ITEMS FROM THE PUBLIC
1. Roberto Ibarra – “Good evening. Roberto Ibarra, Delano resident. My fight is against taxes.
You're raising taxes. I got 530, so don't skip my minutes. My fight is against taxes. So why is the reason in and out left town? Now you have an empty building. What's going to be the outcome of that? I mean, somebody's getting crazy with taxes. And now we have the new one that has come about, the SB 1421 mileage tax is coming up. I mean, where are we getting? And then we have the Delano beautiful Delano make Delano beautiful, another tax on top of the tax that we have.
We pay the 8%, I believe. And so where are we going to go? I mean, people here in this area makes about low income. I'm pension. I only get, what is it? 14,000 a year? Not even to pay my rent. So I have to live with somebody, otherwise can't make it. People commute to jobs. How much does they make a year? 14,000 maybe, maybe less. And top of that, pay taxes, pay rent, pay whatever insurance, if they have a house. Where are we going to go? Something's going to give up. This is nonsense. The greed on this nation is getting out of hand. It is getting out of hand on this nation. Somebody is cuckoo because I guess when they die, they want to take their money with them to wherever they're going to go, but they're not. So that's not the way to make things, to make citizens be able to consume and enjoy their life instead of just being enslaved. So, I hope you guys reconsider your, make Delano great again and able to take something about the mileage tax. SB 1421. Thank you.”

Item No. 10 pulled by: Roberto Ibarra
Reason for pulling item: “Roberto Ibarra, Delano resident. I'd like to know on the approval of number 10, because I'm too sure on where's it going to go or is it going to be a way in which we can go underneath the Pacific freeway, what is railroad? So in order to go underneath, over it. Is that what it is? I don't know. So please.”
Staff report provide by Public Works Director Nunez.
City Manager Reyna – “Honorable Mayor and Council, if you recall, this is artwork that was proposed by Caltrans to conduct in the city. Council approved the design. The artists came, they installed the artwork, and this item is just ratification of that. So, it has nothing to do with the road or the infrastructure. It is purely the artwork that was already been performed.” Mayor Solorio Ruiz – “Does that answer your question, Mr. Ibarra?” Roberto Ibarra – “Partially. Well, it's not my desire. My desire is to have clear the Pacific Railroad.
That's my desire. That is my desire. My goal, so you guys can clear the path to over, under the freeway on Cecil Avenue, Garces, and then Albany. No, excuse me, not Albany. County Road. I mean, we got to have a better commute, better communication. If the railroad happens to stall in the middle of nowhere, what's going to happen? And like it did one day, one time last year, cars on Garces were stalled. They didn't know where to go until I directed them to go around under the pathway and so they can make it back to on this side of town. Okay.”

Item No. 15 pulled by: Mr. Roberto Ibarra
Reason for pulling item: “I just want to know what is the definition of the declaring its intension to establish a community facilities district and to authorize a levy of special taxes? If we got to go back to the taxes.”
Staff report provided by City Engineer Rodriguez.
Roberto Ibarra – “Where located? Where is it located because it's too fast.” City Engineer Rodriguez – “Going to show you right here on my Google Maps really quick. It's phase two of the ... So, phase one was just northeast of that caddy corner, but now we're talking about this Lshape.” Roberto Ibarra – “So it is an empty lot.”
City Engineer Rodriguez – “They're currently constructing phase two of that subdivision right now.” Roberto Ibarra – “Yeah. Oh, okay. I thought it was something that has to do with the community on the sports."
City Manager Reyna – “So honorable Mayor and Council Members, this is just taxes that are assessed to those home buyers to maintain common areas and such of that neighborhood.” Robert Ibarra – “Which is the shrubs that's around the…” City Manager Reyna – “The fencing, the walls. The shrubs, yes. The common areas.” Roberto Ibarra – “Okay. On that regard, I would appreciate it if whoever you sent for the crews that when you send them and when they do the maintenance, not to leave the trash, the shrubs all over so that the air or whatever leaves it, they just leave it on County Line and Quail Run, it is a mess. They did cut the shrubs or stuff like that. They let countless amount of leaves. And I appreciate it when they do the maintenance. Pick them up, please.”

REGULAR AGENDA
16) Discussion and direction regarding a request for a City sign declaring the Robert F.
Kennedy Football 2025 CIF State Football Champions Division 3-A Mayor Solorio-Ruiz – “Can we get a staff report, please? But before we do that, so first and foremost, this was an item that was brought forward by myself, by others on the council, by community members, of course, those in the audience. And the idea behind this was to honor our students and our young people in Delano who have done extraordinary things in terms of state champions, the trip that they've won. And of course, the item does say RFK football, but we have extended it to, of course, also include our band, to also include our CCHS baseball team as well. And so with that being said, staff report. And you're going to hear from the staff report in regards to this item. There was some communication that we received from Caltrans about the attainability of a sign, and so we're going to further hear from it and then go from there.”
City Engineer Rodriguez – “Thank you again, Honorable Mayor, City Council. Quick staff report for you. So staff started looking into options for this sign placement, as was discussed prior. Going through the Caltrans encroachment permit, looking at state right-of-way or public right-of-way along public roads proved to be difficult, as well as looking at the California Manual of Uniform Traffic Control Devices for specific signage along roads. So, at this time, for this sign that's proposed or thought of and to be discussed, we are going to propose another alternative for City Council to recommend, and that is the staff report. If you guys have any questions as to the specifics for the manual or the encroachment permit process with Caltrans, we're happy to answer any questions.” Mayor Solorio-Ruiz – “Thank you. That was good. Thank you. And so before we open it up to public comment, what was being proposed initially was like a street sign, green street sign, the ones that we see near the freeway area that says home of the state champions, et cetera, and the listed student groups that were involved in those state championships. But what we're going to go ahead or what I'm going to go ahead and propose today as well with the involvement of city staff, we talked about it, the discussion on a billboard that will still achieve the same thing, displaying the same thing, but on a billboard. So with that said, we'll go ahead and open it up to public comment. If there's anyone in the audience that wishes to speak on this matter, please come forward.”
Frank Herrera, Jr. – “Excuse me. It'll take me 30 seconds to get up there, but anyway, the words will be valuable. Frank Herrera, longtime Delano resident, current member of the elementary school board for 22, 23 years. I'm in favor of the concept of the sign. However, it ends up being done. Well, first of all, thank you, Mayor, City Council, City Manager, and staff. I'm in favor of the concept because Delano is a unique community and there's a lot of positive things that happen in this community. And many times our residents don't even know what's happening. And while I was working for the US Department of Labor for quite a few years and I traveled the United States, I noticed in towns and cities, they had signs that would announce their accomplishments, state championships, individuals that were born and raised in that little town, and now we're playing Major League Baseball or NBA basketball or whatever. They were proud of the accomplishments of their students. So, I called the mayor and I proposed, ‘Well, why not have a sign for a Delano? We need to acknowledge the positive things that happen in Delano.’ So, he ran with the idea, spoke, and thank you, Madam City Manager for helping out. Now it seems like there's more hoops to jump through, but I hope that you still support it and go with the concept. It's rare to have a state champion in football in your town, just as rare as having a state champion in basketball, or excuse me, baseball in your town. We have, what is it? Our band from Cesar Chavez High. Is it three years in a row that they've won the state championship? I mean, you put this sign up just wherever the part for the high school band is at an extension because as long as Mr. and Mrs. G are with the band, you're going to have more and more years to add onto that sign. So you need to ... My point is it's a positive thing. And if we do not acknowledge the positive things that we do in our community, nobody else is going to do it. We probably had the best running back in the county this year for football, and yet when the Bakersfield, Californian acknowledged the best football players in the county, he wasn't even mentioned. So that's why I'm saying let's do it. Let's support it. In the elementary, we've done a lot of things. At my last board meeting, six of our 12 schools in the district were acknowledged by US News and World Report. The New York Times acknowledged what we do in the district. There's a lot of positive things, and since we don't have a newspaper, we've got to have a way to announce things. And just move Delano forward. Thank you. I will summarize and just say anytime that we can acknowledge positive things in our community, we are one community. Let's stand behind them because one good thing, acknowledgement, everybody can celebrate it. It's not one side of town or the other. This is for everybody. Thank you for your time.” Pastor David Vivas – “Good evening, Mayor, council members. Pastor David Vivas here in Delano. I would like to just concur with what Mr. Herrera just said. Here in the last year, year and a half, I've been in conversation with former athletes of Delano High School. One of them is Mr. Nolan Schaefer, who is a graduate of Delano High 1950 and Homer Montalvo, class of 1952. Of course, Gary Gerard, the late Robert Aguilar. I can go on, Monte Marshall. And Delano has got a rich history of athletes. Just recently, I was speaking with Misael Zaragoza, class of 1961. He said that Delano was known as the city of champions because of the various athletes that had come out of Delano. And I think we all know Leaman King, the late Leaman King, who went to the Olympics, as well as Lon Spurrier. And these individuals set world records. These individuals were in Australia at one time, and the Mayor of Australia and Sydney had come out, and Tom Bradley was there, former mayor of Los Angeles. And there was a representative from Delano in that city. This is how the story was told to me. And the Mayor of Sydney came out, found out who these individuals were, and asked the person from Delano, how many individuals came out of your city that went to the Olympics? He said two. And he asked Mayor Bradley, how many came out of your city went to the Olympics? He said one. So, by comparison in our cities, we could see that Delano, we see how they had got labeled the city of Champions. So, I'm in favor of whatever signage that the City Council approves of, whatever the sign looks like. I would encourage you to also include on there that this is a city of champions, not just state champions, but also national champions. We've had competitions, individuals from this city that went on to the national competitions and won. They used to have a marble competition and young people had won, went to the national level and won; also bowling.
So these individuals that I spoke to that have a history in Delano explained to me the various accomplishments of classmates during their times and all of the things that they had reached achieved from the state level to the national, as well as the Olympics. And so again, if you would consider just putting in there the ‘City of Champions,’ I believe that Delano has a lot of things to be proud of, and that's one of them. Thank you.”
Mario Millan – “Mario Millan, head coach at Kennedy, live in Bakersfield, but I've been here for the last my lifetime. I was born and raised in Richgrove. Been there for 30 years working. So I obviously have a vested interest in all this. I know that you will accomplish this task, not worried about that not happening.
I think you guys are going to get that done. All I ask is that you also put together whatever backing is going to be needed to maintain this sign. So decades from now, it's going to be still going to look as great as it did on day one. I'm hoping that's kind of all factored in. And I know obviously you guys will take care of all that, but there's something that really resonates with me that when we talk to recruiters that come by and talk to us, and they are very open about saying that Delano is a flyover place. And I always thought, what does that mean, flyover? We mean we're a flyover place. It's just from point A to point B, they run right through Delano. And that's recruiting when it talks to athletics. We stop in Bakersfield. We might stop and by Visalia, but we're on our way to Fresno. We just happen to be driving through Delano.
And that kind of bothered me when they talk about that because in essence, you're saying we don't have what you need here in this town for you to make the stop. And so I think just when we talk about signage and being proud of what we have and the kids we have in this town, that's going to allow for those things.
Those are the curiosities that you can build that people can come by and say, "Hey, well, wait a minute, what's going on here?" Whatever we're talking to, whether it's music, whether it's baseball, athletics, whatever it is, it doesn't matter. The point is when you start really showcasing who you are, there's going to be more opportunity for other people involved. And let's talk about the city in general. You're going by, you see this magnificent sign of the accomplishments here. Hey, let's stop and have lunch. And those are the things that grow. And so I hope that when you consider this, that you're looking at it from the standpoint of making sure that Delano is not a flyover city anymore, that this is where people want to stop because they see the accomplishments having been raised in Richgrove. I graduated from Delano High School. We saw all the bad. We know the stories. You live in Delano, you were from Richgrove, and you hear these stories all the time. And we're finally at a point now where I believe, having seen all that, that now we have a lot of accomplishments. And it's about the time we start showcasing those things.
Whatever that means, I don't know, but it's about time to start showcasing all the pauses that occur here just so that people can say, "Hey, maybe I do want to go to school there. Hey, maybe I do want to live in Delano." We have a lot of people in Delano in this area that stay here, that never leave. How about bringing some more people in? And doing that by showcasing what we have to offer. So I'm all for this sign. I hope that you guys pull this off. I know you will. I hope it's going to be a great magnificent thing.
I'm hoping it's going to be one of many signs as you pass through and just reading and reading all these accomplishments that you go through because eventually it's just going to really bode well for the community as a whole. And so I'm proud of the fact that this has come up as an item. I know you guys are going to make this happen. I think all these kids deserve it and I think the community deserves it. Thank you.”
Terri Gonzales – “Mr. and Mrs. G. First of all, thank you. What an honor. It's very, very exciting.
Billboard's a great idea. There's not a group I would more love to share with than the RFK football team.
Mr. Millan and I have had several discussions about what we think it takes to have a quality group of kids that could achieve at a state level. And we agree, even though it's band and sports, two very different things, that it's consistency, that it's high demands and high expectations, and that from six o'clock in the morning until six o'clock at night, you never change your expectations and look at the great results. So, I just commend you. I can't wait. It's very exciting and I'll make sure and drive back and forth and back and forth to take a look at it once it's completed.”
Alex Gonzales – “You know how my partner has that water tower? And they have a movie too, right? Well, I think Mario Millan's a great friend of mine, and we've talked football for years, over 30 years, and I'm really proud of what he's accomplished with the kids here in Delano on the west side and working in Richgrove along with Mario and for Mario for many, many years. The Richgrove kids coming into this community and offering some amazing talent and being part of our organization, which is almost 30% of our organizations for our students. I just think it's this time that we celebrate the youth of our community and the accomplishments of what they've had and what they've done. And this is just the beginning, you know what I mean? And I think that, yeah, the flyover city thing Mario talked about. Yeah, this has to be a destination now. And so I think that great groups that produce great, great, great results, I think should be celebrated and honored. And I don't know if that billboard doesn't work for Caltrans, maybe we can get that arch like Buck Owens has right there, man, that something, something that works and something that just celebrates our community because it's Delano, California now. All right? That's what it is about.”
Mayor Solorio-Ruiz closed public comment.
Council Member Morris – “Okay. I couldn't be any prouder of our schools than all the accomplishments that they've accomplished in the past. I know, the band, I don't know how much they work and how hard they work to accomplish what they've accomplished. There's three straight national championship, not national, but state championships in a row, what an accomplishment that is. And I know it takes a lot of hard work and the hard work of the students because I know how early they have to get there and how late they have to practice. And it requires a lot of effort as well as the football teams from RFK and their accomplishments. And you know what makes me even prouder is when I pass by the schools and I see a big sign that said distinguished school, that's what really makes me really proud because it's the effort of not only 60 people on a team or 150 people on a band, but it takes the requirement to the entire school.
And what an honor to have something like that, to earn that accomplishment. And so it makes me proud when I go by the school and I see distinguished school on there on any of our schools. And what's even ...
I think what we really need to do is each school needs to celebrate their school and they need to put up a billboard somewhere and says, we are the champions or we've accomplished this so that people, when they drive by, they say, "Hey, look, look at here." And every time we pass by it, we could be proud all over again. And so, because for me, that's what it is. Every time I pass by the school and I see the size up and what they've accomplished and I go, wow, what an accomplishment for all of us. And we're sorry that there are a lot of hoops because when it comes to Caltrans, they're a tough agency, believe me. Nobody moves unless Caltrans moves. But in that respect, the nest next thing we can do, we can get a billboard up to accomplish that. And I don't know how long the billboard is up or how long it stays up, but I hope that we all can remember and be proud of what our city has accomplished. Not only as our schools accomplished that, but as wide of our city has accomplished, we have accomplished a lot in the last 10 or 15 years and Delano isn't the Delano. It used to be 10 or 15 years ago. And so, we are proud. We are a proud city and we're proud of what our schools have accomplished. We're proud of what the city has accomplished because we have done a lot. We have done a lot and we need to thank our city staff for their hard work and our councils that have been serving as council members to make sure that those things are accomplished. We can lure people here from different places, "Hey, come to our city because we really need this in our town." And so that's why you see so many things open because we're constantly meeting with people trying to get them to come, regardless whether it's Target or regardless when I first came on the board 18 years ago, we didn't even have Walmart there. And so now that you look out there and you say, "Gosh, that's a whole different city out there now." But how proud I am of our community, how proud I am of our city and the things that all of you have accomplished because it takes all of us. It takes a whole city and a whole community to make a city great. And I think that's where we are. I think we truly are a great city and we have great people and great students. So proud of them, so proud of all of you guys and your hard work. So, thank you for all that you do and all that you contribute to our community.
Thank you.”
Council Member Osorio – “Yeah, thanks. So, first of all, I just want to start off by saying that I'm fully in support of expanding this initial discussion of recognizing just the football program, but now including also the band and the former baseball state champs from now a couple years ago, because this is a very personal issue. I think for those in band who've showed up previously, my wife teaches some of you or has taught some of you, Ms. Galvan. My cousin played on CC's baseball team. Another cousin would go to RFK's football games and just post about the progress they've been making. So, I'm fully supportive of uplifting these stories, uplifting your accomplishments and achievements because I think what the common theme that has emerged from the speakers today is that we're a city of champions and we have to give that recognition and we also have to honor the history and the ongoing ... Without being too repetitive, we want to acknowledge where we've been, but we also want to acknowledge where we're going. And I think a sign is just one way of symbolically doing that. Putting that aside, I know this is not the end of the discussion, but also want to make sure that we're clear on expectations in terms of what folks are in support of. I know right now there's this idea of a billboard, other folks are looking at something more permanent, and so just trying to find a balance of what that looks like because I feel like folks would love to see a billboard and you have to do the recurring payments there, but having something permanent as well, maybe it's long ... And in long-term, it's a bit more cost-efficient, but also is part of Delano in itself, but look forward to having that discussion.” Mayor Solorio-Ruiz – “Thank you. On terms of my comments, you are all seeing how government works in action and government is complicated as we heard in regards to the initial idea that we had and how Caltrans communicated their regulations and their specifications. And so, we're kind of navigating these waters, but ultimately the goal here is to uplift all of you, our young people, and of course, those who help them along the way. I was talking to some folks this morning, and there's so much bad happening in the world right now, and I think that it's very important, very important to our success as not only a community, but as human beings to be able to recognize when good stuff happen. I always say we need to toot our horn more in terms of the good that is happening in the City of Delano. We have so much good happening in terms of not only, of course, our band, our football teams, in terms of our baseball teams, but also academics. We are big into academics here in the City of Delano. When I hear that some of our young people are going to schools like Harvard and Princeton or wherever you may go, I think that is something that we need to uplift, that our young people are going off and doing phenomenal and amazing things and that this city is proud of you. And so this one thing of us doing this sign hopefully is one way to recognize to you that you matter in this community and that we want you here and that hopefully when you leave and you get your education, hopefully you come back and you serve your community, because that's very important and vital to the success of the city. And so, like I mentioned, at first we were thinking about displaying the green street sign that we can put near a freeway, and of course that wasn't doable.
And so what we are proposing, what I'm proposing tonight is a billboard, it is a billboard that it will be temporarily because billboards are temporarily unless, of course, the funds are extended, the contract is extended, but it is temporarily. Of course, down the line, we can absolutely look at different ways. Now that we know the roadblock of Caltrans, I think we can also dictate and talk to the superintendent and the school district to see what other ways we can dive into to uplift our young people in a more permanent way, but this is what's on the table right now to honor our young people and to uplift them. And so, I do have a motion to make, and of course, if my colleagues wish to amend it, by all means you can, or infer or ask other questions. I move to authorize the city manager to execute an agreement for the design, production, and installation and display of a recognition billboard honoring our state champions, the Cicero Chavez High School band and the baseball team and the Robert F. Kennedy High School football team as well to not exceed an amount of $5,000. Of course, if city staff sees that that is just not feasible in terms of the amount, then of course return back to council for direction to increase funds or you name it, but that is the motion on the table.”

COUNCIL STATEMENTS AND REPORTS
Council Member Bryan Osorio – “Well, hopefully the fog keeps updoing, but I know especially for folks attending high school, there's been a lot of fog delays. And so, for students and everyone making commutes either in Delano or out of Delano, please drive safely and that's it for me.” Council Member Alindajao – Absent
Council Member Morris – “Don't have much to report other than I did go to Sacramento last week for California League, and we did discuss some issues that we want to legislate for, and I'll bring that to council the next meeting and share that with you.”
“Just add that. Yeah, go for it. I will add that in the upcoming month in February, the Chamber of Commerce is having their crab beat on February the 21st. So, keep that in mind and keep that open. And so, you can go to ... There's a great event happening in our community.” Mayor Pro-Tem Nunez – Absent
Mayor Solorio-Ruiz - “Yeah, thank you. Thank you for representing the city in that capacity. Yeah. I don't have much to report on as well. Let me see. The only thing similar to what Council Member Osorio mentioned is everyone please be safe out there. It is absolutely insane in terms of the fog that we've been seeing, and unfortunately, the city council and the mayor can't dictate that. We can't make sure that that doesn't happen, but just be safe out there. We've seen some horrible accidents recently, and so please wear your seatbelt and drive safe for those of you who do drive. But other than that, that's all I…”
