Mayor Worden called the meeting to order at 2:00 P.M.

The Mayor opened public comment for items on the agenda and Tom Grindle spoke regarding Items A and B1.

Reportable Action: There were no reportable actions. Councilmembers Martinez and Quirk were recused from participating in this discussion due to the proximity of their residences to the subject matter location.
