The Firm must process returned/re‐cleared items, stop payments, change/currency orders, and photocopying services for items or documents related to the City's bank accounts.

Union Bank is a proud provider of each of the services listed above. We are pleased that the city has entrusted us to partner with you since 2009. Union Bank is currently servicing the City’s depository accounts, and we look forward to our continued partnership and your continued business.

In addition, Union Bank offers a variety of national depository services tailored to your needs, including cash vault services, remote deposit capture, smart safe, and lockbox services.

All of our vaults offer a full suite of traditional cash services including deposit processing and fulfilment of change orders. Most also offer image‐based check capture services.

We process your cash deposits using modern high‐speed systems. A variety of previously manual tasks is now performed by our equipment, which means accurate processing and fewer hands touching your deposits.

Cash‐only deposits receive same‐day credit when delivered by 8 p.m. local time at most metropolitan locations. Check‐only mixed cash and check packaged deposits generally receive same‐day ledger credit when received by 6 p.m. local time.

Cash Vault Service – We offer you the services of one of the nation’s largest cash vault networks. Our network processes over 11,000 deposits and ships over 42,000 cash orders each business day across 100 locations in major metropolitan areas.

Cash orders initiated using online banking or a touchtone telephone may be placed 24/7. Orders can be placed with our representatives Monday through Friday between 8 a.m. and 5 p.m. PT. Standing orders are pre‐ established by day of the week (e.g., $2,000 in twenties every Thursday).

Return Items / Reclears
Our online Deposited Items Returned service notifies you of the return and the reason for the return and provides an image of the item the same day we receive the return. We charge back or re‐clear items returned per your guidelines. This information is posted online for quick and easy access:
 Notification as early as 6:30 a.m., PT of current day returned items. Access information and make more informed cash management decisions earlier in the business day.  Rapid access to returned items. Returns may be automatically re‐deposited one time in conjunction with federal regulations. NSF and UCF items may be re‐cleared two times.

For items returned, we can provide CPM with an Image Replacement Document (IRD) via US Mail. Return notices and IRDs are mailed after verification the item was charged back to the account, which is the next business day after the return item was received by the bank.

On‐line Stop Payment
When using Positive Pay, if the customer places a stop payment on a check and the check is presented for payment, the Bank will return the item without it showing as a Positive Pay exception.

The customer does have the option to choose to place a “cancel” on an outstanding check in lieu of a stop payment when using Positive Pay. The cancel can be placed online and if the item comes in for payment it will be presented as exception for the customer to make a pay or return decision.

The initial term options available for stop payments are:

Online:  For ARP clients, six months with automatic renewal (additional fees apply) in six‐ month intervals until the customer notifies us to remove the stop.

Telephone:  For ARP clients, six months with automatic renewal (additional fees apply) in six‐ month intervals until the customer notifies us to remove the stop.

 Corporate payments
MUFG Union Bank has provided ACH origination services since 1978. We introduced our online ACH service in 2002. We provide ACH services to more than 22,274 originating companies.

The Bank actively participates in shaping the future of ACH through various industry groups. We are very active in NACHA as a direct member and in the Western Regional Payment ACH Association, Western Payments (WesPay). Our staff members serve on the steering committee of the NACHA’s Payment Alliance, WesPay Rules Committee, the WesPay Education Committee, the WesPay Compliance Advisory Committee, and the WesPay Board. We also have representatives on the boards of both ACH clearing houses: the Federal Reserve Bank and Electronic Payments Network (EPN).

Union Bank is an active participant in the Federal Reserve’s Faster Payments and The Clearing House Real‐ Time Payments initiatives.

Our leadership and participation within these organizations helps us anticipate and respond to our customers’ evolving needs.

ACH Filter – Our Electronic Payment Authorization, EPA (ACH Positive Pay) service is similar to Positive Pay service for checks. You provide a one‐time notification of all recurring authorizations. The recurring authorizations are then posted when the entries fit within the criteria. Reports of unauthorized ACH activity are available and enable you to permit certain transactions even if they were not in the payment parameters you originally designated.

You can selectively accept ACH debits only from originators you authorize. Exchange supports maintenance and Decisioning of EPAs. We also offer Universal Payment Identification Codes (UPIC). A UPIC is a unique number assigned to a bank account coupled with a universal routing and transit number. It increases the security of electronic payments by allowing customers to initiate electronic ACH credit payments without having to publish sensitive bank account details. Essentially, the UPIC becomes the organization's ACH remittance address.

ACH Reporting
Our Prior and Current Day ACH Transaction reports display complete transaction data, including payment ID, originator ID, tracer reference, and complete addenda information. Return item transactions display dollar amount, individual's name, entry description, and return reason when captured in processing.

Entry settlement detail information is available upon request.

Complete transaction detail is available for ACH and Wire transactions.

This Program ensures U.S. Bancorp and its affiliates meet the fiduciary responsibility to stakeholders and comply with regulatory requirements of the Federal Financial Institutions Examination Council (FFIEC), the Securities and Exchange Commission (SEC), the Office of the Comptroller of the Currency (OCC), the Federal Reserve Bank (FRB), the Financial Industry Regulatory Authority (FINRA), the Office of the Superintendent of Financial Institutions (OSFI), the Central Bank of Ireland (CBI) and the European Banking Authority (EBA).

Additionally, U.S. Bancorp has met all recovery criteria as prescribed by the Interagency White Paper on Sound Practices to Strengthen the Resilience of the U.S. Financial System.

The U.S. Bancorp Board of Directors annually approves the U.S. Bancorp Enterprise Resiliency policy. Program status and any significant issues are reported annually to the U.S. Bancorp Board of Directors and quarterly to the Management Committee and senior executives.

Foundation of risk management
The enterprise resiliency program is supported by the Enterprise Resiliency group, a department of the U.S.

Bancorp Risk Management and Compliance division. The group consists of over 40 risk management and business continuity professionals.

Risk assessments
Risk assessments are foundational to the enterprise resiliency program. The results of risk assessments drive the planning, exercising and emergency response components of the program. The following risk assessments are performed:
 Business impact analysis (BIA)—Measures the effects of resource loss and escalating losses over time to provide the basis for risk mitigation and business continuity planning.  Third‐party resiliency assessment (TPA)—Evaluates the risks associated with processes performed by and/or technology provided by mission critical third parties to drive appropriate third‐party outage mitigation and recovery planning.

Item Number: 10.

Page 143 of 852 ends

26 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information  Threat vulnerability assessment (TVA)—Assess the risk of major natural hazard events along with the impacts of those events on U.S. Bank corporate locations and the mission critical processes/technologies executed at those locations.

Results of these risk analysis activities drive strategic recovery planning for continuity of operations. TPA occurs annually on the anniversary of the previous assessment or upon a significant change in the relationship.

The BIA is completed annually, or upon significant change, for all critical business processes. TVA Assessments are completed biannually or upon significant change.

Risk mitigation planning
The Enterprise Resiliency group has established and maintains guidelines which incorporate industry best practices for the operational resiliency of critical business processes and technology. To achieve operational resiliency, business process and technology owners, in partnership with and under the guidance of the Enterprise Resiliency group, build and maintain response plans to address threats and risks identified by the assessment activities described above. The response plans are integrated into the overall U.S. Bancorp Risk Management framework.

Business continuity response plans
U.S. Bancorp Business Continuity plans are developed and maintained to address operational resiliency and recovery strategies for such events as: pandemic/high employee absenteeism, natural and man‐made hazard impacts, technology outages and other business disruptions.

In the event a business office or operational facility becomes or is likely to become non‐ operational an appropriate business continuity plan will be activated. The response strategy will vary based upon the nature of the disruption and work impacted.

Response strategies include:
 Transfer work—Work is transferred to another location out of the impacted area that does the same business function or has been cross trained
 Relocate people within business—Team members from the impacted location are relocated to another site
 Relocate to regional recovery center—A location, other than the normal facility, will be used to process data and/or conduct critical or necessary business functions  Work from home—Team members will work from home on a bank‐owned device U.S. Bancorp business continuity response plans are reviewed and approved annually.

Disaster recovery response plans
The U.S. Bancorp technology infrastructure is designed and implemented to ensure high‐ availability and high‐ recoverability. Industry leading best practices and best‐in‐class technology components are utilized to operate a highly redundant, geographically dispersed network of data centers. All data is backed up to an out of region data center and all critical data is securely mirrored to an out of region data center.

Item Number: 10.

Page 144 of 852 ends

27 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information U.S. Bancorp Disaster Recovery plans are developed and maintained to address technology, infrastructure, application and data recovery and validation strategies in response to unplanned technology interruptions up to and including the loss of a data center.

Disaster recovery response plans are reviewed and approved annually.

Third‐party provider outage response plans
U.S. Bancorp vendor service plans are developed and maintained to address the risks from the loss of service from a critical third‐party provider. Vendor service plans include pre‐ planned response activities including but not limited to communication strategies, alternative work plans, and service resumption validation processes.

Vendor service plans are required to be reviewed and updated annually.

High absenteeism/pandemic response plans
The U.S. Bancorp Pandemic Preparation and Response plan is developed and maintained in partnership with senior leaders and other critical support departments to prepare for the possibility of pandemic flu in the same way that we prepare for other events that could affect our employees, customers and our communities.

The plan was prepared in communication with public officials, pandemic planning experts, various state and local organizations, and other financial institutions and businesses. The plan augments procedures already in place as part of the existing U.S. Bancorp Enterprise Resiliency program and outlines strategies to mitigate the impact of a pandemic upon the company, its employees and customers.

Plan validation
In alignment with regulatory requirements, bank policy, and industry best practices, resiliency plans are regularly exercised to demonstrate plan effectives and process/technology recoverability. Exercise scenarios include business continuity plan activation or activation simulation; local, regional, national and international crisis management and response team simulations; U.S. Bancorp and third‐party joint exercises; and key/critical infrastructure/application disaster recovery.

Enterprise resiliency policy requires business continuity and vendor service plans to be exercised on an annual basis. Disaster recovery plans for mission critical and key applications are exercised on a quarterly basis.

Results from each exercise are documented and reviewed by the Enterprise Resiliency group. Any issues or plan discrepancies are documented along with remediation plans.

Crisis management and adverse event response
The Enterprise Resiliency group’s Crisis Management department manages and coordinates the enterprise response to adverse events that threaten to harm the organization, its stakeholders, employees, assets or reputation. The enterprise response focuses on the safety of all employees, customers and assets of U.S.

Bancorp; minimizing disruption of service and/or inconvenience to customers; returning to a business‐as‐usual state as quickly as possible; and limiting any potential liability of our organization.

Employee training and awareness
Employee training and awareness is a critical component of the success of the U.S. Bancorp Enterprise Resiliency program. The training and awareness program consist of both formal and informal activities, including but not limited to required biennial training courses; response team planning; participation in functional exercises of recovery plans; and localized evacuation procedure drills.

10. Conversion Plan: The Firm must provide for a smooth transition. The Firm must also provide on‐site training to City personnel for the operation and use of the Firm's services and automated systems.

Implementation
We are pleased that the City is an existing Union Bank client, and we value our partnership.

Both Union Bank and U.S. Bank are committed to a smooth transition for our mutual customers. To achieve this, it is recommended that the City maintain your current product and process structure until full systems conversion (currently slated for late spring 2023). The following enhancements would be available to the City following conversion to U.S. Bank.

Conversion To U.S. Bank
As a current Union Bank client, your account is scheduled to convert to U.S. Bank systems and products over Memorial Day weekend, May 26 through 29, 2023.

What to expect
We understand that a typical new client onboarding requires significant client involvement to support in the exchanging of data and client information as well as KYC requirements. As a part of the acquisition of Union Bank, the focus of U.S. Bank is on minimizing change and a client’s interaction wherever possible. Clients like the City will not need to reestablish KYC, or legal agreements. DDA accounts will systematically be mapped to new U.S. Bank accounts, online tool access will be one click access from MUFG Exchange with credentials migrating over to U.S. Bank SinglePoint, only your validation of accuracy will be required. Necessary steps, key milestones and training to migrate your treasury management services will be communicated via a familiar channel in MUFG Exchange. Services like Cash Vault and Lockbox Processing, will remain relatively unchanged with PO Box utilization and processing occurring as it does today. Some services like transmission will require engagement and testing, but the focus is to minimize those activities.

For any subsequent implementations while on the Union Bank systems, the City can assist in a faster and easier implementation by committing both the business and technical staff needed for the transition.

The specific resources vary based on your organizational structure. Individuals from the following functional areas are typically part of the implementation team: treasury, accounts receivables/payables and/or credit, Item Number: 10.

29 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information information systems, and telecommunications. Clearly defined project goals and objectives, team members with assigned roles and responsibilities, well‐rounded test plans, and constant communication are the critical factors that can impact implementation lead‐time.

The City will have a single point of contact from our Client Delivery Team, who will be responsible for overseeing and executing the on‐boarding process, from the start of on‐boarding until after the Go‐Live date.

This single point of contact will help create efficiencies and improve the City’s overall on‐boarding experience.

We will schedule a kick‐off meeting with all parties to discuss the project plan in detail and as well as to assist the City in completing all required documentation. The onboarding process will include account openings, documentation preparation, product/service setup, testing, and any training needed before handing over to Client Service for day‐to‐day needs.
 Prior to the Go Live Date, the Client Onboarding Manager will complete one final review of all accounts and products that were setup to ensure information is accurate and they are setup up according to what the client initially requested, and that all users have successfully accessed MUFG Exchange and attended Training. The Client Onboarding Manager will prepare a Go Live Checklist to obtain approval to Go Live from the Client and TRM. This can be reviewed during the Weekly Status Call leading up to the Go Live Date or a specially focused call can be setup by the Client Onboarding Manager. Once the Client has approved the Go Live Checklist, Client Delivery can begin coordinating the Client Wrap Up/Warm Handoff Meeting.

The Client Wrap Up/Warm Handoff Meeting is essential to ensuring a smooth transition from the implementation to business as usual with the Bank for the City. By the conclusion of the call the City will know:
 Who to contact and how for customer service inquiries  Who to contact and how for assistance with MUFG Exchange  A reminder of what you can and can’t self‐administrate  Who to contact and how should you need any product maintenance including maintenance to users on products that you can’t self‐administrate
 What to expect when you contact each of the Servicing Units  An understanding of who the City’s Treasury contact is and how/when to engage them  The Client Onboarding Manager will reach out to the City for a Post Implementation check‐in to assess whether the solutions implemented are to your satisfaction and if any changes are necessary before formally closing out the Implementation
Client services
To ensure that you receive the best possible customer service, we have an assigned, outstanding relationship management team to oversee all aspects of the City’s banking relationship. Prashant Gandhi will serve as your primary treasury relationship manager as well as your trusted advisor and consultant to execute new services and provide personal attention to details throughout the implementation process. Prashant will work with our Transaction Banking (TB) Client Services Team to ensure you continue to receive the best possible customer service.

The City receives customized support even if your relationship manager is temporarily unavailable. Each customer service representative has access to information on all accounts to answer inquiries, resolve issues, or conduct requested research. Special situations requiring additional authority are escalated within the management of our TB Client Service team.

11. Data Equipment Compatibility: The City is interested in equipment and data compatibility and therefore request the specifications needed for an automated wire transfer, ACH debit and credit, credit card, balance reporting and any other automated system be included in this proposal. Any cost associated with the automated data and equipment should be identified on the bid.

MUFG Connect
The MUFG client access system is internet based and owned, created, and maintained by MUFG. There are no specific hardware or software requirements for access. A secure token is required to approve a wire for release. Additional treasury services, such as Information Reporting, account transfers, and stop payments are also available online. The City only needs the appropriate security entitlements to access our other services.

For greater efficiency, the automated file delivery feature enables the City to automatically download data files and standard reports on a set schedule or on‐demand via our wire import, integrated payables, or EDI interface options.

At MUFG, our goal is to simplify connectivity. MUFG Connect accomplishes this using a three‐pronged approach to integration.

1. A range of standard formats and connectivity options  Formats: ISO 20022 XML, ASC X12 EDI, NACHA, BAI, BAI2, SWIFT and other commonly used formats such as CSV and others.
 Connectivity: Direct connectivity options include commonly used protocols such as SFTP, FTPS, and AS2 as well Value Added Networks (VANs). We also offer an internet‐based small file upload feature via our online platform. In addition, we support SWIFT Corporate Access for FIN and FileAct.

2. Format Translation Services: format transformation as a service—no coding because we conform to your format requirements
We recognize technical resources are precious. Format transformation is an integral component of the MUFG transmission‐based services so that the City can make a transition to a new banking partner easily. To remove the complexity of bank change management processes, we shorten the implementation time by providing mapping as an operationally delivered service.

3. Vendor Integration Program (VIP): standard connectivity with application providers We have strong relationships and standard processes already established with ERP and Treasury Management System (TMS)/Treasury Workstation providers. Simply let us know what kind of payments you want to make, acknowledgements to be received, and balance and transaction information to be delivered to you because full integration is already in place. This removes the need to discuss format, protocol, and data security. It also significantly reduces or eliminates the need for file testing.

In addition, a key MUFG objective is to leverage API as the basis for standardized connectivity with vendors in the near future.

Established connectivity with ERP, TMS, receivables, and integration providers.

Direct transmission origination
The City must be able to transmit a Nacha
formatted file using transmission protocols
supported by our Managed File Services, including Secure FTP and Secure HTTPS. You may also utilize the SWIFT File Act service to transmit your files for processing.

We can also translate non‐Nacha formatted files for you. We support origination of ACH using a flat file via consolidated payables, ANSIX12 820 format, or ISO20022. You may also submit a custom format to our Data Integration Services for translation to a Nacha format. Data Integration will work with you to obtain file specifications and develop data mapping for testing.

Integration and installation
Managed File Services establishes and tests your transmission set‐up during implementation and manages all incoming and outgoing transmission files. Once connection is established, we begin testing ACH file format compatibility. We require two successfully tested files containing unique data before transferring into production.

Production environment
When connection and file format testing is completed, we send PIN information for entering the City’s control totals into the ACH file confirmation system, with three options for confirming files:
 Option 1: ACH file confirmation with system confirm—Call in your control totals to the voice response unit (IVR) using your PIN and required or requested confirmation. You manually call back into the system within the allotted time frame to confirm file receipt. We match the file totals on the transmission to the totals that were submitted into the confirmation system. You can choose to provide control totals and not access the manual confirmation notice.
 Option 2: ACH file confirmation with fax, secure email or transmitted confirmation—Call in your totals and receive a file confirmation via fax, secure email or transmission. We match the file totals from the transmission to the totals that were submitted into the confirmation system.  Option 3: Automated file confirmation—An automated solution allows you to transmit your file for processing and receive confirmation via fax, secure email or transmission. You must notify U.S. Bank in the event information on the file confirmation does not match the information sent in the file. The file will be processed unless you contact U.S. Bank.

Our network operations group issues a Connect ID unique to the ACH application, which becomes part of the file the City transmits to U.S. Bank. ACH services processing hours are from 10 p.m. PT Monday to 10 p.m. PT Friday.

We process and originate Nacha formatted files on behalf of our originating clients, supporting several transmission protocols, including Secure FTP, Secure Command Line FTP and Secure HTTPS.

34 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information SinglePoint origination
We format all ACH batches and transactions that are sent through SinglePoint ACH services. We format batches to Nacha specifications on behalf of our clients. You can enter transactions into templates in SinglePoint or import Nacha, CSV or Fixed Length files to create templates and batches.

Integration and installation
Your implementation coordinator works with you to:
 Set up the City on the U.S. Bank ACH system
 Define settlement accounts
 Assign ACH company IDs and add them to SinglePoint
 Assign entitlements to ACH users
 Send payment security tokens to authorized users
Consolidated payables
By sending a single payment and remittance file, U.S. Bank Consolidated Payables can generate various payment instruments, including ACH transactions, wire transfers, checks, Zelle® and virtual card payments, so you don’t need to maintain and support four separate payment processes.

You can capture efficiencies and cost savings by migrating from paper‐based check payments to electronic payments. As payment types change, those payment origination instructions can remain within your single consolidated payables payment origination file.

Payment‐specific features include:
 Streamline ACH origination including remittance information—Our full suite of ACH capabilities enable migrating paper check transactions to electronic transactions. U.S. Bank ACH Payee Remittance Reporting delivers business payee remittance information separate from the ACH payment via secure email.  Outsource your check printing—U.S. Bank Check Payables provides an efficient and secure solution for check payment production. We facilitate the entire process to print and mail the checks, corresponding remittance detail and any optional inserts. A checks‐issued file is provided to our account reconciliation and positive pay services to ease management of the check clearing process and help reduce check fraud.  Mix wire types—U.S. Bank Batch Wire may contain a mix of repetitive, semi‐repetitive and/or non‐ repetitive transactions for both domestic and international payments, offering flexibility and efficiency.

For wires originated in foreign currencies, a previously acquired exchange rate must be included in the payment instruction.
 Create virtual card payments—U.S. Bank Virtual Card systems increase control over spending and reduce risk using pre‐authorized limits and single‐use accounts.  Transition business‐to‐consumer payments to electronic—U.S. Bank Disbursements via Zelle uses an alias to identify the recipient of a payment, in the form of a mobile number or email address, eliminating the need for clients to gather and maintain consumer banking information.

With consolidated payables, you can send your payment instructions in a data format familiar to your systems, reducing the need to revise databases or financial systems to distribute payment instructions. Our data translation features support industry standards, (such as ISO 20022 and ANSI X12), bank‐defined standard flat files, and proprietary formats.

35 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information ACH Origination via API
ACH Origination via API allows you to send payment instructions for ACH transactions to U.S. Bank using a REST API. ACH Origination via API supports payment instructions for PPD, WEB, TEL, CCD and CTX transactions. ACH Origination via API allows the sending of Same Day ACH transactions and utilizes Sunday processing to allow transactions to be submitted for processing during the weekend and bank holidays and be effective the next valid business day.

Representative State Transfer (REST) APIs are quickly becoming the standard for public and partner APIs.

Unlike SOAP, REST does not solely rely on XML messages. Messages can be written in XML, Yet Another Markup Language (YAML) or any other format that is machine‐readable. Most commonly, REST APIs use JavaScript Object Notation (JSON) messages. This message type is easy to learn, easy to understand and shorter – making it faster for applications to process. Due to their flexibility, learning curve, and ease of use, REST APIs are the standard for our U.S. Bank developer portal.

Clients that originate via API can also set up a webhook subscription so that their system is automatically notified of return and NOC items. When you set up a webhook subscription, you can decide what information you’d like returned for a specific event. When the event occurs, the application sends the information to you. In addition, you can get their ACH return and NOC reporting via transmission and SinglePoint reporting.

39 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information Excess balances are not carried forward for most market price schedules. We have the ability to grant an extended settlement cycle, such as quarterly or annually, on an exception basis. Effectively, the extended cycle has some provision for excess balance accumulation. However, at the end of the extended cycle, excess balances would not be carried forward into a new cycle.

Balance Available to Support Activity: The adjusted balance (ledger balances, plus or minus adjustments, minus uncollected funds, plus funds advanced, minus legal reserves and minus other loan compensating balance requirements) that may be used to offset charges for bank services. This balance is used to calculate your earnings allowance.

Please review Understanding Your Account Analysis Statement, provided in Appendix 5.

All supplies can be ordered conveniently online at unionbank.com/supply or by calling the Union Bank Supply Desk at 800‐990‐6466. There is a mark‐up fee that will be pushed to the Account Analysis statement where the City’s Earnings Credit Rate can be utilized to offset fees.

Moving forward with U.S. Bank
Both Union Bank and U.S. Bank are committed to a smooth transition for our mutual customers. To achieve this, it is recommended that the City maintain your current product and process structure until full systems conversion (currently slated for late spring 2023). What follows is an overview of our E‐Lockbox and VantagePoint products, which may be of interest to the City as you look to modernize your Accounts Receivable practices following systems conversion.

E‐lockbox
The City’s consumers can originate e‐lockbox payments from several channels to initiate payments.

40 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information Seamless settlement
 Payment information entered at time your customer initiates a payment, including account number and amount (dependent on the channel and the third‐party payment originator – if customer’s bank is unable to locate biller ID associated with your profile, payment is remitted as a paper check)  Your customer’s bank or payment originator processes the payment for release to the payment network  Payment network transmits payment information and remits settlement funds to U.S. Bank E‐Lockbox  We credit your U.S. Bank account on the same day and provide posting file to support reporting and reconciliation requirements
 Payment settlement transactions only available on banking business days You can receive consumer‐initiated payments electronically with e‐lockbox. The payment network consists of over 120 payment originators, including all consumer banks who offer online bill pay, as well as third‐party payment consolidators.

Payment initiation, processing and routing
 We establish the City (biller ID) on the payment network.  Payment originators perform payment processing and routing based on your e‐lockbox profile; if the consumer‐initiated payment does not match your profile (e.g., incorrect entry of payee name, address), it will be remitted as a paper check.
 Consumer payments matching your e‐lockbox criteria are routed electronically through the payment network to U.S. Bank.

Payment settlement
 We receive transaction information – including credits and reversals (debits) where applicable – from the payment network.
 Credits are made to your account on the same day they are received.

41 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information Remittance reporting
 Our e‐lockbox Support Operations team receives daily files from the payment network.  You receive a consolidated remittance file each day by 8:30 a.m. PT that can be posted to your A/R system.
 Remittance file transmissions or downloads are available through VantagePoint. Reports can be limited to e‐lockbox payments or consolidated with other receivables payments.

VantagePoint
The City may face many challenges with your receivables management processes. You receive multiple payment types, remittance information is sent separately or not at all, and there are different processes for applying different types of payments. U.S. Bank VantagePoint® is a centralized receivables management solution that will redefine how the City manages and interacts with your payments, data and images – and streamline payment posting.
 Centralized client interface for receivables payments, leveraging the power of SinglePoint  Customizable business rules and workflows quickly identify exceptions and route payments for review  Upload invoice detail and/or supporting documents to transactions  Reassociation of remittance data with the financial transaction (if separate)  Strategic view of working capital cycle to enhance decision making A simple and streamlined workflow
VantagePoint is highly configurable with an array of features you can use to benefit the City. We will gladly provide a demonstration so you can see the possibilities and ask questions specific to your challenges and objectives.

E‐Payments
Consolidated payables
Almost all organizations make diverse payments, and the more payment types you use, the more complicated and costly the payables processes become. Consolidated payables streamlines those processes and helps the City move toward electronic origination of all payments. You send U.S. Bank one data file with all your payment information for any combination of ACH, wires, checks, virtual cards, Zelle® and Real‐Time Payments.

We facilitate the production and distribution of payments and related remittance information.

42 City of Desert Hot Springs RFP for Governmental Banking Services U.S. Bank Confidential Information With consolidated payables, you can send your payment instructions in a data format familiar to your systems, reducing the need to revise databases or financial systems to distribute payment instructions.

Consolidated payables allows you to originate electronic payments and optimizes your working capital by:
 Offering bank‐defined flat and industry standards to exchange payments  Reducing manual processing and the chance for human error  Reducing the costs of making disbursements
 Providing greater control over the timing of payments and improving cash forecasting Payment‐specific features
Streamline ACH origination to include
remittance information
Migrate paper check transactions to electronic transactions with our full suite of ACH capabilities. U.S. Bank ACH Payee Remittance Reporting delivers business payee remittance information separate from the ACH payment via secure email.

Outsource your check printing
U.S. Bank Check Payables provides an efficient and secure solution for check payment production. We facilitate the entire process to print and mail the checks, corresponding remittance detail and any optional inserts. A checks‐ issued file is provided to our account reconciliation and positive pay services to ease managing the check clearing process and reduce check fraud.

Mix wire types
U.S. Bank Batch Wire may contain a mix of repetitive, semi‐repetitive and/or non‐repetitive transactions for both domestic and international payments, offering flexibility and efficiency. For wires originated in foreign currencies, a previously acquired exchange rate must be included in the payment instruction.

Create virtual card payments
U.S. Bank Virtual Card systems increase control over spending and reduce risk using pre‐authorized limits and single‐use accounts.

Transition business‐to‐consumer
payments to electronic
U.S. Bank Disbursements via Zelle® uses an alias (mobile number of email address) to identify the recipient of a payment, eliminating the need for you to gather and maintain consumer banking information.

Account Analysis Late Fee
Earnings deficits remaining unpaid by the date specified on the Account Analysis statement will be assessed a late fee (compounded monthly). Deficit and late assessment amounts are subject to direct debit to the account.

Late Fee.....................................................................per month 4% Deposit Administration Fee
The Bank charges its Customers a Deposit Administration Fee, which represents various administrative expenses incurred by the Bank in providing depository services, including, without limitation, charges by the Bank to (a) recoup deposit insurance assessment costs assessed on the Bank* and (b) recoup other charges, as may be applicable from time to time, assessed on the Bank as may be provided by law, regulation, rule, or requirements of regulatory or supervisory bodies.

Additionally, due to market interest rate conditions, the Deposit Administration Fee may also include a negative rate payment.

The Deposit Administration Fee is assessed monthly at a rate per $1,000 of average monthly adjusted ledger balance. The Deposit Administration Fee is variable and is subject to change by the Bank at any time without notice.
*Although the Federal Deposit Insurance Corporation (FDIC) charges insured depository institutions risk-based assessments to cover the costs of providing deposit insurance under the Federal Deposit Insurance Act, the FDIC does not charge a bank's depositors for deposit insurance, and the FDIC does not require a bank to pass the cost of deposit insurance on to its depositors. Nevertheless, the FDIC does not prohibit a bank from charging fees to recoup deposit insurance
assessment costs, so long as in doing so the Bank does not (a) reveal confidential supervisory information, (b) imply the FDIC is charging the fee, or (c) otherwise mislead or misinform customers regarding the nature of the fee or the bank’s deposit insurance assessment.

• Adjusted prior market unrealized gain/loss: the difference between the market value and the adjusted prior market value.
• Adjusted prior market value: a figure calculated using the beginning market value for the fiscal year, adjusted for all asset related transactions during the period, employing an average cost methodology. • Amortization: the decrease in value of a premium bond until maturity. • Asset: anything owed that has commercial exchange value. Assets may consist of specific property or of claims against others, in contrast to obligations due to others (liabilities). • Bond rating: a measurement of a bond’s quality based upon the issuer’s financial condition. Ratings are assigned by independent rating services, such as Moody’s or S&P, and reflect their opinion of the issuer’s ability to meet the scheduled interest and principal repayments for the bond. • Cash: cash activity that includes both income and principal cash categories. • Change in unrealized gain/loss: also reported as gain/loss in period in the asset detail section. This figure shows the market appreciation (depreciation) for the current period. • Cost basis (book value): the original price of an asset, normally the purchase price or appraised value at the time of acquisition.
