Wait un til measure is up for renewal in 2030 to consider revision. Should not schedule amendment on same ballot as development proposal.

Councilmembers provided individual feedback including:

J. Chapman: If move forward with amendment, must be easy to under- stand and measurable. Exemption: production of affordable housing units range of 20-30%, possibly some of that moderate income. Achieve carbon neutrality. Need significant community benefit and address criti- cal infrastructure needs.
B. Vaitla: Exemption: Vision of equity and sustainability. Extraordinary projects that conform to stated vision of Davis. Simple to understand. 50% project income qualified; 20% affordable low or very low and 30% moderate. Carbon neutrality. Multiple pathways to achieve. Community benefits, infrastructure or other. Provide flexibility for Council discretion.
Timing: June or November 2026, if necessary, 2028.
D. Neville: Support idea of combination of benefits proposed by Council Subcommittee (Chapman/Vaitla). Not just carbon neutrality, but also net VMT. Interest in more information on urban limit line. How could it be implemented to accomplish RHNA goals? Timing: Not on same ballot as Village Farms a nd Willowgrove projects. Support moving forward with analysis. Careful examination of implications of proposed exemptions.
L. Deos: Support carbon neutral. Need more info. Concerned about af- fordable housing percentages proposed by subcommittee because may not result in units built. Interested in urban limit line. Examples from other jurisdictions. Timing: 2028 or 2030. Not at same time as development projects. Support idea of scheduling a date certain for election.
G. Partida: Interested in amendment to J/R/D before it was renewed in 2020. Want time for extended community conversation to identify vision and priorities. Consider adding this as an item of discussion during Gen- eral Plan Update process to help develop vision. Amendments should result in housing that is built. Timing: Not on same ballot as projects.
Exemptions: Affordable housing priority. Oppose urban limit line. Con- sider exemption if project is revenue generator and will result in substan- tial funds to community.
S. Metzker summary of Council consensus feedback : Concentrate ef- forts on affordability matrix and carbon neutrality. More information on urban limit line (must include provision of land use plan) . Future discus- sion of establishing a date certain for election on Measure J/R/D amend- ment.
D. Dunston: Expectation on return to council?
S. Metzker: Consider another workshop with more details J. Chapman: Should check in with Subcommittee on timing
