CITY OF DELANO

STAFF REPORT
September 13, 2023
Agenda Item: 1
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Rosa Lara Rios, Finance Director
SUBJECT: Resolution of the Delano City Council to accept and approve the City of Delano’s Biennial Operating and Capital Improvement Projects Budgets for the fiscal years FY23/24 & FY 24/25.

Recommendation
Staff recommends that the City Council accept and approve the Biennial Operating and Capital Improvement Project Budgets for the fiscal years FY23/24 and FY 24/25.

Discussion
The City is facing a number of future pressures such as capital improvement projects; rising costs of health insurance and pension benefits; labor obligations for the City’s employees’ bargaining units, legislative action changes, and unfunded state mandates. A containment strategy is necessary to maintain a manageable financial position and to address known and unknown financial challenges, program needs, and economic downturn. Strategic planning and review will be critical since the City is facing many requests.

The budget committees reviewed and analyzed thoroughly all requests. Based on the recommendations from the budget committees, city staff prepared the biennial budget for FY 23/24 and FY 24/25. Its anticipated guidance to prioritize spending will be critical to ensure financial stability in these next couple of years.
