• Coverage of City Clerk functions during absences or periods of increased workload.
The current monthly stipends do not adequately recognize the ongoing administrative and statutory responsibilities assumed by the designated deputy city clerks.
The proposed increases are intended to:
• Recognize the expanded scope and complexity of deputy city clerk responsibilities;
• Improve recruitment and retention of qualified personnel; • Encourage continued professional development and training; • Ensure continuity of operations within the Office of the City Clerk; and • Align compensation more closely with current municipal operational realities.
The current stipends have declined substantially due to inflation, and the newly proposed stipend is a more accurate representation of the additional duties.
Fiscal Impact
The annual increase would not exceed $8,280, to be taken from the city clerk’s budget, Department 160, within the General Fund.
Environmental Review
The recommended action does not constitute a “project” under CEQA pursuant to CEQA Guidelines Section 15378(b)(5), as it is an administrative action that does not result in a direct or indirect physical change in the environment.
Public Notification
Public notification was met by the posting of the agenda pursuant to the Brown Act. As this is an ordinance, it will require two readings and a publication of said ordinance in a adjudicated newspaper upon the approval of the 2nd and final reading.

AN ORDINANCE OF THE CITY OF DELANO AMENDING CHAPTER
AMENDING SECTION 2.08.025 OF THE MUNICIPAL CODE TO INCREASE
COMPENSATION FOR DEPUTY CITY CLERK I AND CITY CLERK II
The City Council of the City of Delano, California, does ordain as follows:
Section 1. Chapter 2.08.025 of the Delano Municipal Code is hereby amended as set forth in Exhibit “A” attached hereto and incorporated herein.
Section 2. Severability. If any section, subsection, subdivision, sentence, phrase or portion of this Ordinance or the application to any person or place is held to be unconstitutional or invalid by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. The City Council declares that it would have adopted this Ordinance and each section, subsection, sentence, clause or phrase of this Ordinance in spite of the fact that any one or more of the same be declared unconstitutional or invalid.
Section 3. The City Clerk is hereby ordered and directed to certify the passage of this Ordinance and to cause this Ordinance or a summary thereof to be prepared according to law to be published in accordance with law in a newspaper of general circulation in the City.

2.08.025 - Compensation for deputy city clerks.
City clerk may appoint deputy city clerks to carry out the functions of the office of the city clerk. City will compensate one individual for each of the following deputy city clerk positions and all other deputy city clerks shall serve without compensation.
Deputy City Clerk I: Sixty Two Hundred Fifty dollars per month.
Deputy City Clerk II: One hundred twenty-fFive Hundred dollars per month.
