadow Place Storm Drain
Rehabilitation Project, CIP No. A-330
BACKGROUND
The Town's Capital Improvement Program includes funding under CIP No. A-330, Town-Wide Storm Drain System Management, for the inspection, maintenance, repair, and rehabilitation of the Town' s storm drainage system.
As part of the Town' s ongoing storm drain inspection and condition assessment program, two storm drain segments were identified as priorities for rehabilitation: an approximately 1,100-foot-long, 48-inch corrugated metal pipe ( CMP) located along San Ramon Valley Boulevard and an approximately 1,300-foot-long, 30-inch reinforced concrete pipe (RCP) located along Hill Meadow Place.
The proposed project will rehabilitate the existing storm drainpipes using trenchless rehabilitation methods, along with associated bypass pumping as necessary, void filling, reinstatement of lateral connections, and other related work. Rehabilitation of the existing pipes will extend their useful service life while minimizing excavation and impacts to the surrounding roadways and properties.
DISCUSSION
Six bids were received and opened on August 18, 2026. Kerex Engineering, Inc. submitted the apparent low bid of $1,192,000; however, its bid was deemed non-responsive because the required signature on the proposal form was omitted. The lowest responsive bid was submitted by Insituform Technologies, LLC of Chesterfield, Missouri, in the amount of 1,226,003, which is $34,003, or approximately 2.9%, higher than the nonresponsive bid.
Bid results are summarized in Attachment C. The Engineer’ s estimate was $950, 000.
The low bid is approximately 29% above the Engineer’ s Estimate. The higher pricing is primarily attributed to the limited availability of qualified local contractors, increased material and equipment costs, and higher mobilization costs associated with contractors located outside the Bay Area.
