Please provide this email to all the members of the Diamond Bar City Council, and to the consultants working on Diamond Bar districting. I have also copied Ryan Mclean on this email.
My name is Adrienne Cotterell and I am a 31 year resident of Diamond Bar. The change to district voting is a significant one and I am taking the process seriously. I submitted a Community of Interest Survey as well as a Community of Interest map.
I have reviewed all the district maps submitted thus far, and I would like to state to you my preference for Map 123322. I think this map is better than the one that I submitted and is a very good solution to our need to establish districts. It creates districts that are balanced population-wise, well within the acceptable variance allowed by law. I also like how it divides"the middle" of Diamond Bar, with the intersection of Grand and Diamond Bar Blvd as a pivot point around which two districts are centered.
I would also like to ask that the consultants generate data layers that show the household income of the census blocs, so that districts can be characterized by household income stated as the mean and median for each, as well as a frequency distribution for each. This information will allow the Council to understand the true economic diversity of Diamond Bar, inform those running for office, and assure that Districts are drawn in a manner that allows representation for differing community needs.
Thank you very much. This process is important and I appreciate the time, energy, resources and care expended by staff and the Council on behalf of the residents of Diamond Bar. 1 Kristina Santana

Ms. Santana,
Below a copy of an email that I have sent to each member of the City Council. -- I understand the City Council will be deciding on a district map proposal at your next meeting. It is unfortunate the city is faced with having to divide Diamond Bar and its residents into election districts but I understand it is unavoidable given the circumstances.
I want to express that I very much want our HOA, The Country Estates, to be in a single district and not split into 2 or more. Keeping neighborhoods that have commonality in the same district is important. It will contribute to and promote community unity.
Thank You,
Paul Sherwood

Hello. Thank you for calling back. Thank you for having workshops and opportunities for public input. My input is as follows:
1. I prefer having 5 people to choose and vote for rather than just one. I understand that the cost of fighting this is prohibitive.
2. If we must choose a map, I vote for map #123322. I understand that this is a fair one given the ones being considered.
3. I would like to know if other options were considered such as having some kind of resolution that would have bought us more time, any mediation considered, or explore other options that would better suit our needs. Did any City fight and win? How did they do it? I’m not convinced that districting is any better than what we already have. It reminds me of gerrymandering. Maybe we just need to do a better job of listening to our residents.
4. Transparency is important to me to ensure fairness for all government decisions such as how the mayor is selected via rotation. Please continue to be transparent as you have been with the districting situation by providing workshops and opportunities for public input.
Respectfully submitted.

Subject: Re-Districting opinion from Diamond Bar residents of The Country CAUTION: This message originated outside of our City of Diamond Bar network.
Hello,
We have been homeowners in the Diamond Bar Country Estates for 38 years.
We are concerned with the changes being implemented by the re-districting process.
The Country Estates is a very large geographic part of the City of Diamond Bar. It has unique features
and characteristics which require proper rules and regulations that are broadly shaped by the City Council.
We do not believe it would be fair to split the voting interest of The Country residents into more than
a single district. The Country Estates residents should be kept together to collectively help elect
a council member who represents the residents needs and interests. Splitting the community of
the Diamond Bar Country Estates into multiple districts will dilute the opportunity to elect a council
member who will fairly represent the homeowners of our private community.
Please consider this when determining the new re-districting boundaries.
Thank you,
Ron and MaryKay Nichols
