STRATEGIC
GOAL: Safe, Sustainable & Healthy Community
RECOMMENDATION:

Approve, and authorize the Director of Public Works/City Engineer to file the Notice of Completion.

FINANCIAL IMPACT:

Funding is included in the FY 23/24 Capital Improvement Program for this Project. The final construction cost of the Project is $9,610,070.25, which is $695,829.75 under the total authorization amount of $10,305,900.00 (Construction Agreement: $9,369,000, Contingency: $936,900).

BACKGROUND/DISCUSSION:

The City Council awarded a construction contract to Onyx Paving Company, Inc. on April 2, 2024, in the amount of $9,369,000, with a contingency of $936,900, for a total authorization of $10,305,900. The Notice to Proceed was authorized on April 29, 2024, and construction began in May 2024.

The Project involved the enhancement of seventeen (17) centerline miles of residential

and collector streets through slurry seal, chip seal, localized asphalt concrete (AC) digouts, and curb ramp improvements, determined by field conditions in Area 3.

Additionally, approximately six (6) centerline miles of various segments along major arterials were upgraded, including Golden Springs Drive from Grand Avenue to Temple Avenue-Avenida Rancheros, Grand Avenue from Diamond Bar Boulevard to the easterly City limits, and streets within the Gateway Corporate Center (Gateway Center Dr., Copley Dr., Bridgegate Dr., and Valley Vista Dr.).

As part of the street rehabilitation project, bike lanes with buffers were added along Golden Springs Drive, and new bike lanes and buffers were introduced along Grand Avenue and within the Gateway Corporate Center (Gateway Center Drive and Copley Drive only). No bike lanes were installed along Bridgegate Drive and Valley Vista Drive due to on street parking spaces.

Drainage improvements were constructed at two locations within the project area. The Grand Avenue at Diamond Bar Boulevard Drainage Improvements involved the removal and reconstruction of the concrete curb and gutter to redirect water from the median nose at the Grand Avenue and Diamond Bar Boulevard intersection to the nearest catch basin, thereby alleviating stormwater ponding in the pavement area around the median nose and the pedestrian crosswalk. Also, a new subdrain system was installed to improve drainage along a portion of Cold Spring Lane.

Onyx Paving Company, Inc. completed the work on October 14, 2024. The punch list items were completed in early December 2024 due to material availability and lead times. Two change orders were issued, totaling $87,328.60 for Change Order 1 and $153,741.65 for Change Order 2. These changes primarily involved adjustments in quantities, including additional AC pavement dig-outs, taper grinding, concrete repairs, curb and sidewalk work, cross gutters, additional striping, and utility identification. Field inspections also revealed opportunities to reduce quantities, such as limiting work to valves in paving areas, refining measurements for removal and replacement, and eliminating unnecessary items, which resulted in cost savings.
