To the Mayor and Members of the Del Mar City Council:
We, the undersigned Del Mar residents, neighbors and supporters, respectfully urge the City Council to approve the items before it on August 25, 2026 concerning 101 11th Street, including:
Acceptance of the Coastal Access Easement at 101 11th Street; and Acceptance of the Public Sewer Easement Dedication at 101 11th Street.
For more than three and a half years, Tom and Susan Harrington have been working with the City of Del Mar to obtain approval to replace the 56-year-old home at 101 11th Street.
They have invested substantial time and effort working through the City's review process and addressing the requirements associated with their property and proposed new home. The easements now before the Council are part of bringing that lengthy process to a conclusion.
We believe Del Mar should be a community where homeowners who work in good faith with the City, follow its processes, and satisfy its requirements can ultimately move forward with improving their property.
Replacing an aging home with a thoughtfully designed new residence is a normal and healthy part of the evolution of our community. After three and a half years of review, we hope the City will help bring this process to a successful conclusion.
Not only has Tom and Susan been good responsible stewards of the once Sturgis property They have been consistent contributors to many philanthropic and community endeavors in Del Mar. Including renovation of the tot lot at Powerhouse Park and the sustainable drinking water fountain program in Del Mar. Tom and Susan are fully engaged in Del Mar and a massive asset to our community.
We respectfully ask the City Council to approve the Coastal Access Easement and Public Sewer Easement Dedication for 101 11th Street on August 25 and allow this project to move forward.
Thank you for your consideration.
Kind regards,
Rande

To the Mayor and Members of the Del Mar City Council:
I am a close neighbor on Ocean Avenue here in Del Mar. I have lived in Del Mar since 1985 and I cherish this city and neighborhood. Not only is the environment here, one where people from all over the country feel is their primary choice of a vacation destination, people from every county come here for the concerts, the beach and the ambience that only Del Mar has to offer. But to me the most important part is who we as residents are because without us, those of us who contribute to the community in thoughtful and meaningful ways, who respect the laws and the safety of Del Mar, it possibly could be like other beach communities that have serious issues that are insolveable. This is why it's extremely important to me that we stand together with who we uniquely are as citizens here and why I wrote a letter to you many months ago asking for support for this project. We need the kind of people who are long term loyal residents to improve the properties which we know, living on the coast are in need of continuous repair and stewardship. Tom and Susan are exactly doing this with this project. Please read below what I and throngs of others unanimously support. And thank you in advance for expediting this project for them and operating in good faith and integrity as your positions require. - Becky Robbins

SUBJECT: Tom and Susan Harrington Residence, 101 11th St.
This letter is in support of the Harrington’s years-long project to complete their already-permitted (by the DRB) residence at 101 11th Street in Del Mar.
Tom and Susan are coming before the Mayor and the Council Members to request:
• Acceptance of the Coastal Access Easement at 101 11th Street • Acceptance of the Public Sewer Easement Dedication at 101 11th Street There is no building proposed in the subject area.
Tom and Susan are both active participants in Del Mar’s civic activities. Susan is a volunteer at Del Mar Community Connections (Special Events Committee— currently planning the DMCC Fall Benefit on Oct. 3.) Tom and Susan are also DMCC Sustaining Members (“Gold” level.) They are donors to the Del Mar Garden Club (maintenance of Del Mar Public Gardens.) In the past, they generously sponsored the Tot Lot in Seagrove Park.
The Harringtons are permanent residents of Del Mar, and this home is their principle residence. I am confident that this home will be a beautiful addition to our town, and that Tom and Susan Harrington will continue to give back generously to Del Mar in countless ways.
I respectfully ask the City Council to approve the Coastal Access Easement and Public Sewer Easement Dedication for 101 11th St. on August 25 and allow this project to move forward.

Do not click links or open attachments unless you recognize the sender and know the content is safe.
Dear Mayor Martinez and Councilmembers,
I am writing to support staff’s recommendation to deny Variance V25-002. Because this is a de novo hearing, my comments focus on the application and current conditions.
In general, I do not support a variance unless it improves public safety, and that is not the case here.
The variance asks to allow walls and fencing up to 8 feet high along Luneta Drive and 14th Street. Those walls were reconstructed without prior approval and are now being requested to remain through a variance. The tall walls, fencing, and vegetation obstruct sightlines at both ends of the Luneta frontage: 14th Street and the alley.
This is an unusually busy area because of Del Mar Plaza and surrounding businesses. Parking is heavy, and pedestrian activity is high. The application cites these conditions as a reason for greater privacy.
Heavy parking and high pedestrian activity make visibility more important, not less, especially since there are no sidewalks and the roadside is a rock-lined ditch.
Pedestrians are forced to walk alongside parked cars and moving traffic, often stepping between parked cars to make room. I experience this regularly while walking my dogs to the Plaza.
Cities protect sightlines because blocked visibility contributes to preventable accidents.
Del Mar has many regulations requiring clear lines of sight at intersections, driveways, and pedestrian walkways.
30.86.150 - Street Corner Sight Distance
No structure, plant material, or other object shall be erected, placed, planted, or allowed to grow within 20 feet of the intersection of arterial streets or arterial-collector streets, as measured from the center of the nearest curb return or, where there is no curb, from the edge of pavement, in such a manner as to materially obstruct or impede vision from passing automobiles.
23.08.074 - Regulatory Conclusions—Traffic, Parking and Pedestrian Circulation. (G) The proposed development provides inadequate sight distances for motorists and pedestrians entering or exiting the property.
(H) The proposed development interferes with off-site circulation safety or efficiency.
August 25, 2026 Item 14
2 California’s AB 413 daylighting law is based on the same safety principle. It keeps parked cars away from crosswalks to improve visibility between drivers, pedestrians, and bicyclists.
Additionally, the staff report notes that the newly planted hedges “in time will grow denser and higher,” and that there are also additional shrubs planted within the public right-of-way along Luneta Drive and 14th Street.
Vegetation planted in the public right-of-way requires an encroachment permit if it will exceed 30 inches or interfere with sightlines, traffic or parking. Del Mar also prohibits encroachments that interfere with safe pedestrian passage, and City Policy 110 calls for a continuous minimum five-foot-wide “safe harbor” along the edge of the paved roadway.
23.28.040 – Prohibited Encroachments
4. Any Encroachment would create a trip hazard or other impediment that would interfere with safe pedestrian passage; and
5. Any Encroachment that would create an unsafe line of sight for pedestrians or motorists.
110 Private Encroachments into the City Rights-of-Way
1.c) Interfering with or not accommodating safe pedestrian passage (retention/provision of a continuous, minimum five-foot-wide “safe harbor” along the edge of the paved roadway is the standard applied by the City) Del Mar’s regulations consistently emphasize preserving sightlines and visibility at street edges to ensure safe passage for pedestrians. They serve a clear purpose.
Granting this variance would allow tall walls and fencing to remain in an already difficult pedestrian area and would normalize a build-first, seek-permission-later approach.
I respectfully ask the Council to deny Variance V25-002.
Thank you,
Janet Wilson
