Dear City Clerk,
I am very much in favor of the City funding an engineering study to define the extent of physical modifications necessary to improve the private portion of San Dieguito Drive to a condition that Del Mar could accept for future maintenance and legal responsibility as a public street.
Thank you very much.

Dear Mayor, Council Members, City Manager and Staff,
The failed condition of San Dieguito Drive is a widely recognized public safety issue.
Neighbors lack the knowledge and ability to study and fix this on our own.
Leadership from the Del Mar Council, City Management and the Canyon Crest Neighborhood Committee is actively and collaboratively filling the void created by the lack of a road maintenance agreement or public ownership of the road.
Please vote yes on Item 7 to obtain the critically needed Engineering Assessment so we may act on this worsening public safety hazard.
Thank you for continuing to recognize the impact your leadership is having toward resolution of this decades old issue.
Sincerely,
Tate and Jeanette Scott

Dear City Council Members,
My wife and I would like to continue expressing our support for the City of Del Mar and its efforts to improve our road in Crest Canyon. As a San Dieguito Drive resident, we are owners of part of the easement that has been in disrepair for many years. Our personal efforts at filling potholes has a limit. Our neighbors all agree something must be done, but as yet, nothing has been organized to make it happen.
Two attendees at a recent meeting for San Dieguito neighbors, expressed an interest in filing suit. This is the wrong approach, and my wife and I, along with everyone else in attendance, vehemently made that point clear. The city's receipt of fourteen titles, as requested by your body, is adequate proof that everyone on San Dieguito wishes to see this issue through.
Cheers to your expressed commitment to at least investigate another alternative to a long term solution. Item 7 on the agenda for the September 6th meeting needs your support. The safety of our neighborhood lies in the balance.
Thank you,
Eric and Susan Clark

RED DOT LETTER - AGENDA ITEM 7
I am writing to voice my support of the task order to perform a Phase 1 engineering assessment of San Dieguito Drive in Del Mar.
San Dieguito Rd is a private easement that connects two public Del Mar roads. I live on Oribia Rd, a public Del Mar maintained road and must use the deteriorated San Dieguito Dr. to get to and from our house. This area is designated a high fire risk area (Crest Canyon) and I believe that the condition of this road makes our ability to evacuate in case of fire or other emergency much more difficult as well as hindering access by emergency vehicles.
This road is one of the worst roads in Del Mar, if not THE worst. The neighborhood truly needs help figuring out what to do about it. Only once in the 35 years that we’ve lived here has any real maintenance been done to this road and that was at least 20 years ago. The neighborhood is clearly not equipped to maintain this very important access. This engineering assessment will be a great first step toward alleviating our problem.
All the best,
Rebecca Walker

Dear Mayor, Council Members, City Manager and Staff,
The private portion of San Dieguito Drive has been deteriorating since my wife and I moved into the Crest Canyon neighborhood 33 years ago. It is so bad now that only one car at a time can thread through some sections.
Over the years I have been involved in several attempts to repair or repave it, but we have no mechanism to compel participation. As the expense gets greater, the participation level diminishes, creating a further imbalance and ultimately, paralysis. As you know, everyone in the Crest Canyon neighborhood depends on private SD Dr to evacuate in case of emergency. Fire trucks and other emergency services need access to the canyon. This is critical infrastructure.
That is why I am so pleased to see the City taking steps to help us. Please vote yes on item 7 to obtain the urgently needed Engineering Assessment so that we can begin to address this important issue.
Thank you,

Honorable Mayor, Council Members, City Manager and Staff, The Crest canyon neighborhood has been trying to repair San Dieguito Drive for many years and time after time we have not been able to make it happen. I have personally been involved for the last five year and have not seen any progress.
Based on my experience of the last five years, without the City’s involvement, the road will continue to deteriorate even further. Please vote yes on item 7 to proceed with the Engineering Assessment so that we can begin the process to address this important issue.
Thank you,
Majid Kharrati

Dear Del Mar City Council Members:
Thank you for moving forward on the San Dieguito Drive improvement project. As property owners, we look forward to working with the city in repairing our road We are requesting that city council add two work tasks to the Phase I study. We believe that the items regarding water drainage must be added to have a full and accurate picture of the costs and needs of the new road. The city waterflow and the current water drainage design have heavily contributed to the poor road conditions. The drainage issues must be fixed, otherwise the water flow will damage the new road.
We respectfully request that the city add Task 8: Drainage Study and Drainage Report and Task 10:
Storm Water Quality Management Plan (SWQMP). The cost to add these tasks is $19,000. On June 20, 2022, the city council approved a $104,000 budget to perform some engineering studies. The Phase I engineering assessment is $64,500. Adding the two tasks would increase the cost to $83,500 – well within your $104,000 budget.
Lastly, the San Dieguito Drive property owners have given the city a copy of their title reports as requested. We have also learned that the city covers the cost of title reports during the undergrounding process. As the road repair is wrapped into the undergrounding process, the city should follow existing process and pay for any required title reports.
Thank you for your time and consideration regarding this agenda item. We look forward to working with the city to come to a positive resolution.
Sincerely,
Beth and Reid Westburg

7. Approval of a Task Order with Michael Baker International to Perform a Phase 1 Engineering Assessment of San Dieguito Drive
Recommended Action: Staff recommends that the City Council approve a $64,500 task order with Michael Baker International (MBI) to perform a Phase 1 Engineering Assessment of San Dieguito Drive.
Reference: Clerk’s File No. 406-1
To the Del Mar City Council:
I am grateful that the City has approved a budget for Phase 1 and Phase 2 of an Engineering Assessment of San Dieguito Drive and would ask that Phase 1 of this project begin without delay because of the critical importance of repairing the road as soon as possible. San Dieguito Drive is a vital part of the City’s public road system and it is a first line of defense as we enter fire season in Del Mar. Considering the recent water drainage issues caused by the City water supply system, I am requesting that water drainage improvements be added to the Phase 1 Engineering Assessment as this seems to be a critical aspect of designing repairs for San Dieguito Drive and it is specifically excluded from the Phase 1 Scope of Work from BMI that the City Council will be voting on today.
There are two tasks from Phase 2 of the Engineering Assessment that I believe should be included in Phase 1. Task 8: Drainage Study and Drainage Report and Task 10: Storm Water Quality Management Plan (SWQMP). The cost to add these tasks is $19,000.
Adding these tasks to Phase 1 of the Engineering Assessment will allow the City and the residents of Crest Canyon to have a fuller picture of the scope of work needed to repair San Dieguito Drive.
Sincerely,
Amy A Cheshire
