Exhibit A: Scope of Work for Water Supply Assessment
Work Efforts
The WSA will analyze WVWD’s ability to provide water supplies to the refined project over the next 20 years, through 2045. The Consultant Team (Consultant) will prepare the WSA and incorporate it into the Draft Supplemental EIR.
Task 11B-5.1: Data Collection
The Consultant will coordinate with the City to collect data needed to prepare the WSA. The Consultant will request, review, and summarize data regarding existing water supply sources and historic water demands (including onsite and WVWD water demands). and will coordinate with WVWD to obtain any additional data and information on current and projected WVWD water supply sources and demands.
Task 11B-5.2: Water Supply Assessment
The WSA will include the following:
• Introduction - The project area and WVWD’s service area will be described. A map showing the project area and WVWD’s service area boundaries will be included. A description of the requirements for a WSA will be provided. The requirements of California Water Code (Sections 10910-10915) and Government Code 66473.7 and how they pertain to the WSA will be described.
• Water Demands - Annual water demands over the past 20 years within WVWD’s service area will be provided (e.g., from 2004 to 2023). Water demand projections within WVWD’s service area will be estimated to 2045 based on information from WVWD’s Final 2020 UWMP which incorporates SBX7_7 and the 20 percent by 2020 reduction requirement.
Also, the current and projected water use objectives to estimate WVWD’s total projected water demands in 2045 will be reviewed.
• Water demands will be based on available water use factors from the 2020 UWMP, from WVWD, and from other WSAs. The Consultant will determine if the water demands resulting from the project were incorporated in the water demand projections in WVWD’s 2020 UWMP. If necessary, the additional project water demands will be added to determine WVWD’s overall projected water demands.
• Water Supply Sources - WVWD’s potable water supply sources include treated and untreated, imported surface water purchased from Metropolitan Water District of Southern California through Three Valleys Municipal Water District. WVWD’s potable water supply sources also include treated groundwater from the Main San Gabriel Basin produced by California Domestic Water Company. WVWD’s recycled water supplies include recycled water purchased from the Los Angeles County Sanitation Districts and from groundwater pumped from the Puente Basin and Spadra Basin. WVWD’s water supplies will be described based on information from WVWD’s Final 2020 UWMP. The reliability of the potable water supply will be presented and will also be based on WVWD’s Final 2020 UWMP. The WSA will also incorporate current information available from the California Department of Water Resources.
• Projected Water Supply and Demand - WVWD’s projected water demands and water supplies will be presented in tabular format for the years 2025, 2030, 2035, 2040, and 2045 for normal (average) year, single dry year, and multiple (five consecutive) dry year conditions.
Task 11B-5.3: Report Preparation
Based on the information developed in Task 11B-5.2, the Consultant will prepare and provide a draft WSA for review by WVWD, and the City of Diamond Bar. The Consultant anticipates two (2) rounds of comments from WVWD and the City of Diamond Bar. Upon approval of the final report, the Consultant will provide the final WSA.
The Consultant anticipates submitting a data request to the appropriate parties within one week following receipt of a notice to proceed.
Task 11.B-5.4: Meetings and Project Management
The Consultant anticipates one (1) meeting with the City and/or the WVWD regarding the WSA. The Consultant will prepare a Memorandum for the Record that summarizes the key points of the meeting. This scope of work does not include attendance at additional meetings and/or hearings.
The Consultant will coordinate with the City to ensure that the WSA is prepared thoughtfully and accurately in a manner that is legally defensible.
Task 11.B-5.5: Revisions to Draft SIR
Upon completion of the final draft WSA, Sapphos Environmental will incorporate the WSA analysis into the Draft SIR. The revised sections of the Draft SIR will be submitted to the City for review. SEI anticipates only one (1) round of review by the City. The sections of the Draft SIR that will require revisions due to the addition of the WSA include the following:
• Executive Summary
• 3.9 Utilities and Service Systems
• 4 Alternatives Analysis
• 5 CEQA Required Conclusions
• 6 References
