Agenda #: 5.4
Meeting Date: February 4, 2025
TO: Honorable Mayor and Members of the City Council
FROM: Daniel Fox, City Manager
TITLE: SECOND AMENDMENT TO CONSULTANT SERVICES AGREEMENT WITH TORTI GALLAS + PARTNERS.
STRATEGIC
GOAL: Safe, Sustainable & Healthy Community
RECOMMENDATION:
A. Appropriate $58,000 from the General Fund to the General Plan Update Fund 103 to cover the cost to prepare a Water Supply Assessment; and B. Approve, and authorize the City Manager to sign, the Second Amendment to the Consultant Services Agreement with Torti Gallas + Partners to prepare a Water Supply Assessment for the Town Center Specific Plan.
FINANCIAL IMPACT:
The total not-to-exceed amount set forth in the proposed Second Amendment is $58,000. Sufficient funds do not currently exist in the FY 2024/25 budget. It is recommended that funds be appropriated from the General Fund to the General Plan Update Fund (103) to cover this amendment.
BACKGROUND:
Over the past several months, the consultant team and staff have been working on the Supplemental Environmental Impact Report (SEIR) for the Town Center Specific Plan (TCSP). Final revisions to the Administrative Draft SEIR were in progress when the Palisades, Eaton, and other wildfires devastated the Los Angeles metropolitan area and surrounding regions.
While the Administrative Draft SEIR addresses water supply and service to the TCSP project area, the recent fires are posing new concerns regarding regional water delivery infrastructure, such as the issue of diminished water pressure impeding firefighting capabilities. Staff consulted with the Walnut Valley Water District General Manager’s
office, which is now requiring that the City prepare a Water Supply Assessment (WSA) for the Draft SEIR. A more extensive water resource analysis is a necessary step and prudent approach given the request of Walnut Valley Water District. Consequently, staff requested that the TCSP consultant, Torti Gallas + Partners (TG+P), submit a proposal to prepare a WSA.
DISCUSSION:
Sapphos Environmental, Inc., the subconsultant preparing the SEIR for the TCSP, proposes to collaborate with Stetson Engineers, Inc., a water resources consulting firm with offices in Covina and other California locations, as well as Arizona and Oregon.
Scope of Work
The full scope of work, including data collection, meetings, project management and other work products, is provided as Exhibit A to the amended Consultant Services Agreement (Attachment 1). The more substantive tasks comprising the WSA are listed below.
• Introduction: A description of the project area and the Walnut Valley Water District (WVWD) service area, including a map. An overview of WSA requirements under the California Water Code (Sections 10910-10915) and Government Code 66473.7 will also be provided.
• Water Demands: Historical annual water demand data within WVWD’s service area from 2004 to 2023. Future water demand projections through 2045, based on WVWD’s Final 2020 Urban Water Management Plan (UWMP), incorporating the Water Conservation Act of 2009 (SB X7-7) and the 20% reduction target by 2020.
Current and projected water use objectives to estimate WVWD’s total projected water demands in 2045 will also be reviewed.
• Water Demand Analysis: Assessment of water use factors from the 2020 UWMP, WVWD, and other WSAs. The consultant will determine whether the project’s water demands were accounted for in WVWD’s 2020 UWMP and, if necessary, incorporate additional demands.
• Water Supply Sources: Description of WVWD’s potable and recycled water sources, including imported surface water from the Metropolitan Water District of Southern California via Three Valleys Municipal Water District, treated groundwater from the Main San Gabriel Basin, and recycled water from the Los Angeles County Sanitation Districts and local basins. The reliability of these water sources will be assessed using WVWD’s 2020 UWMP and current data from the California Department of Water Resources.
• Projected Water Supply and Demand: WVWD’s projected water demands and supply availability will be presented in tabular format for the years 2025, 2030, 2035, 2040, and 2045 under normal, single dry year, and multiple (five consecutive) dry year conditions.
The total proposed cost for the scope of work is $52,619. It is recommended that a 10% contingency be included to cover unanticipated additional expenses or scope adjustments, bringing the total not-to-exceed amount to $58,000. The work effort is anticipated to take three (3) months to complete.
