EXHIBIT A
Task 12 - Geotechnical Design
Expanded Scope of Work for Additional Geotechnical Field Investigation Fee: $65,680
Based on unforeseen field conditions and additional Caltrans comments after the development of the Amendment 6 scope of work, the Kleinfelder team performed additional geotechnical field investigation. The additional field work is considered beyond that described in Amendment 6 - Task 12.3. This includes:

Added location in response to Caltrans request: After development of the original scope of work, Caltrans requested an additional geotechnical boring (CPT-4). This additional field investigation was completed but was not a part of the original scope of work. This amendment includes all work to drill, sample, and analyze the geotechnical condition in an additional location, as required by Caltrans.

Modifications to Work Plan at Boring Location B-3 due to Fluid Circulation Loss: Boring B-3, located on the existing bridge deck, was the first exploration performed for the field investigation. When switching to the rotary drilling method to facilitate drilling below the groundwater table, circulation of drilling fluid could not be accomplished below the bridge deck using hollow stem augers by Pacific Drilling. A smooth steel type of conductor casing was therefore brought to the site the following day in an attempt to mitigate the fluid circulation loss.

Proper circulation of drilling fluid still could not be accomplished due to the loose, saturated sands at the bottom of the steel conductor casing. Therefore, the drill rod and casing equipment was pulled, a steel plate was put over the hole, and re-assessment of how to accomplish the borehole drilling from the bridge deck took place. Pacific drilling re-mobilized at a later date using a different type of conductor casing and a grout plug in order to be able to advance the borehole from the bridge deck.

Relocation of Boring B-1 and CPT-1 due to unmarked utility: During the geotechnical field investigation, Kleinfelder performed an initial site visit to mark out field investigation locations for utility clearances.

Underground Service Alert (USA) was notified by Kleinfelder of the proposed investigations for utility mark out as required by law. Furthermore, Kleinfelder subcontracted a private geophysical locating company to further screen the proposed exploration locations for the presence of subsurface utilities or conflicts.

In order to further reduce the risk of encountering a utility conflict, Kleinfelder also performed hand augering in the upper 5 ft of the abutment borings. However, when hand augering at the boring B-1 location located north of the existing bridge, a green utility warning tape was encountered indicating a possible utility conflict.

There was no utility marked at this location by either the public utility locator (USA) or private utility locator.

Therefore, B-1 and CPT-1, which were originally located at the northbound side of the road, were abandoned at the marked-out location due to a possible utility conflict. These locations could not be moved slightly to the west or east of the possible utility line due to other nearby marked utilities. Therefore, these locations were moved to the southbound side of the road. These locations were then performed at a later date as new public and private utility locating were required at the new locations.

Grout Seal Implementation for Borings B-2 and B-3 to mitigation fluid circulation: A grout seal solution was implemented to accomplish the rotary drilling method necessary for advancement of borings B-2 and B-3 from the existing bridge deck. The grout seal solution consisted of Pacific Drilling pumping grout into the conductor casing to the bottom of the hole in an attempt to create a "seal" to be able to properly circulate fluid for the drilling operations. This grout seal had to be left to set overnight before drilling could commence below the casing. This resulted in additional days of field work in order to create the grout seal.

ATTACHMENT B 176 November 17, 2025 Item 10

EXHIBIT A
This grout seal solution to the unforeseen fluid loss issue was successfully implemented at both borings B-2 and B-3. Boring B-3 attempted this solution first and successfully was completed to the termination depth of the borehole. Boring B-2 successfully implemented this solution as well; however, the grout seal broke while drilling at a depth of approx. 143 ft resulting in fluid circulation loss.

As a result, the drill rod was pulled and the hole collapsed to approximately 30 feet. Grout was re-pumped through the casing in an attempt to establish another grout seal and left to sit overnight. However, this second attempt for the grout seal did not work. The drilling for boring B-2 therefore could not continue and the borehole was terminated early and backfilled.

Cone Penetrometer Test (CPT-2 Early Refusal and Re-attempt: The Cone Penetrometer Tests (CPTs) performed on the existing bridge deck for the field investigation required the use of a hollow stem auger coupled with a steel casing through the auger which extended from the surface through the bridge deck and socketed into the upper subsurface materials below the mudline in order to stabilize the CPT rods.

However, at the CPT-2 location, the CPT rods could not be pushed past the conductor casing due to sands under pressure in the casing/auger. Fugro therefore pulled off the hole and Pacific Drilling mobilized back on the hole to pull the auger up to alleviate pressure. This unforeseen circumstance resulted in a loss of a workday. CPT-2 was then successfully re-attempted the next day.

Task 14 – Regulatory Permitting
Expanded Scope of Work for Additional Requirements
Fee: $139,206
As the project moves through the permitting review process with numerous State and Federal Resource Agencies, unanticipated requests for studies and responses have been received by the design team. Some requested items were not included in the original scope of work and must be added to the contract.

Task 14.1 - Assist Coastal Development Permit (CDP)
Fee: $26,091
The original scope of work from Amendment 6 Task 14.2 included assistance to the City by attending meetings and generating documentation to support the City as lead to the CDP application. Due to staffing constraints, consultants (KLF and Helix) led the effort in preparing the CDP application and coordinating its submittal.

The original scope included effort for subconsultant HELIX Environmental to provide as-needed support under this task, including research, analysis, documentation preparation, and participating in meetings and correspondence. However, work completed to date has required use of the previous budget, including preparation of the 2,800+ page application package, several meetings with the CCC, and preparation of responses to the non-filing letter dated July 11, 2024. Continued work is anticipated to include further research, revisions, and preparation of responses to comments to the non-filing letter and subsequent comments on the CDP application package; coordination with the Project Team, City Staff, and CCC on the CDP application; and preparation for hearing including reviewing and incorporating permit conditions.

This task does not include biological surveys (e.g., nesting bird surveys) or preparation of additional reports (e.g., a fish relocation plan) that may be required prior to start of construction to satisfy CDP special conditions. This work would be a part of a future construction phase contract.

The consultant team will conduct presentations, perform planning reviews, and engineering support to assist resolution of inquiries from the Commission and other Agencies in efforts to obtain the Coastal Development Permit and associated permits.

item for incorporation into final design plans. These tasks include incorporating results of Independent Constructability Review into the Final Design Drawings.

Task 17 - Visual Simulations, Aesthetic Improvement Quantities and HBP Eligibility Backup Support Fee $30,000
To accommodate review comments from the Coastal Commission and City Staff, the Kleinfelder team will prepare presentations, prepare Visual Simulations, evaluate requested design changes and updates, and incorporate said changes and updates into the construction documents. These items are in addition to the previously scoped work in Amendment 6 Task 9.3.3. Additional tasks include: Railing and Barrier Options; Visual Renderings showing Bridge Color (“Mesa Buff” or other color) including Railing and Barriers; Quantities and Cost Estimates for Aesthetic Treatments; Landscaping Treatments for Consideration.

Furthermore, to accommodate Caltrans’ HBP Funding requirements for limiting Aesthetics Treatments to under 2% of total project costs, the Kleinfelder team will prepare a list of potential Aesthetics Treatment analysis detailing quantities, unit costs, and cost subtotals to maintain a running total of potential costs to support City Staff to present options to City Council for their review and consideration. This task also includes updating Caltrans HBP Eligibility Forms with participating and non-participating cost summaries. The Kleinfelder team will keep a running cost total of the Aesthetics Treatment options selected and incorporate the final selected items into the project design.

The total additional cost for Amendment 7 is $469,641. This brings the total contract value to $5,292,640 as summarized in the table below.

METRO Commission/Wastewater JPA:

The November 6 Metro JPA Board meeting was short and followed by a tour of the North City Pure Water Plant Phase 1, which is now 80% complete. A photo is attached. We saw all the key facilities and learned about their functions. It’s exciting to see this project take shape after decades of study, planning, and finally construction.
