CITY COUNCIL AGENDA REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Ryan McLean, City Manager
SUBJECT: Hispanic Heritage Month Proclamation.

STRATEGIC GOAL: Open, Engaged and Responsive Government RECOMMENDATION:

Adopt a Proclamation declaring September 15 - October 15, 2026 as Hispanic Heritage Month.

FINANCIAL IMPACT:

None.

BACKGROUND:

The United States is home to over 60 million Latinos, nearly 19% of the population. Hispanic people have been a part of this country from the very beginning, and continue to fuel the economy, and enrich our culture as entrepreneurs, scientists, public servants, athletes, artists, entertainers and much, much more.

Hispanic Heritage Week was first observed in 1968 and in 1988 Congress enacted it into law by Public Law 100- 402 and expanded to cover a 30-day period starting on September 15 and ending on October 15.

Each year, Americans observe and celebrate National Hispanic Heritage month from September 15 to October 15 as a time to celebrate the histories, cultures and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean and Central and South America.

September 15 is significant because it is the anniversary of independence for Latin American countries: Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. In addition, Mexico, and Chile observe their independence on September 16 and 18, respectively.

ANALYSIS:

Hispanic Heritage Month is an important event to honor and celebrate the achievements that Hispanic people have made throughout history and to educate our community on the benefit of a diverse and inclusive world.

CITY COUNCIL AGENDA REPORT
TO: Honorable Mayor and Members of the City Council
FROM: Ryan McLean, City Manager
SUBJECT: Consultant Services Agreement with Prince Global Solutions, LLC.

STRATEGIC GOAL: Open, Engaged and Responsive Government RECOMMENDATION:

Approve, and authorize the City Manager to sign, the Consulting Services Agreement with Prince Global Solutions, LLC for Federal Advocacy Services through June 30, 2027.

FINANCIAL IMPACT:

The total not-to-exceed amount of the Consultant Services Agreement is $48,000. This revised amount reflects a $2,500 cost reduction from the previous year's contract. The Fiscal Year 2026/27 Operating Budget includes sufficient funds for such services.

BACKGROUND:

Prince Global Services, LLC, (PGS) has been providing Federal advocacy services directly to the City since 2017. The main focus of the Consultant's services has been on the City's efforts in collaboration with the local, regional, and federal partners to secure funds and support for the State Route SR-57/SR-60 Confluence Project (Project). Over the years, the City has been actively pursuing funding opportunities to expedite the Project delivery to ensure that the Project progresses without a suspension. These efforts led to the successful completion of the construction of Phases I and II of the Project, the design of Phase III, and filling the funding gap of the Phase III construction.

Now that Phase III of the Project is fully funded, and the construction work has commenced, the City will consider focusing on the missing Westbound SR-60 Direct Connector to the Grand Avenue component (WB Connector). The WB Connector was recommended by the 2017 SR-57/SR-60 Confluence Project Supplemental Needs Study (Study). The Study was supported by the City and other local and regional agencies and implemented by the Southern California Association of Governments (SCAG). Continued state and federal advocacy will remain important to advancing this remaining transportation priority and positioning the City to pursue future funding opportunities.

Additionally, the City is actively pursuing federal funding opportunities for a variety of projects with support from PGS. Most recently, PGS worked closely with Public Works staff to prepare a Fiscal Year 2027 Community Project Funding request for the Diamond Bar Civic Center Energy Resiliency Project. The application seeks $1.2 million in federal funding through Congresswoman Linda Sánchez's office. While there is no guarantee of

Meeting Date: September 15, 2026
funding, the request received a March 27, 2026 letter of recommendation from Congresswoman Sánchez to the House Appropriations Committee for consideration as part of the FY2027 appropriations process.

While transportation remains a primary focus of the City's federal advocacy efforts, the City's interests have expanded to include infrastructure resilience, sustainability, parks and public facilities, emergency preparedness, technology, and other initiatives identified in the City's 2024-2027 Strategic Plan. Federal advocacy supports the City's Strategic Plan by identifying outside funding opportunities, monitoring federal legislation affecting local government, and advancing projects identified as City priorities.

ANALYSIS:

On June 16, 2026, the City Council discussed the City's continued need for Federal Advocacy Services. As directed, staff reevaluated the scope and cost of the Agreement and worked with PGS to develop a revised proposal with a more focused approach, which PGS submitted in response to the City's request (Exhibit "A").

The Consultant's proposed scope of work for Fiscal Year 2026/27 includes, but is not limited to, the following tasks:

1. Work closely with the San Gabriel Valley Congressional delegation, Senate and House Committee staff, Federal Agency officials, and relevant stakeholder groups on matters that support the City’s Federal priorities;

2. Facilitate requests for Congressional funding earmarks to support various City projects;

3. Monitor and engage Congressional consideration of pending legislation affecting Diamond Bar funding and policy priorities, including, but not limited to, the reauthorization of Federal transportation programs;

4. Support future City applications for Federal funding from Executive Branch agency discretionary grant programs;

5. Consider and monitor other legislation, regulations, and agency actions that would benefit or affect the City;

6. Monitor and engage the San Gabriel Valley Council of Governments Federal activities as they may affect the City, including, but limited to, matters affecting the planning and construction of missing Diamond Bar area freeway connectors;

7. Consider and coordinate Congressional and Federal agency site visits to the City and otherwise as appropriate; and,

8. Plan and coordinate the City’s visits to Washington, D.C. as directed and recommend other visits when appropriate.

The revised proposal reflects the City's evolving priorities beyond the SR57/60 Confluence Project and emphasizes strategic Federal engagement, discretionary grant opportunities, Community Project Funding requests, and continued advocacy for the City's remaining transportation priorities. Continuing to work with PGS to advance the City's Federal Advocacy Program aligns with the City's 2024-2027 Strategic Plan and maintains continuity in federal relationships, regional partnerships, and institutional knowledge developed through the City's Federal Advocacy Program over the past 17 years.

(2) Any and all claims arising out of Consultant's performance of work hereunder or its failure to comply with any of its obligations contained in this Agreement, regardless of City’s passive negligence, but excepting such loss or damage which is caused by the sole active negligence or willful misconduct of the City. Should City in its sole discretion find Consultant’s legal counsel unacceptable, then Consultant shall reimburse the City its costs of defense, including without limitation reasonable attorneys' fees, expert fees and all other costs and fees of litigation. SCOPE OF WORK -- FEDERAL ADVOCACY SERVICES

CITY OF DIAMOND BAR, CA
JULY 1, 2026 -- JUNE 30, 2027
The following Scope of Work (and Cost Statement) sets forth the role of Kevin Jones and Prince Global Solutions(PGS) in pursuing the City of Diamond Bar’s (DB) Federal goals and objectives, consistent with the values and priorities established in the City’s FY 2024-2027 Strategic Plan.

Through continuous engagement in Washington on Federal legislation and regulation, the Federal Budget, Federal funding and grants, Federal policy development and Federal Agency activity, DB will be promoting the development of a safe,sustainable and healthy Diamond Bar community through the efficient and visionary pursuit and stewardship of public resources.

Summary and Priority Actions
This Scope of Work delineates the goals, priority actions, general legislative matters, day-to-day responsibilities and costs for DB’s Federal Government Affairs Representative -- Kevin Jones/PGS -- from July 1, 2026 through June 30, 2027.

The DB-PGS collaboration was initially focused on Federal advocacy for the 57/60 Confluence Chokepoint Relief Project, a National, State and Local transportation infrastructure improvement priority centered around the interchange of State Routes 57 and 60 in DB. At DB’s direction, PGS also intermittently provided advocacy on other Federal matters affecting DB.

Over the last several years of strong support for the 57/60 Project, DB has increasingly pursued other priorities in Washington, namely funding for park improvements and energy resilience.

Now that the 57/60 Project is in Phase 3 (mainline improvements necessary to improve the traffic weaving problems in the 57/60 Confluence area) -- which is scheduled for completion in July 2028 -- the expectation is that the Project will begin to shift its focus to various regional connectors as part of the continuing vision for a safer and more efficient regional transportation corridor.

Page 55 of 68 ends

2 This next Phase of the Project will hopefully include one of DB’s highest priorities – the design and construction of the missing direct connector from westbound SR-60 to Grand Avenue that will eliminate the existing southbound SR-57 weaving conflict. This improvement was identified in the 2017 SR-57/SR-60 Confluence Supplemental Needs Study prepared by DB and the Southern California Association of Governments, in partnership with the California Transportation Authority and the Los Angeles County Metropolitan Transportation Authority.

A continuing Federal partnership will be essential to the success of this Phase, as was the case with the Project’s earlier phases.

Beyond this important transportation priority, the City's Federal interests now include infrastructure resilience, sustainability, parks and public facilities, emergency preparedness, stormwater, technology, and other initiatives in the Strategic Plan, along with other local transportation priorities. In this context, PGS will be providing critical Federal policy and funding advocacy.

Consistent with these objectives and subject to change as circumstances dictate, PGS expectsto engage in the following specific activities during the contract year:
1) Work closely with the San Gabriel Valley Congressional delegation, Senate and House Committee staff, Federal Agency officials, and relevant stakeholder groups on matters which support DB's Federal priorities.
2) Facilitate requests for Congressional funding earmarks to support various DB projects; 3) Monitor and engage Congressional consideration of pending legislation affecting DB funding and policy priorities, including, but not limited to, the reauthorization of Federal transportation programs that will expire later this month on September 30, 2026. 4) Support future DB applications for Federal funding from Executive Branch agency discretionary grant programs;
5) Consider and monitor other legislation, regulations and agency actionsthat would benefit or affect DB;
6) As necessary and directed by DB, monitor and engage SGVCOG Federal activities as they may affect DB, including, but not limited to, matters affecting the planning and construction of missing DB area freeway connectors;
7) Consider and coordinate Congressional and Federal agency site visits to DB and otherwise as appropriate; and
8) Plan and coordinate DB visits to Washington, DC as directed.

Cost Statement – 2026-27
To accomplish the goals and objectivesset forth in this Scope of Work, PGS proposes compensation in the form of a fixed fee monthly retainer of $4,000.
