Subject: FOR PUBLIC COMMENT Diamond Bar Districting Map CAUTION: This message originated outside of our City of Diamond Bar network.

To Diamond Bar City Council
I request this email be read allowed at the City Council Meeting.

My name is Joseph Plunkett residing at 23840 Country View Dr. My Family have enjoyed living in Diamond Bar for 27 years.

I need to bring to the Council’s attention what appears to me to be significant problems with the “Final” districting map reviewed at the last Council meeting. Upon reviewing this map in detail it shows that Country View Drive is split down the middle, one side in one proposed district and the other side in another district. This alone is a questionable situation dividing a neighborhood in this way.

However, this has several significant political issues for the residents who reside in the side of Country View Drive that is included in the district predominantly including the Gated “Country” community. This severely limits the residents of this side of Country View Drive from participation in Diamond Bar’s local election process in at least four ways

1. In order to run for City Council an individual must obtain 30 signatures of registered voters in the specific district to be put on the ballot. The residents of Country View Drive cannot access residents of the “Country” to solicit their signatures as the residents of Country View Drive are not members of the “County” HOA.

2. Should a resident of Country View Drive manage to be placed on the ballot this candidate will not have free access to advertise or otherwise solicit “Country” residents since residents of Country View Drive are not residents having no access to the Gated “Country” community.

3. Should a resident of Country View Drive manage to win election in spite of the above two impediments, this Council member will be prevented from visiting their constituent’s community since residents of Country View Drive are not residents to the Gated “Country” community having no access to the Gated “Country”.

4. Finally, non “Country” residents who’s Council Member is from the “Country” do not have the same access to their Council Member nor necessarily the same concerns and issues as residents of the “Country” For these reasons the proposed “final” district map needs to be revised so that residents of areas not in the “Country” Gated community are not unfairly limited from equal access to participation in the City election process.

Thank you for your time and consideration
