CITY OF DELANO

STAFF REPORT
March 23, 2026
Agenda Item: 1
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Jerry Nicholson, Chief of Police
SUBJECT: Authorization to purchase two vehicles from Delano Chevrolet GMC and mobile radios from Motorola Solutions to support CalVIP Cohort 4 Crime Prevention program operations, utilizing CalVIP Cohort 4 Match Funds in a total amount not to exceed $111,548.14
Recommendation:

1. Staff recommends the City Council authorize the use of CalVIP Cohort 4 City Match Funds to purchase two vehicles from Delano Chevrolet GMC, consisting of a 2026 Chevrolet Trax for $31,256.69 and a 2026 GMC Acadia for $58,417.38, and to purchase two Motorola Solutions APX 8500 mobile radios for installation in the vehicles at a cost of $21,874.07, for a total project amount not to exceed $111,548.14. Staff further recommends the City Council authorize the City Manager, or her designee, to execute all related agreements and documents.

Discussion:

The City of Delano demonstrates a need to continue the grant-funded initiatives established in Cohort 4 of the California Violence Intervention and Prevention (CalVIP) grant program. The City has seen a marked decrease in violence and homicides in the last few years. The purpose of this grant-funded program is to engage with the youth and community of Delano in a way that encourages pro-social interactions in settings that nurture positive relationships with police and the community at large to reduce the risk and incidences of community gun violence.

The Crime Prevention Team currently shares vehicles with other professional staff that are reaching the end of their service life, limiting outreach, coordination with community organizations, training attendance, and rapid intervention efforts. Dedicated vehicles are essential to fulfill CalVIP responsibilities, including partner meetings and response to intervention needs.

The City of Delano’s Cohort 4 included a match requirement, which means that whatever money is expended from the awarded grant funds, an equal share of City match funds need to be expended by the end of the Grant Period. Failure to meet this match requirement will require the City to revert payment to the State.

The City publicly posted a Request For Proposals (RFP) for two vehicles to be used by the Crime Prevention Team on February 27, 2026. No bids were received prior to the RFP closing on March 12, 2026. Following the unsuccessful solicitation, staff submitted a Non-Competitive Procurement request to the BSCC, which was approved by the City's BSCC Field Representative on March 17, 2026, authorizing the City to proceed with the purchase outside of a competitive bid process. Staff proposes purchasing a 2026 Chevrolet Trax and a 2026 GMC Acadia from Delano Chevrolet GMC at a combined cost of $89,674.07, with each vehicle equipped with a Motorola Solutions APX 8500 mobile radio at a cost of $21,874.07 for both units including programming and installation.

BudgetImpact:

None. These funds have already been appropriated in the City’s Budget. $111,548.14 in City Match Funds will be used. A new Capital Outlay entry will be created within Account Code: 110-90000-111-G00038.

10.1 Evidence of collusion: Applicant represents and warrants that its proposal is genuine and made in the interest of or on behalf of any person named therein; that the applicant has not directly induced or solicited any other person to submit a scam proposal or any other person to refrain from submitting a proposal; and that the applicant has not in any manner sought collusion to secure any improper advantage over any other applicant submitting a proposal.

10.2 Any attempt to improperly influence any member of the City or evaluation team.

10.3 Existence of any lawsuit, unresolved contractual claim or claim or dispute between applicant and the City.

10.4 Evidence of incorrect information submitted as part of the proposal.

10.5 Evidence of applicant’s inability to successfully complete the responsibilities and obligations of the proposal.

10.6 Contact regarding this procurement with any City official, employee or evaluation team member other than the procurement contact from the time of issuance of this solicitation until a recommendation of award is made, is prohibited.

10.7 Applicant’s default under any previous agreement with the city.

11. CALIFORNIA PUBLIC RECORDS ACT
The City reserves the right to make copies of Applicant’s proposal available for inspection and copying by members of the public, (including proposals which may contain information the proposer regards as proprietary in nature), unless the City’s legal counsel determines that the information which the Applicant regards as proprietary may be withheld pursuant to applicable provisions of the California Public Records Act (Govt. Code Section 7920.000 et seq.) or other applicable state or federal law.

12.1 Accept a proposal in full, or in part

12.2 Make the selection based on its sole discretion

12.3 Reject any and all proposals

12.4 Enter into an agreement with another applicant in the event the originally selected company(ies) defaults or fails to execute an agreement with the City.

13. DOCUMENTS INCLUDED WITH THIS RFP
Attachment A: None.

14. CITY COUNCIL REVIEW AND APPROVAL
The final step in the RFP evaluation process is to provide recommendations with the City of Delano City Council at a public meeting; projected to occur on or around March 23, 2025. The City Council will be provided with the following for its consideration:
• A staff report prepared by the City of Delano Police Department with a recommendation by staff.

The City Council will be given an opportunity to deliberate on the matter and then take action to determine which vendor, if any, will be selected. The City Council may accept, reject or reweigh the evaluations in whole or in part. The City Council’s final decision shall not be decided based on any single factor listed above but based on the City Council’s independent determination as to which proposal(s) provide(s) the best value and offers the optimal combination of factors. The City Council reserves the right to further negotiate the specific requirements and compensation structure with selected vendor(s) in the interest of securing the best terms for the City and the public.

Board of State and Community Corrections March 17, 2026 Corrections Planning and Grant Programs Division
Attn: Michael Martinez, Field Representative
2590 Venture Oaks Way, Suite 200
Sacramento, CA 95833
Grantee: City of Delano
Grant Agreement: BSCC 1103-22
Grant Program: CalVIP Cohort 4
Grant Period: October 1, 2022 – March 31, 2026
Total Amount to be Encumbered: Approximately $111,548.14 RE: Non-Competitive Bid Justification: Two (2) Crime Prevention Team Vehicles Dear Mr. Martinez,
The Delano Police Department requests approval for a non-competitive procurement of two Crime Prevention Team vehicles under the CalVIP Cohort 4 Grant (Agreement No. BSCC 1103‑22). This purchase was approved in Budget Modification 3 (August 27, 2025) to be purchased with budgeted match funds.

Justification for Non-Competitive Procurement:

1. State cooperative contracts unavailable: Vendors under the California Department of General Services contract confirmed no vehicles in stock.

2. Operational necessity: The Crime Prevention Team currently share vehicles that are reaching the end of their service life; limiting outreach, coordination with community organizations, training attendance, and rapid intervention efforts. Dedicated vehicles are essential to fulfill CalVIP responsibilities, including partner meetings and response to intervention needs.

3. Time-sensitive requirement: All Cohort 4 encumbrances must be completed by March 31, 2026.

4. Competitive process attempted: After determining no statewide contractor availability, the Department issued an RFP. The posting closed on March 12, 2026, with no bids received, as confirmed by the City Clerk.

2 The vehicles will be unmarked or lightly marked SUVs and will be used solely for community outreach related to this program. Detailed quotes are attached. All non‑competitive procurement requirements will be followed and submitted.

CITY OF DELANO

STAFF REPORT
March 23, 2026
Agenda Item: 2
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Jerry Nicholson, Chief of Police
SUBJECT: Authorization to purchase a community outreach van from Quality Vans & Specialty Vehicles and a mobile radio from Motorola Solutions to support CalVIP Cohort 4 Crime Prevention program operations, utilizing CalVIP Cohort 4 Match Funds in a total amount not to exceed $131,828.02
Recommendation:

Staff recommends the City Council authorize the use of CalVIP Cohort 4 City Match Funds to purchase a community outreach van from Quality Vans & Specialty Vehicles at a cost of $120,000 and to purchase a Motorola Solutions APX 8500 mobile radio for installation in the Van at a cost of $11,828.02. The van will be purchased as a used Ford Transit chassis and upfitted by Quality Vans & Specialty Vehicles to meet the specifications of the Crime Prevention Team, for a total project amount not to exceed $131,828.02. Staff further recommends the City Council authorize the City Manager, or her designee, to execute all related agreements and documents.

Discussion:

The City has seen a marked decrease in violence and homicides in the last few years. Our strategy has shifted from focusing on interventions to focusing on prevention. We have identified evidence-based initiatives that will allow the City of Delano to engage with the Delano community in a way that encourages pro-social interactions in settings that nurture positive relationships with police and the community at large to reduce the risk and incidences of community gun violence.

Quality Vans & Specialty Vehicles was identified as the sole qualified vendor on the west coast capable of providing a fully upfitted community outreach van within the logistical, timeline, and funding constraints of the Cohort 4 grant period. The company handles the entire process inhouse, from design and manufacture to upfit, reducing administrative overhead and ensuring the vehicle is built to the department's exact specifications. A Non-Competitive Procurement request was submitted to the BSCC and approved by the City's BSCC Field Representative on March 18, 2026, authorizing the City to proceed with the purchase outside of a competitive bid process. The van will provide reliable transportation for equipment, supplies, and materials needed for events hosted in partnership with local organizations. These events play an important role in violence prevention by engaging residents, building trust with the police department, and connecting the community to vital resources and services available in Delano. By investing in a dedicated community outreach van, the Crime Prevention Team will be able to efficiently transport and stage materials, ensuring consistency and visibility at outreach efforts across the city. This investment strengthens the team’s ability to expand its reach, deliver resources directly to the community, and support the objectives of the CalVIP program through improved engagement, education, and collaboration.

BudgetImpact:

None. These funds have already been appropriated in the City’s Budget. $131,828.02 in City Match Funds will be used. A new Capital Outlay entry will be created within Account Code: 110-90000-111-G00038.

Spray Foam Insulation
QVSV uses spray foam insulation because it adheres to the surface of the vehicle and adds to the overall integrity. Spray foam is moisture resistant and doesn’t shift or fall inside the walls like bat insulation. Our spray foam insulation has an R-rating of 7 per inch. R-value is a measure of thermal resistance used in the building and construction industry. It is the ratio of the temperature difference across an insulator and the heat flux (heat flow per unit area). Higher R-ratings translate to better insulation.

Generator Installation
QVSV can do custom generator installation for any mobile application. We offer gas, diesel, and propane options that supply power at 120 or 240 voltages. We are a Cummins® Onan® certified sales and service center.

Subject: Sole Source Justification March 23, 2026
Dear City Council,
This letter is being written to justify the sole-source purchase of a community outreach and events van from Quality Vans & Specialty Vehicles at a total cost not to exceed $131,828.02.

Quality Vans & Specialty Vehicles (QVSV) is a unique provider of sole-source vehicles and trailers. Each unit is specifically designed and fabricated to meet the client’s exact needs and specifications as well as provide a versatile vehicle that is adaptable and updatable for years of reliable service. QVSV handles the entire process in-house ranging from design, chassis procurement, shelter box/building, manufacturing, upfitting and more to the exact customer specifications needed. Their in-house production team has skill sets ranging from metal fabrication, custom cabinet craftsmanship, electronics/installation and much more.

Quality Vans & Specialty Vehicles was identified as the sole qualified vendor on the west coast capable of providing a fully upfitted community outreach van within the logistical, timeline, and funding constraints of the Cohort 4 grant period. Since the company handles the entire process in-house, from design and manufacture to upfit, it reduces administrative overhead and ensures the vehicle is built to the department's exact specifications.

Thank you for your consideration,
Jerry Nicholson, Chief of Police

Sacramento, CA 95833
Grantee: City of Delano
Grant Agreement: BSCC 1103-22
Grant Program: CalVIP Cohort 4
Grant Period: October 1, 2022 – March 31, 2026
Total Amount to be Encumbered: $131,828.02
RE: Non-Competitive Bid Justification: Cargo Van
Dear Mr. Martinez,
The Delano Police Department requests approval for a non-competitive procurement of a cargo van under the CalVIP Cohort 4 Grant (Agreement No. BSCC 1103‑22). This purchase was approved in Budget Modification 3 (August 27, 2025) and will be purchased with budgeted match funds.

Justification for Non-Competitive Procurement:

1. Unique: Quality Vans & Specialty Vehicles was the only identified provider, based in the Western US, of vehicles to Governments, and similar entities. They handle the entire process from design, manufacture, and upfit, to our required specifications.

2. Operational necessity: The van will provide reliable transportation for equipment, supplies, and materials needed for events hosted in partnership with local organizations.

These events play an important role in violence prevention by engaging residents, building trust with the police department, and connecting the community to vital resources and services available in Delano. By investing in a dedicated Van, the Crime Prevention Team will be able to efficiently transport and stage materials to outreach and other community events, ensuring consistency and visibility at efforts across the city.

This investment strengthens the team’s ability to expand its reach, deliver resources directly to the community, and support the objectives of the CalVIP program through improved engagement, education, and collaboration.

2 3. Time-sensitive requirement: All Cohort 4 encumbrances must be completed by March 31, 2026.

The vehicle will be wrapped with CalVIP Crime Prevention Team-related graphics and will be used solely for community outreach, events, and engagements related to this program. A radio is being requested and included in this vehicle for the purposes of keeping the team informed during critical community gun violence incidents. Detailed quotes are attached. All non‑competitive procurement requirements will be followed and submitted.

Thank you for your consideration. Please contact me at (661) 709-8924 if additional information is needed.

Kind regards,
Christopher Niño, Administrative Commander
Delano Police Department

CITY OF DELANO

STAFF REPORT
March 23, 2026
Agenda Item: 3
TO: Honorable Mayor and Members of the City Council
FROM: Maribel Reyna, City Manager
By: Brandon Rodriguez, PE, City Engineer
SUBJECT: Approval of payment of Southern California Edison invoice for $128,197.15 for undergrounding and relocating the overhead power lines associated with the County Line Road and High Street Traffic Control Signal project and authorize the City Manager or her designee to sign any documents needed to complete this work.

RECOMMENDATION
Approve payment of Southern California Edison invoice for $128,197.15 for undergrounding and relocating the overhead power lines associated with the County Line Road and High Street Traffic Control Signal project and authorize the City Manager or her designee to sign any documents needed to complete this work.

DISCUSSION
The County Line Road and High Street traffic control signal project is progressing as planned. Staff are continuing coordination with UPRR and Edison to develop final plans, specifications, and estimates. This project requires the underground and relocation of overhead power lines that conflict with the proposed traffic control signal improvements. This traffic control signal is one of several along County Line Road that have been studied recently and deemed warranted to improve traffic issues along the County Line Road corridor.

FISCAL IMPACT:

A new appropriation of $128,197.15 from the Traffic Impact Fee fund 154 is requested to cover the Edison invoice, with authorization for the Finance Director to amend the current budget for this expense under existing project account 154-95000-232-P00016.
