By dgalvan at 8:30 am, 11/6/25 Laipenieks Caitlin Rae Del Mar, CA 1 The City of Del Mar is a small tight knit community with wonderful, engaged residents. But, we are facing significant challenges in the next few years including the increasing costs to protect our city from natural hazards (i.e. undergrounding) and the impending rail alignment. Despite the mighty strength of our Council, committees, and residents, we are at a severe disadvantage financially. Due to our low population, we cannot generate the funds necessary to face these challenges as we would like. That is why I would like to join the Finance Committee to ensure whatever revenue and funds our city has will be used effectively and efficiently to serve our residents. Our future depends on wise fiscal management to advocate for the City of Del Mar so it remains the city we all cherish.

December 1, 2025 Item 5
Dear Council and Staff,
I wanted to offer a couple of friendly thoughts on the Jimmy Durante renderings from the perspective of someone who drives, bikes, and walks along this stretch regularly:

Issue #1: In Attachment A, page 88 (bottom right) of agenda report:

Surely we can do better than requiring people on bikes to merge across two lanes of high-speed traffic to continue straight on Jimmy Durante? This design maintains a status quo prioritizing high-volume output to I-5 that is only really necessary for Fairgrounds events. For such events, their traffic management can and should work the intersection to preserve flow, but why design it in permanently?
December 1, 2025 Item 7
A safer alternative: In Encinitas, a similar double right turn (101 northbound at Chesterfield) is designed such that the turning cars have to merge across the bike lane, a subtle but important difference. To my knowledge, this hasn’t received any pushback like some other newer bike-friendly designs up there have. See next photo

Issue #2: In Attachment A, page 87 (top center) of the agenda report:

The above crosswalk in its current iteration is not one I feel safe using, especially given that cars from the north entering Del Mar often approach it at over 50mph (speed limit is 45). The new “yield” triangles look good on paper, but in practice I never see drivers adhere to those, especially if it means having to slam on their brakes.

December 1, 2025 Item 7
An alternative: Same design, but lower the speed limit
approaching the crosswalk to 35mph like it is on the Del Mar side of the roundabout, which is a much easier speed from which to hit the brakes in time if you see a pedestrian crossing. I’d also suggest rumble strips (rumble bumps?) approaching the
crosswalk, if that’s a thing that can be done, which can also signify: “Hey, you’re entering a residential part of Del Mar now, it’s time to slow it down.”
—
Even if both of the current designs are Caltrans endorsed, as it sounds like they are, they still strike me as unsafe for vulnerable road users, and we can always opt to do it a little better.

If it’s not too late to make these conflict zones a little more Vision Zero friendly, I’d ask that we consider doing so.

Best,
Brad Walters
