Dear City Clerk and Council Members,
I have attached a two-slide presentation and supporting evidence on the military use of the San Diego segment of the LOSSAN Corridor. The City of Del Mar should not endorse myths about the San Diego rail segment. The train is not vital to our nation's defense. The train is occasionally a convenient mode of commercial transport for military equipment, but there are good substitutes.

Let's stick to facts and scientific evidence. The Council should support an independent, forward-looking analysis of the San Diego rail segment.

Kind regards,
Peter Cramton, 901 Highland Ave, Del Mar, CA
PS City Clerk: I would like to present the two slides in person if public comment is allowed. [email protected] cramton.umd.edu +1 530 408 6698

What about Military Use?

The Orange County Transportation Authority is poised to drop an estimated $200 million in riprap boulders – scientifically known to cause beach depletion – on San Clemente beaches to keep trains running, no matter what the cost in taxpayer dollars or environmental damage. Assumed military demand for freight transport on the 66-mile San Diego Segment (San Diego to San Juan Capistrano) of the 351-mile LOSSAN train Corridor is often employed as a justification for keeping the Segment’s tracks operational. Given Camp Pendleton on the north coast of San Diego, the Naval Bases at San Diego and Coronado and the Marine Corps Air Station at Miramar, national defense could seem to be a logical argument. But is it? To understand the military’s use better, instead of accepting conventional hyperbole, Capo Cares Zoomed and exchanged emails with Dan Zedack, Chief, Railroads for National Defense; Transportation Engineering Agency (TEA); US Army Military Surface Deployment & Distribution Command. According to Mr. Zedack:
…the DOD does not own, operate or construct commercial rail lines. We rely heavily on transportation stakeholders (federal regulators, state DOTs, local planning organizations, private railroads, etc.) and policy makers to keep STRACNET and the national freight rail network in good order. The DOD does not lobby for funding of specific rail projects but will provide verification or information on the defense equities of STRACNET identified rail lines or defense rail requirements… Transport of military equipment is so important that much of it is entrusted to private contractors like BNSF, which carries other freight on the San Diego Segment. As well, according to Mr. Zedack, the responsibility for a derailed train falls entirely on the contractor.

The Command views trains and tracks as connectors between equipment depots (that can be in the middle of the country) and 18 ports that voluntarily agree to maintain certain services and provide access to the military in the event it is needed. Perhaps to stress the importance of the Seaports and to encourage them to remain in the network, TEA’s own marketing says, “Strategic Seaports are vital nodes in the Nation’s transportation network and play a critical role in DoD’s ability to deploy forces and equipment…” However, if a port chooses to no longer participate in the Strategic Seaport Program, it simply drops out, as the Port of New York did in the last decade.
10/20/24, 9:56 AM Nelson: Trains vs. Beaches – Part IV – What about Military Use? https://voiceofoc.org/2024/06/nelson-trains-vs-beaches-part-iv-what-about-military-use/ 2/5 October 21, 2024 Item 02
Current Ports in MARAD’s Strategic Seaport Program
When the military refers to the Strategic Seaport Program’s resilience, it is in part referring to the redundancy in the network. Besides the eighteen ports, it also has an additional 6 military strategic seaports, 13 alternate seaports and one “alternate military seaport.” For example, the west coast has five ports in the Strategic Seaport Program, including the Port of Long Beach, but the Port of Los Angeles, close to the Port of Long Beach, is an alternate.

The Command keeps an eye on whether a rail line is in danger of abandonment; however, it does so in part by checking a database that describes whether freight is running, delayed or stopped. Hence, for example, it’s less aware of repeated bluff failures along the San Diego Segment because of how quickly the train interests get freight running again. Even if the rails are deemed unsafe for passenger traffic for long stretches due to active landslides, freight mostly keeps running except when debris is on the tracks or crews are working.

According to officials, between 2013-2023 the military sent a total of 278,000 tons of equipment to or from the Port of San Diego. As a Marine base, Camp Pendleton doesn’t use as much heavy equipment as the Army; for the same 10-year period, Pendleton engaged in a shipment of only 24,000 tons either to or from the base.

Pendleton’s requirement, according to Zedack, is up to 100 of the 30,000 train carloads BNSF annually runs along the coast, the majority of which are shipped north. Across the decade, according to Railroads for National Defense officials, military use was at most once to several times per year. In contrast, The port of Long Beach has had very limited shipments of DOD rail cargo in the last decade…The DOD weighs the 10/20/24, 9:56 AM Nelson: Trains vs. Beaches – Part IV – What about Military Use? https://voiceofoc.org/2024/06/nelson-trains-vs-beaches-part-iv-what-about-military-use/ 3/5 October 21, 2024 Item 02
availability of militarily-useful infrastructure, availability of labor, and cost among other factors. The ports weigh the expected income from DOD movements vs. what other customers may pay for use of the same infrastructure among other factors.

During peacetime, after required features are met, the cost of transportation is a significant factor as are operational considerations in shipping decisions.

The key to a resilient network is that if one part goes missing, the rest of the network picks up the slack.

Across the Strategic Seaport network, providing military freight by rail to the Port of San Diego could be uniquely vulnerable given collapsing bluffs in Del Mar, bluff slides and ocean encroachment in San Clemente, and the single line of domestic tracks. Yet, based on national policy, no particular segment of tracks is vital or essential enough that the military would intervene to maintain the tracks, which should tell everyone exactly how important the San Diego Segment is for national defense.

Freight traffic on the LOSSAN Corridor, in fact, passes reasonably close to the Strategic Seaport of Long Beach. If for some reason the San Diego Segment were shut down, as it has been for months at a time when landslides hit the tracks in San Clemente, Zedack indicated they would use an alternate port. Military freight transport from almost anywhere to the Port of Long Beach would actually travel less distance than transport to the Port of San Diego. It is true that ships would then have to relocate to meet it.

In short, while the San Diego Segment is a desirable resource for military use, it is a preference, or a costeffective choice, not a necessity. It is possible for the military to deliver freight quickly – potentially even more quickly, though perhaps at a greater cost – using other ports. It would be possible for the military to deliver freight to San Diego or the bases and Air Station via highway as well, although some equipment is overly wide or heavy and requires specialized trucks.

In fact, in an October 7, 2022 LAist news article, “a spokesperson for Camp Pendleton wrote in an email that the rail closure has ‘little to no impact’ on the base since most of the military equipment moves in and out of the base by commercial tractor trailer.” This should be a relief to anyone anticipating that a bluff slide or erosion could easily shut down the entire line — as has happened repeatedly in the last three years — and have a serious impact on national defense.

Dear City Clerk and Council Members, It has come to my attention that the Del Mar City Council will be discussing the military use of the San Diego segment of the LOSSAN corridor tomorrow night. I would like to weigh in and provide information that might be helpful.

On January 18th of this year, my colleague Laurie Girand and I, along with Councilmember Dan Quirk met with Mr. Daniel Zedack and 4 members of US Army and AFB SDDC to discuss the military use of the LOSSAN corridor. We were trying to understand why rail agency advocates and a number of our legislators were insisting that the scant military use of the corridor made it essential that LOSSAN continue, despite existential threats from landslides and erosion, not just in Del Mar, but along 7 seriously endangered miles of coastal rail in San Clemente.

Mr. Zedack and his colleagues were very forthcoming and provided ample time to answer our very specific questions about the frequency and extent of military use and the options open to the military in the event of a catastrophic line failure. We took detailed notes during this meeting and clarified our understanding with several follow up questions via email. The information contained in my voice of OC article dated June 7, 2024, part of a VI part series authored by me and Laurie Girand on behalf of Capo Cares, is based in large part on these conversations and correspondence, including direct quotes from Mr. Zedack asserting that the military would neither lobby for nor take a position on particular commercial rail options.

I am dismayed, therefore, to read that according to Railroads for National Defense "USTRANSCOM will continue to monitor the LOSSAN corridor and advocate for the defense importance of this corridor." I would like to know if this is an official change of position, and if the US Military is now ready to fund or otherwise support its insistence that "owners and regulators should continue to take action to preserve safe and reliable rail service on this rail corridor." Our understanding was that the military would never take an advocacy position, but would continue to seek alternate forms of transportation to ensure and preserve the redundancy of the STRACHNET program.

Aside from my consternation that this is completely different from the information conveyed to us earlier this year, I am concerned as a citizen that the military would not only take the risk of transporting valuable military equipment along a corridor that has been on life support for several years, but would change its longstanding position to openly advocate for the preservation of the LOSSAN corridor against all odds and without evidence of extensive military ( or freight, or passenger) use or demand. I would also like to know if the military will fund the ongoing protection and ultimate relocation of coastal rail, including mitigation for the extensive beach destruction that has already occurred along with what will inevitably follow.

October 21, 2024 Item 02
2 I urge you to look at the LOSSAN corridor as a whole, remembering that even if a tunnel is eventually built under Del Mar, there are currently 4 to 5 imminent threat areas identified in San Clemente, where relocation will involve moving 10 to 11 miles of track through inland Orange County. SoCal legislators and rail agencies need clear eyed, fact-based thinking on this issue backed by an independent cost benefit analysis. If continued rail operations south of Dana Point really make sense, there should be no problem providing details of the benefits that justify the huge environmental and financial costs that are contemplated.

Best regards,
Toni Nelson

Re: Item 10—Letter of Support in Favor of the Reappointment of John Goodkind to the Design Review Board
Dear Honorable Members of the Del Mar City Council:

We are writing in wholehearted support of the reappointment of John Goodkind to the Del Mar Design Review Board (DRB). John has been a resident of the City of Del Mar for more than 55 years. During that time, he has served on several Del Mar committees in his long-term commitment to the City. Most recently, John has worked diligently and assiduously on the Design Review Board to ensure that Design Review Permit applicants adhere to Del Mar’s Design Review Ordinance and to both the language and the spirit of the City’s Community Plan. Having served with John on the DRB - Beth for the majority of his 8 years on the Board, and Amy for four years - we witnessed first-hand his dedication to his responsibility and his vast knowledge of the ordinances relating to design review. We recall John’s raising concerns that others on the Board may have missed regarding matters such as excessive grading, maintaining Del Mar’s precious urban forest, complying with requirements of the Bluff, Slope and Canyon Overlay Zone, and the like. We also remember John as an excellent listener who considered differing viewpoints before a vote.

While we were members of the DRB, the Board reviewed Steve Mitgang’s application for a Design Review Permit to build his current home on Crest Road. The Board initially found a number of violations of the Design Review Ordinance (DRO), despite Mr. Mitgang’s assertion in his Citizen Interest Form for DRB that he is familiar with building in a sensitive area. It should concern the Council that Mr. Mitgang’s plan for his own home ran roughshod over many DRO’s and it should make Council members question if or how he would apply the DRO’s to other applicants.

We also note that in his Citizen Interest Form, Mr. Mitgang states: “I have lived in the [sic] Del Mar for 30 years (Mira Montana Dr. In [sic] the Heights) and am sensitive to the special aspects of what Del Mar is and means to both residents and visitors.” The City Council should also be very concerned that an applicant to the DRB identifies a residence in Del Mar Heights to be in “Del Mar.” Requirements for building in the City of San Diego are significantly less stringent than those in the City of Del Mar, where the City’s Community Plan is the overarching template.

October 21, 2024 Item 10
2 In summary, we respectfully urge the City Council to choose John Goodkind’s knowledge and experience, and to reappoint him to the DRB.

Thank you very much for your time and consideration.

Sincerely,
Beth Levine and Amy Isackson

Dear Honorable Mayor and Members of the City Council,
This Red Dot is written in support of your appointing Jas Grewal to the vacant seat on Del Mar City Council.

I have known Jas as a “Lane neighbor” for over 25 years, as both our driveways enter from Sea Orbit Lane. Jas has always been a friendly, upbeat, and caring neighbor. More recently, I have come to know Jas as a fellow Planning Commissioner, where she is always prepared, and armed with many probing questions of the parties and Staff. Jas does her homework, treats everyone with respect, and thoroughly understands her role as a Planning Commissioner.

I believe that Jas’s educational background, her many years of work experience as an executive in the world of finance, and her experience on many City committees over so many years, especially her time as a Planning Commissioner, combine to make Jas the best candidate to fill the vacant City Council seat. Jas will uphold our Community Plan. Please appoint Jas!
Respectfully Submitted,
Claire McGreal, Stratford Ct.

SUBJECT: Red Dot Item 11: City Councilmember Vacancy – Application Review and Interviews
The Agenda Report states the rough cost estimate to the City of Del Mar for a special election facilitated by the County of San Diego Registrar of Voters (ROV) is estimated to be between $126,000-$250,000.

Following publication of the Agenda, staff received additional information from the ROV, including confirmation the ROV could facilitate an all vote-by-mail election on behalf of the City in 2025, and an updated cost estimate of $150,000 to $225,000 to do so.

Pursuant to Elections Code Section 4004, as Del Mar is considered a “small city” with a population of less than 100,000, an all vote-by-mail election to fill the Councilmember vacancy could be held on any date set by the City Council provided the election date is: at least 114 days from the call of the election; on a Tuesday; not the day before, the day of, or the date after a State holiday; not held on the same date as a Statewide primary or general election; and not consolidated with any other election.

The City Council’s options for calling a special election are summarized in the table below.

The difference between Scenarios 1 and 2 is the date the Council action is taken, which determines the date upon which the election could be held. The next regularly scheduled Council meeting following October 21 will occur on November 18, 2024.

NCTD recently withdrew its suit against Del

Jeff is a longtime Del Mar resident. Until recently, his family owned 101 11th Street

In conclusion, Jeff is the only candidate with a firm,

financial health, protecting the beauty and integrity of our Del Mar Bluffs - with no ugly fencing - and the
preservation of our Beach Colony community with no
managed retreat.

Jeff has demonstrated that he has the integrity, the

Until recently, his family owned 101 11th Street for many decades, a parcel whose boundaries extend under the tracks down to the mean high tide line on the beach below. His mother, Myrna Sturgis, was a beloved and devoted Del Mar citizen who served the community in different capacities over the years.

In conclusion, Jeff is the only candidate with a firm, demonstrated track record of fighting FOR Del Mar’s financial health, protecting the beauty and integrity of our Del Mar Bluffs - October 21, 2024 Item 11
2 with no ugly fencing - and the preservation of our Beach Colony community with no managed retreat.

Jeff has demonstrated that he has the integrity, the knowledge and the ability to stand up for Del Mar against powerful outside forces that seek to disrupt Del Mar for financial gain, and prevail.

Please vote to appoint Jeff Sturgis to the Del Mar City Council.

Thank you.

I have known Jeff Sturgis for many years and have been impressed with his ability to help others in need.

He has worked with a girls home in Tijuana to make their living condifions acceptable. He has been a stalwart St James parish in Solana beach.

He is a person who has an amazing set of skills.

I strongly recommend him be appointed to our City Council.

Dear Mayor Druker and City Council Members,
I wanted to reach out to you all, and voice my support for Jeff Sturgis, for appointment to the vacancy created by the resignation of Dwight Warden.

Jeff has been a positive influence on our city, and supporter of No Managed Retreat, and also understands the running of Del Mar from a Financial perspective given he served on the Finance Committee for 5 different terms, and also worked out how to avoid the consequences of unfunded pension liabilities. He fought the fencing of the bluff with NCTD for 20 years. As you know NCTD recently withdrew its law suit against Del Mar, and that is also thanks to his efforts and the Fence Fighters.

Jeff has been a dedicated Del Mar resident for many years and has given many of those years in public service to serving Del Mar. Now with our fight with SANDAG and the possible alignments that will destroy the north end of Del Mar access, no revenue from the Fair, tourism being crippled, businesses being greatly disrupted or going bankrupt, Del Mar needs a council member who has the financial background, familiar with Del Mar’s finances, has common sense and integrity, because Del Mar will feel the financial impact if the north end of the city is demolished by SANDAG. Also if SANDAG demolishes the proposed 35-50 homes at the north end of Del Mar the City will also feel the impact of the lost property tax revenue.

The city will take a big hit in business and tourism. Jeff has proven his capacity to handle finances for our city and we need this knowledge for our tiny town. Please vote to appoint Jeff Sturgis to the Del mar City Council.

Thank you,
Angelina

Mayor Druker and council,
This letter is in support of Jeff Sturgis for appointment to the vacancy created by the resignation of Dwight Worden. Jeff Sturgis has many attributes to recommend him as the best choice for Del Mar.

Jeff has been a staunch supporter of No Managed Retreat. He has served the Finance Committee for 5 different terms and figured out how to avoid consequences of unfunded pension liabilities. He has fought fencing on the bluff with NCTD for 20 years. NCTD recently withdrew their suit against Del Mar, thanks to the efforts of Jeff and the Fence Fighters.

I have known Nicole essentially from birth, she is an incredibly bright, concerned and engaged citizen. Nicole graduated for a top lawn school and has practiced as a mediator for the past several years. Her skill set accompanied by her warm, engaging personality and concern for her fellow citizens and community would make her an outstanding choice for this open seat.

Honorable Mayor and Council Members,
I would like to once again voice my strong support for Jeff Sturgis as filling Dwight Worden´s position on City Council for the next 2 years. Jeff Sturgis´ impeccable qualifications, experiences, and visions for Del Mar´s future is what Del Mar needs right now.

Jeff Sturgis is straight forward, doesn’t play games, owes nothing to nobody, and therefore will always stay true to himself without being pressured into some political pay-back. Jeff Sturgis is a strong leader and thinker and someone we need in this unprecedented fight we are facing with both the SANDAG bluff stabilization, mitigation and the relocation of the train where we need to make our voices heard.

Since the City Council is now only 4 people, it is possible that you once again will end up in a 2-2 vote. I hope not. I hope you can agree on voting for Jeff Sturgis for the next 2 years.

Thank you for your service,

I am writing to express my enthusiastic support for Jeff Sturgis candidature for the Council seat that has recently been vacated by the retirement of Doug Worden Jeff grew up in Del Mar. He chaired the Finance Committee for five different terms and figured out how to avoid consequences of unfunded pension liabilities. He has a demonstrated track record of fighting for Del Mar’s financial health, the beauty and integrity of Del Mar Bluff — with no ugly fencing that prevents us from getting across the tracks and to the beach. I think he will be an admirable candidate who will always have the welfare of Del Mar at heart.

Dear City Council,
I would like to once again voice my strong support for Jeff Sturgis as filling Dwight Worden´s position on City Council for the next 2 years. The other contenders seem knowledgeable as well, but Jeff Sturgis´ impeccable qualifications, experiences and visions for Del Mar´s future is what Del Mar needs right now.

I know Jeff Sturgis from the Fence Fight on the bluff, a fight we just won! Mr Sturgis was a pillar in that fight . Our group had weekly zoom meetings, updating each other on what we had found out on the subject during the week and planning strategies for the upcoming week. Mr. Sturgis´ input and wise words were always spot on and someone we knew we could trust to give good advice.

Subject: Del Mar City Council October 21, 2024 Meeting - RED DOT LETTER Agenda Item 11. City Council Member Vacancy - Application Review and Interviews Letter of Recommendation for Nicole Gesher - Del Mar City Council To Whom It May Concern:

We are writing to strongly recommend Nicole Gesher for a seat on the Del Mar City Council. Since moving to Del Mar in August 2021, Nicole has quickly become an integral part of our community, serving on the Board of Trustees at her children’s school and bringing her legal and mediation skills to bear in addressing local challenges. Nicole’s professional experience as an attorney and mediator, combined with her lifelong interest in conflict resolution, makes her uniquely suited to help our city navigate its future.

October 21, 2024 Item 11
2 Nicole has a broad range of experience in both the non-profit and corporate worlds, where she has honed her skills in mediation and conflict resolution. Her facilitative mediation style empowers parties to take control of the process, ensuring that they are fully engaged in finding solutions. While she primarily focuses on helping parties reach their own agreements, Nicole is also skilled at highlighting the potential legal strengths and weaknesses of their positions, occasionally employing evaluative techniques when necessary. Clients have consistently cited her as an insightful, fair, and impartial mediator who brings a unique ability to truly listen and make participants feel comfortable throughout the process. Her talent for fostering understanding and trust is an invaluable asset, especially in a community as diverse and dynamic as Del Mar.

Nicole is deeply committed to several key priorities that will directly improve the quality of life for Del Mar residents, while preserving the charm and environmental beauty that makes our city unique. Among these priorities is accelerating the undergrounding of utilities. This critical project not only enhances the aesthetic appeal of our community but also improves safety and resilience against wildfire risks and power outages. Nicole is determined to see this project expedited and implemented effectively to protect Del Mar’s infrastructure and residents.

Another major focus for Nicole is rerouting the railroad tracks currently positioned along the Del Mar bluffs. She understands that the potential future routing of these tracks can pose both a safety hazard and a threat to property values, and that a responsible and timely solution is essential to preserve the integrity of the bluffs. Nicole will work diligently to collaborate with regional and state partners to minimize the impact on residents while ensuring the long-term stability of this natural landmark.

Nicole also recognizes the delicate balance between complying with California’s housing mandates and protecting the interests of Del Mar residents. She is committed to ensuring that Del Mar meets its housing obligations in a way that aligns with the community’s character, preserves property values, and maintains responsible growth. Her legal background provides the knowledge needed to navigate these complex regulations and advocate for smart, sustainable solutions that protect our city.

Finally, Nicole is a firm believer in responsible fiscal policy. She understands that good governance is rooted in sound financial management, and she will work to ensure that Del Mar continues to be fiscally responsible, carefully managing city resources while investing in critical infrastructure and services. Her commitment to transparency and accountability will help safeguard the long-term financial health of our city.

October 21, 2024 Item 11
3 In addition to these key priorities, Nicole has a strong passion for environmental issues, climate change, and inclusivity. She advocates for sustainable policies that will protect our coastal environment and is eager to create a more inclusive community where every resident has a voice. Her ability to listen, negotiate, and mediate differing viewpoints makes her an ideal candidate to lead Del Mar into the future.

We wholeheartedly support Nicole Gesher’s candidacy for the Del Mar City Council. Her proven leadership, professional expertise, and unwavering dedication to our community make her the ideal representative for our city’s needs. Thank you for your time and consideration.

Sincerely,

Dear Mayor and City Council Members:

I am writing this letter to recommend Jeff Sturgis for the empty Council seat.

With the many concerns the city faces, I think it is imperative the position is filled by someone with extensive knowledge of the issues. Jeff is uniquely qualified.
 He is a long time resident of the community
 His years of service on the Finance Committee (five terms) assure that he has up to date knowledge of the city's financial standing. In the past he has been a great asset in this area, on the council he can continue.
 He has extensive knowledge of, and commitment to, the Community Plan  He is up to date on current challenges to the city such as:
sea level rise
affordable housing mandates
train track issues
The above qualities allow Jeff to "hit the floor running" as a member of the council. That is just what the city needs with the many issues it faces.

City Council Members:

Jeff Sturgis would be a highly qualified Council Member. I am writing this letter to recommend that you vote to have him fill the empty seat on the council.

As a long time resident, Jeff has extensive knowledge of Del Mar, its history and especially its Community Plan. His background knowledge of the issues currently faced (train, sea level, affordable housing) will make him an invaluable member of the council. His five terms on the Finance Committee will allow him to approach these issues from a financial perspective as well as a "city one".

Knowing Jeff, I know that he will represent ALL residents and their concerns. He has concern for all the areas of the city, the issues they face and the concerns of the residents who live there.

Please vote to put Jeff Sturgis on the City Council.

Dear Mayor and Councilmembers,
We are out of town and unable to come speak on behalf of Jeff Sturgis for the empty seat on the city council or we would be there to speak and show our support. We were very disappointed to see that council could not reach a majority at the last meeting and hoping that you will this time.

We wish to give our wholehearted support for Jeff Sturgis, a 3rd generation Del Mar resident. As a 12 year member and former chair of the finance committee, he has repeatedly demonstrated his financial and business skills as well as demonstrated a deep level of service to and love of Del Mar. And he was instrumental in the fencing issue with the railroad. We know Jeff to be an enthusiastic advocate for Del Mar and also non-political.

Please capitalize on this unique opportunity to get Jeff Sturgis onto our City Council.

Greetings City of Del Mar:

I believe this is the first time you have heard from me separate from seeking a building permit for my construction project. By way of introduction, I reside at 1420 Stratford Court and initially purchased my home during May 2018.

I write you at this time out of interest and care for our beautiful city. Specifically, I wish to share my positive view and strong support of Jeff Sturgis for the open council seat. He is intelligent and has clarity of thought. He will be a strong leader and advocate for our city.

Dear Members of the Del Mar City Council,
I am writing again to enthusiastically endorse Jeff Sturgis for the Del Mar City Council open seat. As a longtime resident and active participant in our community, Jeff's unique qualifications, including his deep roots in Del Mar and his exceptional leadership, make him an ideal candidate to serve and make meaningful contributions to our City's future.

Jeff has lived in Del Mar for 40 years, which has given him a deep, personal connection to our community and an extensive knowledge of the City's history, needs, and aspirations. His longstanding commitment to Del Mar is unparalleled, and his familiarity with the community's unique character and challenges makes him an ideal candidate for the Council.

In addition to his deep roots in Del Mar, Jeff has demonstrated exceptional leadership through his service on the City's Finance Committee, where he serves his fifth term. His profound understanding of Del Mar's finances and our financial challenges over the years has been invaluable. Whether navigating the 2008/2009 equity market downturn, helping steer the City through the recession during the COVID-19 pandemic, or addressing the ongoing challenges posed by employee pension obligations, Jeff has been a steady, thoughtful presence. His financial acumen has helped the city weather these turbulent times while maintaining a focus on fiscal responsibility and long-term sustainability. The Del Mar City Council needs someone with Jeff's financial background to chart a sustainable financial course for the City's economic future.

Jeff's commitment to Del Mar goes beyond financial matters. He has also served on the Historic Preservation Advisory Committee, where he helped protect our community's rich heritage. Furthermore, his involvement in critical issues such as sea level rise, affordable housing, and train track challenges demonstrates his dedication to addressing the current and future needs of Del Mar's residents.

One of Jeff's most admirable qualities is his unwavering support for the Del Mar Community Plan and his dedication to protecting Del Mar's unique character. He has been a vocal advocate against state housing mandates that could undermine our City's distinctive charm, ensuring that the values of our community are preserved for future generations.

Jeff's unwavering commitment to maintaining healthy city finances, combined with his deep love for Del Mar and his experience navigating complex issues, makes him the ideal candidate for this City Council appointment. I am confident that Jeff will continue to serve with integrity, intelligence, and a vision for our City's sustainable future.

Thank you for considering my endorsement of Jeff for this important role. His leadership and dedication, particularly in preserving Del Mar's unique character and addressing its financial challenges, will greatly benefit our City and its residents.

Sincerely,
Mark Handzel

Hello,
This letter is about Item 11: the follow-up to the appointment of a City Council member.

I have been thinking about the voting process at the October 7th meeting. Two candidates applied; one had no “red dots,” and the other had a minimum of three. In addition, one candidate was questioned about truth-telling. I wonder what the thinking was behind the two council members who voted three times for the questionable candidate. What was their intention? Their motivation? It seems odd.

Now, there are three candidates, but only one applied by the original date and then remained on the slate even with this disconcerting voting process. The other two did not apply initially, so I assume they have probably been “recruited” for unknown reasons.

At the meeting, I will recommend that Jeff Sturgis be selected. He applied by the stipulated initial date, stayed the course, understands the city’s challenges, and has the expertise and character to represent Del Mar.

See you on Monday evening.

Recommendation for Jeff Sturgis submitted again for this meeting.

Honorable Mayor and Council Members,
I heartily encourage you to appoint Jeff Sturgis to the open Council seat. Jeff is the correct person for this Council.

As you know, Jeff is currently serving his 5th term on the Finance Committee. He has a deep understanding of Del Mar’s finances which is critically needed at this time when our pension obligations have grown from an unsettling $20+ Million to a terrifying $50+ Million in just a few short years, with no end to the increases in sight. There is also discussion of borrowing funds to pay to finish undergrounding utilities. More debt obligations for a city that has only modest revenue growth? I understand the city already borrowed against future TransNet revenue to complete the City Hall and downtown revitalization. Is borrowing against future funding really the best way to run this city? I think not, certainly not to the magnitude approved by prior Councils.

The Council’s role is to set policy; that important responsibility requires in-depth knowledge of city finances, available options, external influences, and rational thinking influenced not by a personal agenda but rather by a commitment to do what is best for the entire community now and for the future. Jeff is the right person to fill this role.

A 40+ year resident of Del Mar as I am, Jeff is an avid supporter of the Community Plan and protecting Del Mar’s unique character, especially in the face of state housing mandates that threaten our community. His leadership on city committees has given him broad experience in many aspects of city issues and makes him the right person for this Council.

Please appoint Jeff Sturgis to the open Council seat.

Respectfully Submitted,
Nancy Stoke

Dear Mayor Druker and City Council Members:

Two new candidates have stepped up to fill Dwight Worden’s vacancy. They have generously offered their candidacy to break the tie vote which occurred in the first round of making an appointment. In considering these new candidates, I ask the Council to weigh the importance of experience, collaboration and, respectfulness for all points of view.

If anyone on the Council reconsiders Jeff Sturgis candidacy, then, they will condone the unsubstantiated campaign smear against Ted Bakker perpetrated by his surrogates. These false, financial allegations made by a disgruntled neighbor forced Ted to withdraw. We cannot continue to reward this type of bad political behavior and expect that qualified candidates, our neighbors, will subject themselves and their reputations to unsubstantiated allegations.

And, we cannot afford another deadlock. That is why, I suggest that the two new candidates be given priority for consideration and not reward the candidate who has shown that he and his surrogates want to win at all cost.

Start with a clean slate; make an informed selection. Two unaffiliated and qualified candidates stand before you. It makes no sense to spend $250,000 for a special election when we have deferred city maintenance and capital improvement projects that need to be funded.

Respectfully submitted,

(Red Dot Letter) CAUTION: This email originated from outside of the organization. Do not click links or open attachments unless you recognize the sender and know the content is safe.

Dear Mayor and City Council members,
I am writing to ask you to vote for Jeff Sturgis to fill the City Council seat left open by Dwight Worden’s resignation. Jeff applied for this position when it was originally announced and despite the 2 to 2 vote split at the October 7 meeting, he has remained committed to seeking this position. The other candidate has since withdrawn his application from consideration. That candidate had numerous red dot letters questioning his character and offering clear evidence of many concerns. That candidate repeatedly lied during his interview before the council and members of the public.

Evidence of these lies were offered to the council before and during the meeting, yet two seated council members voted for him anyway. The vote remained split after 3 counts! To say the least, it was disheartening and alarming to watch. Jeff should have been voted onto the council that night, even if certain council members needed to abstain from voting.

There was no opposition and no accusations or negative statements about Jeff. To the contrary. Jeff is someone with lifelong ties to Del Mar. He is a well liked and respected member of our wonderful community. He is currently the chair of the Finance committee where he has served for many years. From that vantage point he has had the close up opportunity to see how our city functions and what it needs to successfully operate. He is well qualified and will bring a breadth of knowledge and experience to the Del Mar City Council.

Most importantly, I believe he will serve honestly with the best interest of our city in mind.

Please vote for Jeff Sturgis.

I would like to send a red dot for the meeting tonight that will discuss the recommendation for Jeff Sturgis to join the city council in Del Mar.

I live at 755 Kalamath Dr, Del Mar, CA 92014. I would like to extend my support for Jeff Sturgis for city council.

Jeff has been a staunch supporter of No Managed Retreat. He has served on the Finance Committee for 5 different terms and figured out how to avoid the consequences of unfunded pension liabilities. He has fought fencing on the bluff with NCTD for 20 years. NCTD recently withdrew its suit against Del Mar, thanks to the efforts of Jeff and the Fence Fighters.

Jeff is a longtime Del Mar resident. Until recently, his family owned 101 11th Street for many decades, a parcel whose boundaries extend under the tracks down to the mean high tide line on the beach below. His mother, Myrna Sturgis, was a beloved and devoted Del Mar citizen who served the community in different capacities over the years.

In conclusion, Jeff is the only candidate with a firm, demonstrated track record of fighting FOR Del Mar’s financial health, protecting the beauty and integrity of our Del Mar Bluffs - with no ugly fencing - and the preservation of our Beach Colony community with no managed retreat.

Jeff has demonstrated that he has the integrity, the knowledge and the ability to stand up for Del Mar against powerful outside forces that seek to disrupt Del Mar for financial gain, and prevail. --

To the City Council:

I’m writing to express my support for Nicole Gesher, applicant for the Del Mar City Council.

Having known Ms. Gesher for several years, I can attest to her fine character and her acuity, She is a mother of three and a native San Diegan who cares deeply about her community, evidenced in deed as an active volunteer and board member at her childrens’ school.

She is thoughtful, deliberate and contemplative. Having practiced as a lawyer and a mediator for her career, she is adept at bringing resolution though practical means, while at the same time acknowledging there are multiple angles to any issue and that resolution can live in the grey area.

Articulation and seeing the world with levity and positivity are some of Ms. Gesher’s most outwardly wonderful characteristics, which will no doubt be evident during your interactions with her. She is force for good, bringing family, friends and community together.

Given that she has a young family, her impact on Del Mar would be one that is futurefacing, ensuring that the City governs and guides its landscape, people and businesses in a healthy long term direction.

Thank you for your time.
