STAFF REPORT
November 6, 2023
Agenda Item: 3
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Roman Dowling, PE, Public Works Director/City Engineer SUBJECT: Award of Contract for the “2023 Urgent Schuster Road 16 Inch Water Main Replacement Project” to JM Pipeline from Bakersfield in the amount of $351,544.40.00 and authorization for the City Manager, or her designee, to sign the construction contract and any other documents needed to complete the project.
Recommendation:
Award the Contract for the “2023 Urgent Schuster Road 16 Inch Water Main Replacement Project” to JM Pipeline from Bakersfield in the amount of $351,544.40.
Discussion:
The 16-inch water main on Schuster Road, installed approximately 25 years ago, is suffering from longitudinal cracks, causing large water leaks and disrupting the industrial water customers in the area. The project includes the removal of the existing 16-inch water main, the installation of 1,320 lineal feet of new 16-inch PVC water main with three new fire hydrant assemblies, all of this on Schuster Road east of Randolph St.
Additionally, it is necessary to remove and reconstruct the damaged curb and pavement from the last blowout.
Three (3) Bids were received and opened on October 19, 2023:
Contractor Total Base Bid Amount
JM Pipeline $351,544.40
JT2 Inc (Todd Companies) $491,220.00
Lyles Utility Co. $515,187.00
Staff has checked the bids and verified that the low bid submitted by JM Pipeline is complete and fulfills requirements.
Fiscal Impact:
A contingency of $35,000.00 (10%) is requested, bringing the total possible project cost to $386,544.40.00. A new appropriation of this amount from the Water Fund is requested with the project line item labeled “2023 Urgent Schuster Road 16 Inch Water Main Replacement Project.”

This was largely due to the many changes to the system affected by the addition of wells, treatment plants, and pipelines, that would have rendered the document outdated as fast as it was drafted. The timing is better now with more robust infrastructure that will benefit from the fine tuning and the future planning of its growth. This proposal includes a new atlas map with the entire water system, a hydraulic model to assist in identifying weak points in the network of pipes, tanks and wells, and a comprehensive Water Master Plan to guide development into the future as it pertains to water infrastructure.
MKN & Associates, Inc. is a civil engineering consulting firm located in Bakersfield, CA, with a focus on water and sewer projects. MKN has been assisting the City of Delano for several years, including preparation of the City’s Urban Water Management Plans and several other water projects, which has made them familiar with the water system.
FISCAL IMPACT
Sufficient funds to cover the amount of $102,037.00 are in the current Water Fund under account number 73-5524-720, Profession/Technical Services; it is recommended that $10,000 be approved from the same to include a contingency and that authorization be granted for the City Manager to execute the agreement and any other documents needed to carry this project to completion.

RE: City of Delano – Atlas Mapping, Water System Hydraulic Model, and Water Master Plan Roman,
Michael K. Nunley & Associates, Inc. (MKN) is pleased to provide this proposal to assist the City of Delano (City or Delano) in updating the City’s atlas mapping, developing a water system hydraulic model, and preparing a Water System Master Plan (WMP).
Background
The City operates, maintains, and manages the water supply and distribution system (in northern Kern County) for the benefit of approximately 50,000 City residents. The City’s groundwater supply is drawn from the Kern County Groundwater Basin through 15 active wells. Water is conveyed from the wells to customers via 120 miles of distribution system piping that ranges in size from 4 to 16 inches in diameter.
The City currently operates five storage and pumping facilities that have a total storage capacity of 10.6 million gallons and pumping capacity of 8,950 gallons per minute (gpm). All facilities are monitored by a Supervisory Control and Data Acquisition (SCADA) system, which activates wells and booster pump facilities based on storage tank water levels or pressure at selected locations in the distribution system.
Water Treatment facilities are also located throughout the system and provide treatment for contaminants such as arsenic, nitrate, and 1,2,3‐trichloropropne (TCP).
Development of a WMP would help the City with updating mitigation fees, assessing impacts from proposed developments, analyzing system performance, and identifying improvements to increase system reliability. In developing the WMP, MKN will:
Update the City’s atlas maps;
Identify the limits and characteristics of the existing waterservice area (acreage, land use, existing and future demand conditions);
Describe the distribution system based on available existing information (maintenance records and as‐built plan information);
Develop a water system hydraulic model; and
Analyze the hydraulic capacity of the infrastructure.
Based on both existing available and newly developed information (including the hydraulic model), MKN will determine the needs of the service area, identify existing and future deficiencies, and develop the recommended distribution system improvements for the City to incorporate into Capital Improvement programming.

Deliverables:
Data needs list in electronic PDF format
Assumptions:
City will provide all necessary data for model development including the City’s GIS (currently understood to be used only for work order tracking in the MMS system) Task Group 300: Atlas Map Update
MKN recommends updating and improving the existing atlas map information as the first step for this project. We understand that the existing atlas maps are schematic in nature and require updating in order to be both accurate and useful for reference and modeling purposes. The existing atlas maps are generally limited to depicting the size and approximate location of the water mains and valves and do not contain parcel information (e.g., APNs, zoning, addresses, etc.). Obtaining additional physical system and parcel information will be a necessary part of the atlas map update as well as the hydraulic model. It is understood that significant development has occurred within the City’s water system since the time of the development of the atlas maps. These developments need to be included in the update. MKN proposes to use GIS when developing the updated atlas mapping.
1. Prepare Project Basemap: Acquire current GIS parcel mapping for the City from the County of Kern (including assessor information such as street address, zoning, owner, etc.). The basemap effort will also include downloading existing aerial photography (ESRI World Imagery basemap, USDA NAIP California 2022 60 cm, and/or other available source);
2. Atlas Map Updates: Update the model networks with new facility information. The following sources of information will be used to fit the existing model data to the real world:
Roman Dowling, PE
a. City input regarding known inaccuracies and system changes; b. As‐built plans (it is estimated that 45 plan sheets will be reviewed and scanned); c. Google Earth and Street View to approximately map pipes, valves, and hydrants; d. Field review with City operations staff to mark‐up atlas maps; and e. GPS survey to collect ground elevations at valve locations (assumed to be collected as part of the Sewer Atlas Map, Hydraulic Model, and Master Plan ‐ scoped separately).
3. Digital Atlas Creation: Create the system layout in GIS format, fit the components (e.g., pipes, valves, and hydrants) to the Kern County basemap, and determine the level of detail to be mapped and included on the updated atlas maps.
4. Atlas Map Deliverables: Prepare updated atlas maps in PDF format, AutoCAD (version to be determined by City), and Google Earth’s KML format. MKN will prepare draft and final versions of the digital atlas map for City Review.
Deliverables:
Atlas Maps formatted for 11x17 hard copy printing in electronic PDF format and Google Earth .KML format Assumptions:
MKN assumes that 45 plan sheets will need to be added to the atlas maps. Should the actual number differ significantly, this effort will need to be reevaluated.
Task Group 400: Hydraulic Model Development and Analysis Task 401 | Water System Mapping
MKN’s understanding is that the City doesn’t have their water system data stored in any Geographic Information System (GIS) or in a hydraulic model. Therefore, in order to develop a functional hydraulic model information such as pipe geometry, elevations, pipe diameter, pipe material and pipe roughness coefficients, and water demands will be needed. MKN proposes to develop a hydraulic model by completing the following tasks:
Develop GIS mapping of the existing water system with all active system facilities including elevations; and
Import newly developed network into WaterCAD.
The benefit of developing GIS mapping of the existing water system is that it allows a streamlined development of the model and allows for future expansion of the GIS for other City purposes. Creating a schematic network in GIS will also allow for ready incorporation of any future modeling/master planning effort into the GIS after completion. And finally, a GIS based model will allow easier integration of outside public agency information (e.g., Kern County GIS data). Once developed, the GIS basemap will show:
Water pipes with diameter, material, and length;
Valves with valve numbers;
Hydrants with number, street location, and available flow (based on model); Pump stations with name and flow rate;
Wells with name, depth, static level, and pumping capacity; and Storage tanks with name, diameter, height, and volume.
Roman Dowling, PE
Task 402 | Water Demand Analysis
To develop the water demands for use within the hydraulic model, MKN will review the City’s monthly water billing usage information (by usage type and total) for the past five (5) years. The billing data will be used to determine the average daily demand (ADD) for all users within the City’s service area. It is assumed that the City will provide MKN with an export from the billing system (similar to what was done for the 2020 Urban Water Management Plan, Annual Water Supply and Demand Assessment [AWSDA], and Annual Water Audits) that will contain the following information:
Account number
Monthly water usage
Site address
Meter type/size
Assessor’s parcel number (if available)
In addition, MKN will review the City’s production data for the past five (5) yearsto identify peaking factors for maximum day demands (MDD) and peak hour demands (PHD) for existing and future conditions.
Task 403 | Water Demand Allocation
Once the demand analysis task is complete, MKN will assign each water billing account to a GIS parcel layer based on site address or Assessor’s parcel number. If the location and/or APN information is available within the water billing system, this task can be automated. However, it is anticipated that the City’s assistance will be required to resolve any discrepancies that arise when assigning account information to parcels.
Once the GIS parcel layer is assigned with both billing account and ADD water usage information, MKN will create a “Water Demand Allocation” GIS polygon layer to identify parcels that are located within a proximity of watersystem nodesin the hydraulic model. Each water demand polygon area will be assigned with a water system model node identification number and water usage will be summarized. This process will allow automated assignment of calculated demands to hydraulic model nodes throughout the water system.
This allocation method has been successfully applied to other water distribution modeling/master planning projects that MKN has worked on for other public agencies. Once the demand allocation process has been completed, MKN will import the ADD water usage data into the hydraulic model.
Task 404 | Future Development and Expansion
MKN will work with the City to determine the potential growth and/or redevelopment areas for the City.
It is assumed that the City will provide information with respect to where growth is anticipated to occur and the number of potential units and/or land uses. MKN will develop a GIS layer to document the locations of growth, which will also be used to assign the future demands into the updated hydraulic model. Conceptual facilities will be sized to serve the projected growth areas and included in the model analyses. City input will be key in identifying the conceptual facilities. Multiple scenarios will be analyzed based on the anticipated growth and variations in projected demands.
Roman Dowling, PE
Task 405 | Model Parameter Settings
With the water system network and water demand information imported into WaterCAD, additional modeling parameters will be configured. It is assumed that tank level and pump curve information is available from the City and will be provided to MKN to update the hydraulic model. Modeling elements that will require additional configuration in WaterCAD include the following:
Storage tank operating levels;
Booster stations (including pump curves); and
Production well (including pump curves).
Task 406 | Water Model Calibration
To confirm system pressures in the hydraulic model, it is recommended that fire‐flow testing (by others) be completed in the field at designated locations throughout the water distribution system. During the fire flow testing, tank level(s) will be recorded and it will be requested that well pumps/booster stations be turned off (if feasible) to limit the variables affecting flow and pressures within the water system. MKN will provide the City with the recommended testing locations and requirements for completing the fire‐ flow testing and it is assumed that the City personnel will complete the field testing to acquire the requested calibration information. MKN will use the model to predict system pressures at the testing locations and compare those values to the results of the field‐testing data to calibrate the model.
Task 407 | Hydraulic Analysis
MKN will coordinate with the City to define the design criteria used to: 1) evaluate the existing water system, 2) identify deficiencies to serve existing and future demands, and 3) develop recommended system improvements to address identified deficiencies. The analysis will also include evaluation of existing supply, storage, and distribution facilities.
With a hydraulic model developed for the existing water system, MKN proposes to run the following simulations to identify pressure, flow, headloss, and velocities issues for both existing and future demand conditions:
Existing Demand Conditions:
Average Day Demand
Maximum Day Demand
Maximum Day Demand plus Fire Flow
Peak Hour Demand
Capital Improvement Projects for Existing System Deficiencies Future Demand Conditions:
Average Day Demand
Maximum Day Demand
Maximum Day Demand plus Fire Flow
Peak Hour Demand
Capital Improvement Projects for Future System Deficiencies Roman Dowling, PE
MKN will use the results of the above‐noted evaluation to develop a 20‐Year water infrastructure implementation plan with a prioritization schedule. This infrastructure implementation plan can be used by the City to program improvements to address current deficiencies into City planning documents and budgets.
Deliverables:
City Water System data in GIS format
GIS parcel layer with water account information and future development areas Water model in Bentley WaterCAD Connect Edition Version 10 Assumptions:
City will provide all necessary data for model development City will perform the required fire flow testing for calibration purposes Task Group 500: Water Master Plan Development
Task 501 | Capital Improvement Plan
MKN will develop a capital improvement program for the existing water system that will include capital projects needed to: 1) resolve existing system deficiencies (if any are identified), and 2) accommodate future expansion (next 20 years). MKN will develop a project list identifying the size and location of required facilities, priorities, possible cost‐sharing between existing and future users, triggers (e.g., what demands or which number of equivalent dwelling units), and estimated project schedules.
Estimated construction costs for the improvements will be developed based on current market cost information and recent local bid costs from similar projects. The costs will also include estimates for project administration, design, construction management and project contingency. In addition to capital projects, the project list will also include costs and recommendations for renewal/replacement of existing facility components to maintain system condition. For example, MKN will include recommendations for regular pipeline replacement and repair. MKN will develop overall figures depicting the locations of the recommended CIP projects for existing and future conditions and individual CIP sheets showing location of CIPs, prorated project cost, and assumptions related to the cost development.
MKN will submit a draft water system CIP to the City for review and comments and meet with the City to review the draft CIP. Comments from the review and meeting will be incorporated into the water system CIP.
Task 502 | Water Master Plan Report
A draft version of the WMP will be compiled to summarize the efforts and results for the tasks described herein. After a consolidated set of comments are received from the City, MKN will revise the draft WMP and present an overview of the findings and recommendations at a regularly scheduled City council meeting.
Roman Dowling, PE
Comments on the draft WMP will be integrated into the Final WMP. The final WMP will also include an Executive Summary of the goals, efforts and results of the project. One (1) hard copy and a PDF electronic copy of the Final WMP will be provided to the City.
Deliverables:
Draft Water System Capital Improvement Plan (1 PDF electronic copy) Final Water System Capital Improvement Plan (1 PDF electronic copy) Draft WMP Report (five [5] hard copies and one [1] PDF electronic copy) Final WMP Report (one [1] hard copies and one [1] PDF electronic copy)
OVERALL ASSUMPTIONS
MKN will be entitled to reasonably rely on the accuracy of data and information provided by or through the City and will use good professional judgement in reviewing and evaluating such information. If MKN identifies any error or inaccuracy in data or information provided by the City or determinesthat additional data or information is required to perform the services, MKN shall promptly notify the City.
ADDITIONAL SERVICES
The following services could be beneficial to the master planning process but are currently not a part of the proposed scope of work. Should the scoped work tasks identify the need for these additional / follow‐ on tasks, MKN will make a recommendation to that affect for City consideration and a scope and fee amendment submitted.

SUBJECT: Appointment of Real Property Negotiators for the City-Owned Surplus Property Located at Highway 99 and County Line Road (APN 410-020- 04)
RECOMMENDATIONS
Appointment Maribel Reyna, City Manager and Mark Hensley, Interim City Attorney as the real property negotiators; and/or alternatively, take other action related to this matter.
DISCUSSION/BACKGROUND
The Ralph M. Brown Act (Gov. Code, § 54950 et seq.) requires City Council meetings to be open and public. In very limited circumstances, portions of a meeting may be held in a confidential closed session without public or media attendance (Gov. Code, § 54954.2.) One such allowance is for real property negotiations to discuss price and payment terms. However, before such a closed session can occur, the City Council must identify its City negotiators, the real property or subject to discussion, and the person(s) with whom the City’s negotiators may negotiate.
Here, it is recommended that the City Council identify City Manager Maribel Reyna and Interim City Attorney Mark D. Hensley as the City’s negotiators regarding the City-owned surplus property located at Highway 99 and County Line Road (APN 410-020-04).
In accordance with Council direction, Ms. Reyna and Mr. Hensley would negotiate with proposers for the City’s outstanding second RFP to develop the property. On September 18, 2023, the City Council directed staff to reject bids for the first RFP for the property and readvertise a new RFP to ensure fairness in the bidding process. The City received the following bids for the initial RFP:
Bomar Partners $435,000
Jasveer Brar $300,000
Bowen Engineering & Environmental $115,000
Ranbir Bhatti $100,000
The deadline to submit proposals for the current, second RFP for the surplus property is November 8, 2023. This deadline was extended from the initial October 26, 2023, deadline, based on the Interim City Attorney’s recommendation that the Council receive more information prior to the submission deadline, and it may be recommended to extend the deadline one more time.
