holidays that traditionally fall on Mondays. The proposed 2027 City Council regular meeting schedule follows a Tuesday meeting schedule consistent with 2026.
Traditionally, the City Council takes a month-long summer recess. Consistent with the break timing for the last few years, staff recommends that the Council forgo the second regularly scheduled meeting in July 2027 (July 20) and the first regularly scheduled meeting in August 2027 (August 3), resuming meetings on August 17, 2027. If the City Council finds that a meeting is needed during the Council recess, the Council can call a special meeting.
Special Meetings
In years when the City’s two-year budget is developed, the City Council typically holds two special meeting workshops to support budget preparation. First, the City Council holds a Goals and Priorities Workshop early in the calendar year to establish the City’s priorities and work plan, which inform the upcoming budget development process.
The City Council then holds a Budget Workshop in May to review the proposed two-year budget and provide specific direction to staff informed by the Council’s goals and priorities.
The workshop dates will be set based on Council availability and the timing of the draft budget for Council consideration. The Fiscal Years 2027-2028 and 2028-2029 Operating and Capital Budget will be adopted at a regular City Council meeting before July 1, 2027.
Permanent Change to Council Meeting Days
Staff is seeking direction from Council whether to amend the DMMC (Section 2.20.040(A) to formally change Council meeting days from Mondays to first and third Tuesdays of the month.
Based on the direction from Council, staff would draft the necessary ordinance for Council consideration at a future meeting.
Proposed 2027 City Facility Holiday Closures
City facilities are closed each year in December and January for the following designated City holidays: Christmas Eve, Christmas Day, New Year’s Eve and New Year’s Day. In past years, the City Council authorized staff to close City facilities for additional days around holidays when it is practical to do so. For several years, City Hall and the Public Works Administrative Office have been closed to the public between Christmas and New Year’s holidays. This closure covers normal paid City holidays and additional non-paid days between Christmas and New Year’s, which is historically a slow time of year for the City.
In 2027, the observed City holidays fall on December 24 (Friday), December 27 (Christmas Day will be observed on Monday instead of Saturday, per the City’s Personnel Rules), 31 (Friday), and January 3 (New Year’s Day will be observed on Monday instead of Saturday, per the City’s Personnel Rules). Staff proposes additional non-paid closure days on December 28 (Tuesday), 29 (Wednesday), and 30 (Thursday), 2027. City Hall would reopen to the public on Tuesday, January 4, 2028.
If the recommendation is approved, staff who choose to work on the additional non-paid closure days can do so or use accrued leave to take additional time off. Although City Hall and Public Works Administrative Office would be closed to the public, City field operations 2 October 20, 2026 Item 10

would continue as normal, and beach maintenance, public safety, parking enforcement, and public works field staff would still provide a standard level of service to the public during that time.
As in past years, if approved, staff will notify the public of the holiday closure dates via several channels, such as sending out eblasts and including it in the Del Mar Weekly, posting the dates on the City website calendar, posting signs on the City Hall front doors, making announcements at the December Council meetings, noting the closure on Google, and providing notifications through the City’s social media.
FISCAL IMPACT:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DEL
MAR, CALIFORNIA, DESIGNATING REGULAR MEETINGS OF
THE CITY COUNCIL FOR THE 2027 CALENDAR YEAR
WHEREAS, Del Mar Municipal Code Section 2.20.040 Regular Meetings, Subsection A, states that “Regular” meetings of the City Council shall be held on the first and third Monday of each month in the City Council Chambers; and WHEREAS, Del Mar Municipal Code Section 2.20.040 Regular Meetings, Subsection B, states that “The City Council may, by resolution, designate another date, time, and location for a regular meeting;” and
WHEREAS, Council adopted Resolution No. 2009-40 establishing procedures for setting the Council meeting schedule on an annual basis; and WHEREAS, it is important that the public know and understand when the City Council will conduct its regular meetings; and
WHEREAS, it is also important that there be flexibility in the schedule of regular meetings in order to complete the City’s business; and
WHEREAS, as a one-year pilot program during calendar year 2026, the City Council held its regular Council meetings on Tuesdays instead of Mondays.
WHEREAS, Council desires to continue holding Council meetings on first and third Tuesday of the month which will be permanently implemented through the adoption of an ordinance at a future Council meeting.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Del Mar, California, that the City Council hereby designates the dates and times and location for the regular City Council meetings for the 2027 calendar year pursuant to the Del Mar Municipal Code and as described in Exhibit A to this Resolution, and directs the City Clerk to post the adopted schedule at City Hall and on the City’s website.
