ITEMS FROM THE PUBLIC
1. Roberto Ibarra – “Roberto Ibarra, Delano citizen, resident. I want to say something that I was approached by two juveniles. I guess they were working for the police so that I could purchase them beer. And I got upset because they came out to me in Spanish. So, they're targeting somebody, people who are, let's say, ignorant about the law or something, but that is coming deceitful approach. And I told them that I don't appreciate what they're doing. They're ruining people's lives. They ask me if they could buy them beer. And there was a police car right there on the cover car. And then around the corner there was two cops and my son said, "Look what they doing. Look, daddy, look what they doing.” See, I want that stop because they're trying to ruin people. They don't find my truck that was stolen, but yet they want to find out people who, I don't Agenda Item: 3
know, they want to ruin. I want that stuff. Now this presentation that these people they just gave in, I want them to take into consideration their guard says bridge. It needs to be widened. And when they do the operations or whatever work they're going to do, how much is the traffic delay like a mile long, even when the railroad crosses? Thank you very much.”
2. Fernando Bravo – “Yeah, Fernando Bravo, 1417 Belmont Street. Good evening, Honorable Mayor, City Council. I'm here on behalf of the senior citizens to represent them. We got together and we submitted to all the Council Members about the facility there at the seniors. Again, the heating had never been fixed and now the air conditioner is not working. So, the AC has been going on for about, I say four years already and we're just tired of it. And I submitted a petition with names from the senior citizens and the Zumba classes. And all the excuse that I get is that it's a part that's got to be ordered from Japan. I mean, this is going on too far, that it's a computer problem. I mean, what's taking so long, I mean, I know you guys can afford to have it fixed as soon as possible, but I just want to bring out you guys on the last board meeting of May the 4th, you guys approved $35,000 for fireworks. Why can't we get some money to fix our heater and AC unit? So that's my major complaint from the seniors and we hope we can get some results. Also, I want to give thanks to Pedro Nunez, who he had the City of Delano install another barbecue grill and planted three extra trees for shade. So, I want to give him thanks. Thank you, Pedro. So that's it.”
3. Pastor David Vivas – “Good evening, Council Members. Pastor David Vivas right here in Delano. Just wanted to say that we live in one of the greatest nations on planet earth, United States of America. Yesterday, May 17th, 250 years ago, actually yesterday in 1776, the Second Continental Congress declared a nationwide day of humiliation, fasting, and prayer. Just weeks before declaring independence, leaders urged colonies to see God's forgiveness, repentance of their sins, pray for divine guidance and protection and their struggle for liberty. And the proclamation asked Americans to collectively ask God, the Lord and giver of all victory to pardon their sins, bless their civil leaders and rulers and protect the continental army. The full text can be read in the Library of Congress. America has a very rich spiritual heritage in spite of what people would say. Our American schools don't teach American history in its full context where Christian faith is concerned. Now, the Bill of Rights, the First Amendment does not force government to impose religion upon the people. Actually, we have the establishment clause and government is not there to impose religion. And I'm so thankful that yesterday that the nation from the West Coast to the East Coast in various cities, they had such gatherings. Yesterday, I attended a gathering in Bakersfield where prayer was offered up and also many of the founding documents, the ones that you see posted on the walls right here, many of them were read. I was able to read four paragraphs of the Declaration of Independence and I was also given a challenge coin, which only 20 were made so far. And one hopefully is going to be given to the President of the United States so that they can make this available to American citizens, those who would like to have one as a keepsake. I was honored to have received one, one of the 20. And it has the National Seal on it. On the reverse side, it has the founding documents. It just has, really nice, raised the founding documents. And so, I just want to say that America, we have a very rich heritage, spiritual heritage. And our national model is ‘In God We Trust.’ And in the Pledge of Allegiance, we are one nation under God. And I'm so thankful that our City Council that we welcome invocations because we certainly need God's guidance in this day and age that we're living in. Thank you so much for your time.”

PUBLIC HEARINGS
14) Adopt resolution confirming costs expended in the abatement of a public nuisance on the property located at 320 10th Avenue (APN No. 037-234-01-0), authorizing the recordation of a nuisance abatement lien against the property to recover costs, and finding the same to be exempt from review under the California Environmental Quality Act (Resolution No. 2026-31)
City Attorney Hensley – “On 14, David King and my office will be hearing for this because of the abatement. And as we've done in the past, I've gone on the wall between my position and the people handling these abatement actions. I will step out for this item.” City Attorney Hensley left the Council Chambers at 6:06pm.
Mayor Solorio-Ruiz declared the public hearing open.
Police Chief Nicholson provided the staff report.

Council Member Osorio – “Just seeing the context we received from the legal counsel, just want to issue my condolences to the now owner's mother. And I saw a concern related to costs and just want to ask our city staff given that in the staf packet, we see all the costs itemized and these have been verified. That's my question because from what I'm seeing here is that there's a claim that these are unreasonable costs.” Police Chief Nicholson – “Yes. To your question, all costs that are itemized have been verified.” Council Member Osorio – “Okay. I don't see it here. I don't know if there's a representative for the property owner, but there's a gap in communication from the owner party. Yeah, I don't know. Is there anyone from that party here?”
Police Chief Nicholson – “I don't believe so, no.”
Council Member Osorio – “Yeah. Well, my only question was going to be what led to the gap in communication there. That is it from me, Mayor.”
Mayor Solorio-Ruiz – “Okay, thank you. I don't have much as folks know this is procedural is something that cities always conduct, but I do see here that they have this applicant has two requests, which I just want to Just comment on or address. One being the owner respectfully requests that the fire and its cause be completely investigated. I am assuming that that has or will be investigated. Is the process on that?” Police Chief Nicholson – “Yes. So we do have a contract for fire services with the Kern County Fire Department, which includes arson investigators. If it's a general arson, our staff can handle it locally.
This being a residential fire that was determined to be caused by arson, that would be handled by Kern County Fire Department. Where that investigation is, I don't know. I cannot speak on behalf of Kern Fire, but I'm assuming that that is an open investigation.”
Mayor Solorio-Ruiz – “Protocols are absolutely. Thank you. Just wanted to address that. Other than that, I have no questions. I will entertain a motion.”

City Attorney Hensley returned to the Council Chambers at 6:14pm. 15) Resolution of Initiation of Annexation and Pre-Zoning Ordinance related to PreZoning Application No. 25-0002. A request to (i) pre-zone an approximately 122.49- acre property (Assessor Parcel Numbers: 521-120-14 and 521-120-15) from the Kern County Exclusive Agriculture (A) zoning district to the City of Delano Industrial (I) zoning district
Mayor Solorio-Ruiz declared public hearing open.
Senior Planner Lara provided the staff report.
Mayor Solorio-Ruiz opened public comment.
Lupe Martinez – “Good evening, Mayor Council members. On this resolution of annexation and prezoning, the industrial land is near already on overburdened communities. The 1999 EIR does not review the impact that this project will have on our communities and our health that will be caused by the increased industrial pollution, traffic, water use, and other impacts. Our communities are already suffering health problems due to harmful pollutions. We are at a high risk for cancer, asthma, and other health issues. The 1999 EIR did not properly assess these health risks, nor did it propose mitigation measures. We are already exposed to significant pollution from the industries in this area, which include packing houses, cold storages, and a water bottling company. And currently dealing with the plume here in Delano, as you are familiar and aware of, the Department of Toxic Substance Control is doing a good job in cleaning it up finally after eight, nine years of getting to get the DTS to start the cleanup. We appreciate the city's attorney's recommendations and staff's revised position. Based on this current record, additional environmental review and analysis are necessary before this project may continue or move or proceed forward. Accordingly, we urge the city council to follow the staff's recommendations and refrain from approving the project at this time. Further, the agenda materials circulated for this meeting do not appear to include any proposed resolutions approving any projects. The matter instead appears to contemplate additionally environmental review and subsequent considerations following contemplation of this process. We, Delano Guardians, also look forward to participating in the forthcoming and environmental review process and reviewing an additional CEQA documentation prepared for the project once it is available. I don't usually say this. Thank you the attorney and the staff for doing the right thing. I'm hoping this city council will do the same. Thank you.” Mayor Pro Tem Nunez closed public comment.
Council Member Morris – “No, what's the parcels going to be used for? I mean, what's the project? As far as ... They're not going to remake it the whole what it was before, was it?” City Attorney Hensley – “My understanding is that a current applicant does not have a specific use of mind for the property.”
Senior Planner Lara – “Yeah, that is correct. At the moment, there's no specific project. They just want to go from Exclusive Ag from the county to the City of Delano’s Industrial to for any future potential project there's already zoned for…”
Council Member Morris – “They're going to use it for the same project or what it was before, right?” Senior Planner Lara – “Not at the moment. That wasn't presented to us. It was just pre-zoning to annex to the city.”
Council Member Morris – “Yeah. We just want annexation at this point to ...” Senior Planner Lara – “Correct.”
Council Member Morris – “And will they come before us, I guess, once they pick a project to put out there so we make sure that it isn't something that's going to be harmful to the atmosphere?” Senior Planner Lara – “Yes. Well, it will go to the Planning Commission and they will, for any future potential projects, if it's any SQL documentation or anything, any projects, it would go to the Planning Commission. Obviously, if it's denied, it could also get appealed to the city council for your consideration as well.”
Council Member Morris – “Okay. That was my question now because I would like to see something done out there. It's like a sore spot out there. When we look at it, we say, "Okay, what are they going to do with all that? " It's not anything really that we really want to see sitting out there just by itself doing nothing.
So I just wanted to check to see that it's not going to be harmful to the air quality of the community. And that's all my questions.”
Council Member Osorio – “Yeah, thanks. For me, I first want to start off by thanking the organizations for raising their concerns. I think this is the first time on my time on the council that there's been some concern with the CEQA exemption and it seems that it's raised enough concern where we have recommendations to put a halt on it this evening. And so, I'm strongly in support of the recommendations to hold off and direct the community development director to have the applicant between a consultant to work with them and for our city attorney to also prepare the appropriate environmental documentation. I know this is going to delay conversations on this specific item, but I think making a more informed decision is best for the council. That's all for me.”

REGULAR AGENDA
13) Resolution adopting two policies: one policy relating to disruption of telephonic or internet service during public meetings required by SB 707 and an administrative policy regarding the conduct of city meetings (Resolution No. 2026-30) (Moved from Consent Agenda)
City Attorney Hensley provided the staff report.
Mayor Solorio-Ruiz opens public comment.
Lupe Martinez – “Lupe Martinez Delano, I guess my question is, or maybe I didn't pay enough attention.
So what would be the penalties and how many disruptions can you do or have? And is there jail time or what are we looking at?”
Pastor David Vivas – “Good evening. Once again, council members, Pastor David Vivis. Just wanted to ask if as I understand SB 707, this is for local officials to communicate with their constituents. So therefore outsiders, in other words, residents who do not reside in Delano that have nothing to do with Delano should be monitored. I think that they should be monitored because we had a bunch of troublemakers call in the last time and that's what stopped it. They made some very insulting remarks.
And so, as I understand, this should be limited. Matter of fact, you should have somebody monitor who's calling in and get the address, make sure they are residents of Delano, that they have legitimate concerns or whatever as if they were coming to a regular city council meeting. So, I believe that such individuals need to be monitored. Otherwise, people are going to abuse this system. I don't want to come in here and hear people abuse the system or make insulting remarks against any member of this body or city staff or any religion or race. We only want to address serious people. So again, is this only for local constituents, people that actually reside in Delano and does not include outsiders when it comes to comments and things of that nature. Thank you.”
Mayor Pro Tem Nunez closes public comment.
City Attorney Hensley – “Certainly. And I was here and witnessed some of the behavior that the pastor referenced that it really was despicable. I don't think anybody would disagree with that. Unfortunately, under the Brown Act, the City Council and staff are not allowed to ask people ... People are not required to give their name, their address. People are asked to do it, but people do not have to and there's nothing in the law that allows you to give preference to people. We can't even determine whether they live here or not. So, it would not really be possible to give preference as far as behavior or time. Even though I could see an argument as to why since people that live here might have a greater stake in the community and whatnot, I can understand that we are not allowed, the city is not allowed to do that. There were a lot of communications written to Sacramento, including from at the behest of my office on clients and a lot of individuals and cities about the concern over the kind of behavior that we might see and ask Sacramento to address that. And the fact is they really didn't, unfortunately. So, we are limited. The city is limited in what it can really do. Now with that said, I mean, what we are tempting to do in here is that the city does have an obligation to protect particularly its employees from harassing or discriminating behavior based upon race, religion, sex, et cetera. And so, you have the ability to monitor people's behavior based upon making statements that are offensive in that way. And so, if somebody makes those kind of offensive statements, you can give them a warning and say, "Do not do that again, or you will be removed from the meeting." That may be virtually removed. Or in that case, I mean, all we really have to do is not allow somebody to speak anymore. People could still watch, but we can cut them out of the meeting and keep them from speaking at the meeting. If they're here physically, they'll be removed from the chambers. So hopefully we don't see that kind of behavior, but if we do, then those people will be removed from the meeting either virtually or physically from the chamber. The other thing is if somebody's engaging in just being disruptive, yelling over and over again, that kind of situation, if they're out in the audience and they keep yelling, you may warn them two or three times. I mean, it's a matter of judgment about how disruptive they're being. I've never seen ... I mean, could somebody be arrested if they got physical and they got threatening, that could happen. I've never seen that in my career. It doesn't mean I won't. I hope I don't, but I don't think that arrest is something that really anybody's envisioning, but these are the kind of things that are addressed in the policy. And again, there's an emphasis on giving people warnings about their behavior and the warning is kind of commensurate with the behavior. I mean, if it's really terrible behavior, then you're going to get much less of a warning. So that makes sense. And then it can't be based upon people just having different points of view. I mean, people are allowed to have different points of view and that's not something that we can regulate and they can also criticize the council and staff as long as it doesn't get into very personal things, it has to do with city business and people are allowed to be critical in that way. So, it's not attempting to make people feel chilled about speaking or be afraid about coming to council and talking about things that are legitimate city business. So hopefully that answers.”
Council Member Osorio – “Yeah, I think you addressed the questions I had as well because it was during the pandemic where we were experimenting with this and there was sometimes disruptive behavior and I think the default approach was just to cut them off from Zoom. But my question was if we can more actively monitor with introductions, but from what I understood, we can't really mandate that they share their name and/or address for the record, right?”
City Attorney Hensley – “Brown Act is very specific about that.” Council Member Morris – “Let me get this straight. This is state mandate now. Is that it?” City Attorney Hensley – “Yes. The virtual meetings are a state mandate, yes. It's already on July 1.” Council Member Morris – “Can we ask them to put the public comment list or something like that that day or before that meeting? If they want to comment, they can call and be put on the list to be put on Zoom.”
City Attorney Hensley – “The way the Brown Act's written is people have a right to, until you conclude the public hearing process, they can keep putting their names in generally. And I mean, the way that this is going to work for people that want to do it virtually, and for the public too, if someone doesn't want, we're going to use cards or have to have some process, but people may just be assigned letters, if you will, like your caller one, or you're somebody physically or you're given a letter ‘A.’ I mean, we can't make them give us names. And so, the most we can really do is assign them because there has to be some way to call people. So that's what we're working on is those protocols. And so probably for people on the phone or on virtual, they'll be given a number or letter and people here will be the opposite they'll be given. If somebody's on the ... Say we do virtual, we use numbers, people that are here physically will probably reflect.”
Council Member Morris – “So I know I've heard of other cities making that priority that in order to be put on public comments, you have to be put on that list.” Mayor Solorio-Ruiz – “The school board, I believe, does that.” Council Member Morris – “To voice your opinion. Yeah.”
Mayor Solorio-Ruiz – “The School board, I believe does that.” Council Member Morris – “Oh. Yeah. And does that mean there's not only public comment, but does that mean when we open the item, the agenda item or whatever it may be, how you open it to the public to say something? Does that give them that right to zoom in on that also?” City Attorney Hensley – “Anything that you give the public a right to speak on, that means the public.
Since we can't make them give us a name and address, yes. I don't know how the school board does that.
I'd be happy if they're legal counsel give them a call. I'd be curious if the Brown Act's very clear about not being able to do that. I'm aware that some public agencies do things that seem very contrary to the Brown Act. I don't recommend it, but I know it does happen.” Mayor Solorio-Ruiz – “Thank you. I think all of it was kind of addressed. Are we fully in agreement with this? I think there's some concerns in regards to making sure that what we've seen before of folks coming in and just being agitators and not truly speaking on city issues, but we will do what the state says and we will abide by it. So, I agree with the provisions that are in here and the recommendations. And so I guess can it also, in a sense, be a live document where if we notice something and we want to add to it that is of course legal, can we bring it back for reconsideration?” City Attorney Hensley – “Absolutely. And I wouldn't be surprised if we're all going to learn, I expect, as this process goes on, we've done our best to sort of in advance based upon what we saw from COVID and whatnot to be ready for issues and perhaps if things really are, hopefully there aren't, but for some reason human behavior is such that when they're not here live people, they're willing to do things virtually that they wouldn't do here live.”
Mayor Solorio-Ruiz – “People are a lot more comfortable behind a screen.” City Attorney Hensley – “Hopefully we don't have that problem, but if we do and if it's kind of a widespread issue in the state, maybe the state will rethink some of this. A lot of this was pointed out during the hearings on this. There were a lot of concerns raised by cities. This is where we came out.” Mayor Solorio-Ruiz – “Bill, only last question. Are we going to be doing webinar style like we're doing right now where people raise their hand and we admit them in how we did it before? I'm assuming, right? Or are we having a whole new system? No. Same? Okay. Thank you. Okay, that's all on my end.” Motion for approval was made by: Osorio;

COUNCIL STATEMENTS AND REPORTS
Council Member Bryan Osorio – “Yeah, just want to, I know they're gone, but wanted to give kudos to Caltrans and to KernCOG for their presentation today. This is going to impact us pretty soon and I know we'll need to be as communicative as we can with the public about the detours on such a busy road. I also want to thank city staff for being responsive. I know with the windy weather we've been having, couple trees have been knocked down and they're really taken or picked up pretty quickly, so want to give kudos to the team. Councilmember Morris and I attended the grant opening for Delano Storage, which is composed of, I believe hundreds, 800 units maybe, quite a bit. So that was exciting to see. We wish them the best. I also had the opportunity to stop by the new bakery and cafe that we have. I believe it's Claveria. So that's also wonderful to see a new local business development here, but that's it for me.” Council Member Alindajao – Absent
Council Member Morris – “Minoso ribbon cutting. That was a nice little store. Thinking they'll be very popular with the public here in town. Other than that, I really don't have anything to report other than it was a busy, busy month for everybody, I think. But yeah, other than that, I think I'm trying to think of the things that were coming up other than you have a lot of graduations coming up and a lot of award ceremonies coming up and you want to congratulate that class. I know I have to go to about four awards presentations, but what an honor it is to honor our seniors that are graduating this year. So that's all I am.”

Upon confirmation of the abatement costs, the City Council will authorize the recording of a nuisance abatement lien against the Subject Property or may elect to make the costs of abatement a special assessment against the Subject Property. A nuisance abatement lien may be foreclosed by an action brought by the City at the time of its choosing. The assessment may be collected at the same time and in the same manner as ordinary municipal taxes are collected and shall be subject to the same penalties and the same procedure and sale in case of delinquency as provided for ordinary municipal taxes.
The property owner and/or any other persons who may have a legal interest in the Subject Property may attend the hearing and be heard prior to the Council taking action.
Alternatively, the property owner and/or any other persons who may have a legal interest in the Subject Property may provide written objections in advance of the hearing, provided those objections are received by the City Clerk at 1015 11th Avenue, Delano, California 93215, no later than 3:00 p.m. on the date of the hearing.

CITY OF DELANO
2 response to the Notice of Violation.
On December 15, 2022, the City issued an Administrative Citation for, among other things, violations of DMC § 7.32.010(F) (Junk, Trash, and Debris Visible from the Public Rightof-Way) and DMC § 10.40.020 (Illegal Storage of Wrecked, Dismantled, or Inoperative Vehicles or Parts). No corrective action was taken in response to the Administrative Citation and the fines assessed were never paid.
On November 29, 2023, a Second Administrative Citation was issued for, among other things, the continuing violations of DMC § 7.32.010(F) (Junk, Trash, and Debris Visible from the Public Right-of-Way) and DMC § 10.40.020 (Illegal Storage of Wrecked, Dismantled, or Inoperative Vehicles or Parts). No corrective action was taken in response to the Administrative Citation and the fines assessed were never paid.
On February 27, 2024, a Third Administrative Citation was issued for, among other things, the continuing violations of DMC § 7.32.010(F) (Junk, Trash, and Debris Visible from the Public Right-of-Way) and DMC § 10.40.020 (Illegal Storage of Wrecked, Dismantled, or Inoperative Vehicles or Parts). No corrective action was taken in response to the Administrative Citation and the fines assessed were never paid.
On April 24, 2025, a “Removal Notice and Notice of Intention to Abate and Remove Dismantled or Inoperative Vehicle or Parts Thereof as a Public Nuisance” was sent by certified mail to all owners of record and personally delivered to the occupant Steven Ortega. The Notice informed the recipients of the time and date of hearing that was to be held on May 19, 2025.
The public hearing was continued at the request of the property owner and her family, to allow the family to perform the cleanup. The property owners removed the inoperable vehicles from the Subject Property but otherwise failed to undertake or commence any efforts to abate the other violations or to otherwise address the public nuisance associated therewith.
There was still a significant amount of junk, trash, debris and overgrown or dead vegetation visible from the public right-of-way and neighboring properties. These conditions reduce the value of private property, promote blights and deterioration, create fire hazards, create harborage for rodents and insects, and are otherwise injurious to the public health, safety and general welfare.
On September 19, 2025, a “Notice of Public Hearing Regarding Public Nuisance and Abatement Order” was sent by certified mail to all owners of record and posted on the Subject Property. The Notice informed the recipients of the time and date of the hearing and of the fact that the City Council could direct the nuisance to be abated by municipal authorities should the property owner fail to do so. The Notice further informed the recipients that, in the event the nuisance was not promptly abated by the owner, the cost of these proceedings, all previous code enforcement efforts concerning this condition of the property, and the cleaning, clearing, and rehabilitation by the City will constitute a special assessment or a nuisance abatement lien on the property upon which the City may foreclose in order to reimburse the City for these costs. 3 The public hearing was listed on the City Council agenda, and the agenda was posted as required by applicable law.
On October 6, 2025, the City Council held a duly noticed public hearing to consider the subject matter and Resolution 2025-76 was approved.
On December 1, 2025, the property owner signed a Consent to Entry form giving the City and its agents consent to enter the property for the purpose of conducting the abatement.
On January 6, 2026, JM Pipeline Construction Inc initiated the abatement of the subject property by removing junk, debris, and dead vegetation and trimming or removing all overgrown vegetation. The abatement efforts culminated on January 12, 2026.
The City incurred significant costs in carrying out the Emergency Abatement Order and Nuisance Abatement including, without limitation, personnel costs, contractor costs, and legal expenses. Together, these costs totaled $21,231.41. An itemized invoice of the City’s costs of abatement is attached hereto.
Pursuant to Section 7.32.130 of the Delano Municipal Code, the property owner remains responsible for reimbursing the City for all costs associated with carrying out the Emergency Abatement Order, as detailed on the attached invoice.
On April 6, 2026, the City mailed the invoice to the owner of record and further indicated that if the invoice was not paid in full by May 7, 2026, the City Council would hold a hearing at its June 1, 2026 regular meeting to receive and consider the itemized report of all abatement costs incurred by the City and, further, to consider whether to authorize the recording of a nuisance abatement lien against the Subject Property and/or to make the costs of abatement a special assessment against the Subject Property.
On April 30, 2026, staff spoke with Larry Smith on behalf of the property owner. He indicated his willingness to arrange a payment plan on behalf of his aunt Lily Ortega. He was referred to contact the Finance Department to make payment arrangements. He was informed the public hearing would be conducted on June 1, 2026, and was encouraged to attend.
As of this date of the drafting of this staff report, no payment has been received from either the owner, anyone or anyone on her behalf.
ENVIRONMENTAL DETERMINATION
The Resolution is not subject to the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq. (“CEQA”)) because there is no possibility that the ordinance may have a significant effect on the environment (14 Cal. Code Regs. § 15061(b)(3). 4 FISCAL IMPACT
The costs will constitute a nuisance abatement lien upon the property until paid. The City will have the option of foreclosing on any such lien in order to reimburse the City for its costs. If there is insufficient equity in the Subject Property to cover the City costs, there will ultimately be a negative fiscal impact.

SUBJECT: Designation of a voting delegate and alternate(s) for the 2026 League of California Cities Annual Conference
Recommendation
Staff recommends Council discuss and designate a voting delegate and up to two (2) alternates for the 2026 League of California Cities Annual Conference.
Discussion
The League’s 2026 Annual Conference is scheduled for September 23-25, 2026 in Anaheim, California. Designated voting delegates are to register to attend the Annual Conference. For an attendee to be able to vote at the business meeting, they must be designated as the delegate or an alternate.
Budget Impact
Funds have been budgeted (Account No. 100-54000-100-000000) for Council to attend the conference as the delegate and/or alternates.

Attachment 1 - Letter from League of California Cities
1400 K Street, Suite 400, Sacramento, CA 95814 • 916.658.8200 • calcities.org General Assembly Voting Guidelines
1. One City One Vote. Each member city has a right to cast one vote on matters pertaining to Cal Cities policy.
2. Designating a City Voting Representative. Prior to the Cal Cities Annual Conference and Expo, each city council may designate a voting delegate and up to two alternates; these individuals are identified on the voting delegate form provided to the Cal Cities Credentials Committee.
3. Registering with the Credentials Committee. The voting delegate, or alternates, may pick up the city's voting card at the voting delegate desk in the conference registration area. Voting delegates and alternates must sign in at the voting delegate desk. Here they will receive a special sticker on their name badge and thus be admitted to the voting area at the General Assembly.
4. Signing Initiated Resolution Petitions. Only those individuals who are voting delegates (or alternates), and who have picked up their city’s voting card by providing a signature to the credentials committee at the voting delegate desk, may sign petitions to initiate a resolution.
5. Voting. To cast the city's vote, a city official must have in their possession the city's voting card and voting tool; and be registered with the credentials committee. The voting card may be transferred freely between the voting delegate and alternates but may not be transferred to another city official who is neither a voting delegate nor alternate.
6. Voting Area at General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.
7. Resolving Disputes. In case of dispute, the credentials committee will determine the validity of signatures on petitioned resolutions and the right of a city official to vote at the General Assembly.
