Steve and Elsie Edmunds
2212 Shady Hills Dr.,’
Diamond Bar, CA. 91765
February 15th 2022
To the Diamond Bar City Council.

This letter is in response to your recent parking citations. I will drop off actual copies at City Hall but I am certain Mr. McLean has copies because he had Mr. Santos, his assistant call last Thursday, February 10th after his conversation with the Sheriff’s Department. Mr. Santos shows up on my call log as unknown, on the screen as anonymous. 12/17/2021
Officer Chambliss issued a citation
We went to the station to address it because while we agree that the registration has expired, this is not a commercial vehicle.

Our regular mechanic was on vacation over the Christmas and New Year’s holidays and was not available to inspect the vehicle until after the first of the year.

His equipment could not read the RV codes, so I called another shop in the area that deals with RVs. That shop referred me to another local shop that actually does what is necessary to meet and pass California inspection and emission standards. He had several employees out sick several weeks in a row. As soon as he had an opening, the RV was delivered to him. It took more than 2 weeks but the tests were done, along with the necessary repairs and the smog certificate issued. I have attached a copy of the invoice and payment.

We went to AAA that afternoon, February 4th 2022 to see if there was a way they could issue a temporary registration or at minimum ensure that that portion of DMVs paperwork was updated. DMV computers were down throughout the state and were not expected back up before workday was over.

Texas, where the vehicle was purchased, requires that the registered owner get a duplicate pink slip when the original is lost or misplaced . I have spoken to the registered owner from whom we purchased the vehicle and he has agreed to get one. We are waiting for that pink slip.

I explained this to your sergeant on duty the day we went to the Walnut Sheriff Station to question the 12/17/2021 ticket. An RV is not a commercial vehicle.

In December, we called the company that processes your citations, their site is not user friendly, I could not find the citation in their system and neither could they. It took repeated calls to finally get through to a live person. I spoke with James who told me that they were running about 30 days behind, that there is an additional 14 day delay and they will be mailing a notice to the registered owner. That has not been done.

For the last few years we have been dealing with my husband’s health issues, courtesy of his exposure to Agent Orange during his combat tour in Vietnam. As he struggled to maintain what kidney functions he had left last year, his heart rate dropped below 40 BPM, that finally triggered a heart attack on September 1st 2021. When his heart rate fell to the low 20s that night while he was in the ICU, the decision was made to install a pacemaker. That was done on September 2nd 2021. On September 15th, two weeks after his heart attack, he woke up with his chest and neck covered in blood. I rushed him back to the ER. A temporary pacemaker had to be installed in his neck to keep him alive as his body fought off the infection caused by a defective pacemaker that was not strong enough for his weakened heart. A third pacemaker with a defibrillator was installed after the infection had cleared enough for the cardiologist to install that. His antibiotic cocktail continued well into October.

The RV was our temporary home while his body was healing, we could not risk his incision opening again or another infection. His heart is completely dependent on the pacemaker and another infection could prove deadly. When Deputy Eniquez(sp) knocked on the RV door one Sunday morning in November, we both spoke to him.

He was told or claimed that he observed that the RV had not moved in over a month, I immediately brought the clean streets to his attention and told him that we have moved it every 72 hours or less even when my husband was in the hospital and I was visiting him every day. It was moved that Friday just in case the sweeper came through and then again on Saturday when the sweeper actually showed. When he responded that the previous day was a Saturday, he was right about the day of the week and yes the sweeper does come through on Saturdays when there is a holiday during the week, Thanksgiving weekend being the exception.

The RV is mechanically sound, the generator was running because my husband’s heart monitor needs electricity and so does our phone and computers. I often got up early so that I could fill up at Costco when they opened or shortly thereafter because maneuvering a large vehicle is a lot easier when there are no lines. If there were questions about the RV not being moved, the street sweeper and the old guy, your community service officer could answer that, he drove into the church parking lot appearing to search for the RV but ignored the cars that were actually parked on the other side of the street that the sweeper had to go around.

We have owned our home for almost 39 years, my husband has lived in this city for almost 50 years. He grew up in this valley. We checked with the city/sheriff’s department in 2020 to verify that there would be no issue with us parking on the street. My husband was getting ready to retire and we wanted to take whatever time he has left to get in that slow lane and enjoy life. We were told that as long as we moved the RV every 72 hours, they saw no problems. We purchased a Winnebago Brave in December 2020. Made sure we were considerate of the church parishioners and our neighbors and often took 3-4 day weekend trips. On February 23rd, a warning was placed on our Winnebago, it stated that we had been parked in the same spot for more than 72 hours. We had spent the long weekend away in the RV celebrating my husband’s 76th birthday, we returned home after 7PM that Sunday night, the lying had begun.

I immediately addressed it with the Sheriff’s Department. We understand that Karens and Chads need to meddle but we cannot allow them to misuse government resources and our tax dollars to do what they cannot legally do without consequences.

If it took this city a full year to come up with what they now claim is the ordinance we violated.

It is a ruse, it is the subtle bigotry that has existed in this community for as long as I have lived here and hiding behind an anonymous neighbor/citizen is nothing but a smokescreen. The excuse that we have not been visible is just that, we spoke in person to a watch commander in February 2021, Deputy Eniquez in November 2021, Deputy Juan Salorzano in December 2021 followed by the Asian woman, a DB city eomployee who was working the same day we spoke to Deputy Salorzano(sp). We left the Sheriff station and immediately stopped by the city on our way home to address what appeared to be the opening shot as they chose to join someone’s petty fight, no matter how unworthy or misguided.

Hiding behind the fear that some residents expressed about the presence of a black man who is at times erratic driving around the city in a white truck is no better than the klan burning crosses on people’s lawns or other tactics like calling DCFS to lie about abandoned and neglected children. At least a few of you have enough sense to know that worshipping your burning cross(es) in front of our door is a bad idea in bone dry California and thank God we no longer have minor children for you to target.

There is zero justification for these citations and while I found Mr. Santos very respectful when he called me, he was simply doing what he was told to do by his boss at the City of Diamond Bar. That is not the biggest RV he has seen in the area, our previous RV which broke down in while we were on our return trip from a Military Reunion in San Antonio TX was several feet longer. Size was not an issue then. Giving us a list of places to store it with the comment “but those are not free” or something to that effect is a reflection of your assumptions, not mine.

Our RV was not free, it has Texas plates because that’s where we bought it when our Winnebago broke down, we had to get home. The nearest airport was two hours away and with my husband’s health issues, the last place he needed to be was on a crowded airplane.

My husband and I have done humanitarian work in Vietnam for the last 25-26 years. In the almost 50 years he has lived in this city, we have never asked anyone in Diamond Bar for a cup of sugar, water or anything else but yes we have gone door to door and stood in front of supermarkets selling Girl Scout Cookies.

My husband returned from Vietnam, got over his physical injuries and found ways to deal with the psychological scars and has led an exemplary life. The Bronze Star, Purple Heart and other medals he earned were placed in a nice frame and he has stayed focused and busted his ass for the last 54 years. Our work in Vietnam and with the veteran community in this country has been a part of his healing. He is about to retire, thus the reason for the RV, we would appreciate some level of consideration as he fights to stay alive and hopefully live long enough to enjoy at least a few years in retirement before gent Orange finally takes his life. Telling us that you are not responsible for any misinformation we were given is ridiculous and the excuse that no one knew how to get in touch with us is pretty lame. Our neighbors who have no biases or chosen to suppress them all know that the RV is ours, they also knew when we were in there and why, the ones we communicate with may not have an exact address for our location when we take off on the weekends but they know where we are. The RV is a necessity in that location because my husband has mobility issues and cannot afford a catastrophic call. When we leave, we leave in our RV.

A persistent caller regardless of his/her agenda should not force this city to protect their anonymity, amend ordinances and join them in any way to harass or intimidate another resident. I know how much work we have done in and out of this community, other than spreading hate, what has this resident done?
